In this article the development of the integrated information system for the management of the University of Veliko Tarnovo (VTU) since its creation in 1999 to nowadays is tracked down on the basis of the years-long studies of the author in the area of the information systems in education and on his twenty years of experience as a head of the University computer and information centre at VTU and a creator of the integrated information system of VTU in the form in which it is functioning in reality nowadays, also considering his experience as an university lecturer.

TAX INVENTORY DEFTERS ON GEORGIAN TERRITORIES PRESERVED IN THE PRESIDENCY OF THE REPUBLIC OF TURKEY DIRECTORATE OF STATE ARCHIVES OTTOMAN ARCHIVE

The short Defter of the issuance of Khases, Zeamets and Timars of Kars, Artaan, Kaghizman, Gechman Livas is kept in the catalog, encrypted 627 and is dated 29 November 19, 1588. An extensive Defter of the population and their income of the Livas of Mamirvani, Small Artaan, and Kars, dated September 4, 1595 refers to the Georgian territories. There is also an extensive book of Artanuji Liv protected by 1139 ciphers, which includes Taoskari, Ishkhan and Kakhi in addition to the Artanuji valley. One of the most interesting documents is the extensive and short Defters of Batumi Liva encrypted with 1138 and 1140 ciphers. The first is dated 1705 and the second is dated 1706. Documents include the suburbs of Batumi and the territory of Eastern Chaneti. A brief description Defter of the Timars and leases and of Sanjaks of Kars, Zarushad, Artaan, Gechvan, and Kaghizman dates back to 1632. The same areas are included in a small Defter of 1678, encrypted by 807 ciphers. Extensive Defters describing the population and income of Tbilisi Vilayet dated 1728, are presented separately. The article provides detailed information about these documents and discusses how important they are for Georgian (and not only) historiography.

Liriskās ģeogrāfijas: literārās telpas kartēšana latviešu rakstnieču romānos un īsprozā

The aim of the article is to explore the use of digital mapping tools in the study of history of women’s writing. Considering that space is never neutral and women are positioned in the world differently than men, women’s relationship to space also differs. Applying digital mapping tools (Google Maps, GIS) to the corpus of 110 prose texts (sketches, short stories, novels) by Latvian women writers, published between 1872 and 1940, we are particularly interested in the geography of women’s literary space and the relationship between women’s writing and social history, which are closely related. In the first part of the article, we look at the application of data visualization and digital mapping methods and tools in literary research, as well as the concepts of geocriticism and geo-parler femme for the interpretation of literary texts. Furthermore, using the results of literary digital mapping and combining distant and close reading approaches, we question the territory of women’s literary space and the representations of local and global geography in women’s writing, arriving at a conclusion that women writers’ biographical and literary maps often overlap. In the final part of the article we analyse Marta Grimma’s autobiographical and literary works as a case study of the practice of integrating biographical cartography into fiction, proposing that Grimma uses the geo-parler femme narrative strategy to inscribe bodily and emotional experiences in her literary works.

No 2018. gada 1. līdz 3. jūnijam Stenforda Universitātē Kalifornijā norisinājās Baltijas studiju veicināšanas apvienības (Association for the Advancement of Baltic Studies, saīsināti – AABS) konference. 1 Lai gan šī bija kārtējā apvienības tikšanās, šogad tā bija īpaša, jo sakrita ar divām apaļām jubilejām – Baltijas valstu simtgadi un AABS piecdesmitgadi. Īpašā pasākuma norisei tika izvēlēta īpaša vieta – Līlenda Stenforda jaunākā Universitāte (Leland Stanford Junior University). Šī 1891. gadā dibinātā privātā augstskola ir ne tikai izcila izglītības un pētniecības iestāde (otrā vieta pasaules universitāšu akadēmiskajā reitingā), bet arī nozīmīgs Baltijas studiju centrs. Stenforda Universitātes bibliotēka tiek uzskatīta par vienu no bagātīgākajām Baltijas studiju avotu krātuvēm ASV, kas īpaši koncentrējas uz materiālu apkopošanu par Baltijas valstu okupāciju, nevardarbīgās pretošanās kustību un neatkarības atjaunošanu, kā arī dokumentē Baltijas uzņēmēju aktivitātes Stenfordai kaimiņos esošajā Silikona ielejā.

