The Management of the Financial Collapse of Local Bodies and its Economic-Territorial Effects: The Case of the Municipality of Taranto

The present work aims to offer a contribute for the evaluation of the opportunity to adopt strategies based on state support or, alternatively, on the managerial autonomy of local bodies in financial trouble. The research, after analyzing the main guidelines at European level, presents the results of an empirical investigation on the economic effects produced on the local economy by the financial default of the Municipality of Taranto. The choice of the Municipality of Taranto is due both to the significant magnitude of the ascertained debt, which was one of the highest in the history of Italy, and to the considerable economic effects caused by the recovery procedure. Specifically, with reference to the companies admitted to the passive mass, we determined, firstly, the economic losses they suffered and, secondly, we took into consideration the survival state and the strategies adopted by the companies involved in the insolvency procedure which were located in the local area of reference. From this work can be drawn some major conclusions. In general, it can be said that the relevant legal standard proved to be ineffective, as it does not define the recovery ways and the timing for the closure of the procedure. In particular, it does produce relevant economic effects on local enterprises, only in part mitigated by the diversification strategies adopted by the enterprises.

Theoretical Approach and Empirical Research of Administrative Catchment Areas on the Example of Petru Maior University of Târgu Mureş

Based on their functions, out of the different types of settlements, cities are those that are able to provide goods and services to their own population and also can serve the needs of other settlements. The relationship between the cities and their catchment areas a vary depending on the functions of the city. Urban functions are carried out by different institutions, thus their importance also varies based on how often they are solicited. The characteristic functions of a city are the services used the most often both by the inhabitants of the city and by the population of its catchment area. Connections between cities and their catchment settlements are formed by individuals making use of the city's services (homo oeconomicus) in order to satisfy their needs. In this paper we analyze the connections based on higher education services, representing the educational-cultural function; furthermore, we also examine the dynamics of these connections determined by the expansion of higher education.

This article examines the way people’s psychology influences the creation of TV news and its contents in terms of meaning and structure without disrupting its state of being authentic, factual and documentary. The analysis is based on people’s psychology factors which create particular models of human behavior related to the individual’s upbringing, intelligence, education and culture. How does this combination of characteristics influence different people’s perceptions evoked by the images on the TV screen and their psychological impact? How does people’s psychology determine the variety of rules in the sphere of information, including the ways it created and distributed? In the article, we are attempting to prove why journalists who work for TV companies should take into consideration the people’s psychology of the particular ethnic group in the process of transforming the events into news. We have examined the methods of creating and distributing TV information implemented by several TV media, such as CNN, BBC, AL-JAZEERA, etc.

The modernisation of the public sector has often resulted in an increased focus on performance. In this context, an intense debate has developed regarding the introduction of new tools and governance systems. Particular attention has been paid to performance management and public corporate governance with regard to relationships with both external (stakeholders) and internal (politicians and management) actors. Thanks to public corporate governance in LPUs, public administrations are able to communicate their efforts to citizens in order to satisfy public needs and, at the same time, they can better measure their performance. Political parties in many municipalities and other groups regard public corporate governance as essential to accounting for governmental activities, outputs and outcomes. Managers, for their part, need information about the impact of local public services and in order to carry out day-to-day management of municipal organisation. The paper conducts a detailed analysis of performance information use in LPUs and highlights differences in perceptions and aims among elected officials and managers. The research focuses on a population consisting of 116 local authorities with more than 5,000 inhabitants. The research was carried out through a questionnaire submitted to the manager responsible for the LPUs and to the mayor. The number of authors who have compared the information use of politicians and managers is still limited and the evidence continues to be very mixed.

The Romanian universities are substantially similar in terms of organizational structures, institutional missions and strategic plans, faculty, educational process and so on. The homogeneity of higher education system represents an important theme because it may have, in practice, undesirable effects on university autonomy. Over the longer term, a uniform education system tends to become more inflexible and, as a whole, less efficient. The paper is focus on the diversification of higher education institutions in the specific context of the Romanian university system by integrating the quality strategic approach in the global strategy of the Higher Education Institution (HEI). The present paper brings in highlight the nature of relations between creativity/ diversity and standardization/ predictability and it tries to show that the relation creativity/diversity–standardization/predictability acquires new meanings and dichotomous issue is eliminated, in the context of Quality strategic approach. This research will try to demonstrate that implementation of the quality strategic approach model that we propose, is able to lead to: a) Allowing more varied learning options for students and adapting more strong to their needs; b) Allowing a higher level of flexibility to universities to changes that occur at the social level; c) Providing opportunities for social mobility, more appropriate cover of needson different labor markets (e.g. demand for different specialties), and providing the necessary opportunities for innovation (van Vught 2009).

