The paper attempts to evaluate the activity of local governments (municipalities) of Warmia and Mazury in stimulating the development of energy based on renewable sources. The own research proves that one in four communities has plans for the supply of heat, electricity and gas, and these studies are undertaken only in a comprehensive supply problems in the energy community residents, including the share of renewable energy sources (RES). The study identified factors that can mobilize local communities to work towards the achievements of Poland in 2020, set in the PACKAGE ‘’3x20” (Climate and Energy Package EU) 15% share of energy produced from renewable sources.

The article provides a brief characteristic of theories on the origins of the food crisis. Its alleviation requires a systemic reforms of the commodity future markets and agricultural inputs markets. It is doubtful that the spike of food prices in 2007-2008 was caused by the expansion of biofuel production and fast growth of Chinese economy.

The problem of demand on clean environment is in case of agriculture, and first of all sustainable agriculture, very important. On the one hand demand on clean environment results from production circumstances (sine qua non condition of production), but on the other agriculture itself may present a risk for the natural environment components. Against the backdrop of the current achievements of sustainable development, the article discusses demand on clean environment in rural areas at the same time stressing numerous difficulties connected with performing by agriculture environmental function: the unresolved problem of setting relevant prices for individual components of the natural environment.or failure to understand by rural population the necessity to bear costs for the sake of the natural environment.

Wykorzystanie wybranych surowców energetycznych w kontekście polityki energetycznej Unii Europejskiej

In the article, the use of selected resources of energy is analyzed in the context of the energy policy of the European Union (EU). The aim of the research is to assess the influence of this policy on the use of energy resources in the countries of the EU and the largest economies in the world. It tries to give an answer to the question what should be done to increase this influence. The research may be useful for reducing resource intensity in energy production. In order to achieve the aim of the paper, the use of raw materials for energy and predictions for their future use are analyzed based on documents and statistical data. It will be argued that while the EU energy policy influences the use of some resources of energy in member countries, there is no relation with the use of such resources outside the EU. The author proposes to apply instruments used in the EU in other countries in order to support similar development in their energy sectors.

The study concerns methodological aspects of valuing social costs of energy supply insecurity. There are presented methods of valuation: market price methods, revealed preference approaches based on surrogate market prices and stated preference approaches based on simulated markets. The article also provides a short analysis of advantages, drawbacks and applicability of techniques. It presents world and Polish literature surveys results concerning the value of lost load (VOLL) as monetary expression for the costs associated with inter- or disruptions of electricity supply as an effect of production, transmission or distribution failures.

Oszczędność zasobów energii pierwotnej w skali światowej w wyniku zagospodarowania złóż niekonwencjonalnego gazu ziemnego

The authors identified the definition of non-conventional natural gas and its various types. They also showed differences between gas deposits and forms of appearance of non-conventional gas as well as conventional gas and presented environmental circumstances of exploitation of various types of non-conventional gas taking into account the criteria of sustainable development. They characterized potential benefits resulted from the analysis of possibility of the reduced use of another carriers of prime energy as a result of non-conventional gas exploitation and presented opinions of the impact of increase of geological identification of gas as well as the increase of the volume of exploitation and the use of non-conventional gas on the macroeconomic indicators of economic growth and development.

The work applies two measures of effectiveness, namely Information Ratio and Sor- tino coefficient, to analyze the performance of the open-end mutual funds. Authors takes in to account periods of bullish (2003-2007) and bearish (2007-2011) market. The main interest is concerned on equity mutual funds and balanced funds. Obtained results allow to show few funds which can be treated as leaders on the capital market. Their positions in created ranking are confirmed by two measures of effectiveness, but the results gained for the whole market of mutual funds seems not to be optimistic.

Efekty zarażania wybranych giełd światowych w czasie kryzysu finansowego 2007-2009 -analiza ukrytych czynników.

The purpose of research was to test the contagion effects on selected world stock exchanges during 2007-2009 financial crisis. Stock market indices, which were very quickly responding to negative information incoming from USA, were studied as transmission channel. By contagion effect of crisis is understood the increase of investment risk on selected stock exchange (significant increase in stock index variance). Empirical studies have shown statistically significant (in varying degree) contagion effect on all examined markets. Hypothesis of significant influence of common factor in mature markets and common factor in emerging markets was negatively verified.

The aim of the article is evaluation of investment efficiency of open-end mutual funds in the stock market. The research was led using Sharpe, Treynor and Jensen's ratios for 15 equity open-end mutual funds between January 2003 and December 2011. The ranking of funds for boom and recession periods at the Warsaw Stock Exchange has been constructed on the basis of appointed ratios.

Investing in debt securities is inevitably connected with the risk of non-redemption by the issuer. Credit risk can be reduced through the use of Credit Default Swap. CDS premium quotations inform of the probability of the debtor's insolvency. The subject of study is to investigate the relationship between the aforementioned instruments' quotations and the availability and cost of debt financing for the selected countries. The factors affecting the CDS quotation value are also analyzed.