Public Goods as Factors of a Local Economic Development in Slovakia

In the (neo)liberal perspective of the economic growth/development, a state should play a minimal role in the economy. Recently, the consequences of the economic crisis in the European Union have indicated that the role of the state in the terms of overcoming the crisis consequences is present. The classical liberal approach to the free market and no role of governance in the increasing economic growth seem to be overcome. This article demonstrates the thesis that the paradigm about a positive consequence of public goods investments to the economic development has had the epistemological relevance. The important role of a government in modern economic systems has been already accepted as essential, but the questionable thesis still resists on the role of the local self-governments. In the case of Slovakia, this article comprehensively analyzed a correlation between providing the local public goods and the local economic development and has shown a relative impact of the local public goods on the local economic development. Moreover, this research of local public goods, based on the neo-Weberian role of the state, is mainly filling a gap in the social, economic and political research in Slovakia. This article is also contributing to the worldwide discussion about the importance of the spending to the public goods, especially during and after the economic crisis.

The decentralization of public administration in Slovakia after the year 2002 meant a significant broadening of competencies and responsibilities of municipalities for the development of theirs territories. The act no. 416/2001 Z. z. about the transition of some competencies from the organs of state administration to the municipalities and selfgoverning regions also transferred some competencies in the case of waste management. The waste management in each municipality has to be in accordance with the Act on waste, with the Program of waste management and also the General municipal ordinance. The implementation of these wider competencies can be successfully executed only by the appropriate approaches in municipality management. The financial cost of collection, logistics, processing and expedition of communal waste is very high. One of the possibilities how to decrease this cost is the waste separation which is subsidized by the Recycling fund.

The purpose of this review paper is to explore the relevance of human spiritual intelligence (SQ) in order to put forward a holistic framework for the development of human resources. It is postulated that a holistic mechanism leads to the incorporation of human spiritual intelligence for the best utilization of human resources. Authors also highlighted the other significant components of human intelligence (IQ, EQ) that are being implied in current human resource development (HRD) plans. However, it is noted that the present HRD approach is lacking the most influential element of SQ. With multi distinctiveness of SQ, researchers indicated that mangers and practitioners need to understand in depth this most emerging component of human intelligence. Moreover, author’s take-up critically the present practices of human resources that are being considered as below the standards as the number of behavioral issues has risen drastically in the recent time of period. Therefore, the proposed model intended to integrate all aspects of human intelligence (IQ, EQ, and SQ) in developing holistic framework for the prosperous employees of the organization. researchers conclude with implication for future research and managerial practices as suggested by the holistic framework for HRD.

The Perception of the State‘s Influence on its Business Environment in the SMEs from Czech Republic

The state plays a very important role within its business environment. Through ist legislative environment, the state can be helpful to entrepreneurs in their activities or it can burden them. This article aims to find out how entrepreneurs of small and medium enterprises (SME) in the Czech Republic perceive the role of the state and its influence on business. The basis for the article were results of a project conducted at Tomas Bata University in Zlín in 2015. The project addressed 1,141 respondents from all regions of the Czech Republic to answer questions about the business environment. The research also considered the period during which the questioned entrepreneur was active in the market. Companies active in the market from 1st to 5th year represented 21%, companies active from the beginning of the 5th to the beginning of the 10th year represented 17%, and companies active for more than 10 years represented 62% of the researched sample. The structure of the researched sample according to the size of companies was as follows: 65% were micro enterprises (<10 employees), 27% were small enterprises (10-50 employees), and 8% were medium-sized enterprises (50-250 employees). This structure reflects the distribution of enterprises in the economy. Three areas of the state’s influence on the business environment were selected: the state’s help with entrepreneurship, administrative burdens related to entrepreneurship, and corruption and clientelism. These areas were moreover examined in terms of the length of business and company size. It was found out that SMEs perceive the help of the state more than micro businesses. More than 53% of entrepreneurs encountered clientelism. Furthermore, the results confirm that the problem of corruption increases with company size. Encountering corruption and clientelism may be significantly more influenced by the length of entrepreneurship than by company size.