Due to its colossal capacity and significant historical value, the Ottoman Archive in Istanbul is one of the greatest legacies of the Ottoman Empire to the modern Republic of Turkey. Its importance is not only crucial for the research and study of Turkish national history, but also for the history of countries that were part of the Ottoman Empire for a certain period. Since it is a state archive, its records mainly refer to the bureaucratic mechanism and contain basic information on all individuals within the state structure, including sultans, the grand vizirs and ordinary scribes respectfully, depending on their role in solving current issues. Thanks to the rich descriptive character of the documents, it is easy to find out details about the nature of socio-cultural events. The same goes for the topic of the Bosnian language, which is mentioned, directly and indirectly, in numerous letters written and addressed to various ministries, government and private individuals. Many documents bear witness to the usage of the Bosnian language in Bosnia and Herzegovina, yet this paper is thematically limited to those recorded in various places outside the borders of Bosnia and Herzegovina in the 19th century. This work includes documents from Belgrade (Serbia), Kumanovo (North Macedonia), Taslidža/ Pljevlja (Montenegro), Mitrovica (Kosovo) and Istanbul (Turkey), historically known as the municipalities in the Vilayat of Bosnia, Istanbul and Kosovo, as well as The Principality of Serbia.

Access to the Archival Heritage as a Reflection of the Human Right to Culture. UNESCO’s Perspective

The study intends to raise the profile of the archival (documentary) heritage importance in any nation building through the fact that it comprises the entire amount of the written proofs related to the mankind development. The focus of the research follows, using the historical method, the line of the initiatives and projects promoted by UNESCO, in terms of preservation of and access to the archives, as the first intergovernmental organization which have received the responsibility for promoting and development of this kind of heritage. We´ve had a special interest to clarify a few matters of terminology and clasification related to archival/documentary heritage and cultural heritage. Based on a qualitative research method, the present work analyses how the UNESCO approaches in this field, either individual or collaborative – especially with International Council on Archives (ICA), are strongly connected to the specific events/phenomena that happened around that time worldwide: political events, technological revolution etc. The study provides a synthesis of the activities developed by UNESCO which aim to protect archival heritage and to enlarge the access, to protect the right to the cultural heritage. The study can be used as a tool in creating or improving national and institutional policies in the field of protection and accessibility of the archives.

Dopisne karte i razglednice u Gazi Husrev-begovoj biblioteci u Sarajevu

In the photo library stock of Gazi Husrev-beg's Library in Sarajevo, a valuable and rare collection of photographs, correspondence cards and postcards, with a total of 18 976 digitalised units listed in an inventory, has been preserved. This paper focuses on correspondence cards (postcards), illustrated postcards and postcards stored in the old photo library, made in the period from the last decade of the 19th century to the middle of the 20th century. It determines the exact number of the postcards and presents their contents and the time when they were written. With a brief historical account of how correspondence cards and postcards were written and developed around the globe, the paper presents domestic publishers of postcards whose postcards nowadays represent unavoidable source of historiographic, ethnographic and cultural research on Sarajevo and Bosnia and Herzegovina during the Austro-Hungarian times and from the period of the first Jugoslaw common state.

Sprawy karne żołnierzy z austro–węgierskiej c. k. wspólnej siły zbrojnej. Studium przypadków na podstawie materiałów archiwalnych, zgromadzonych w Austriackim Archiwum Państwowym w Wiedniu (Kriegsarchiv)

Wymienione w artykule sprawy karne prowadzone przez wojskowy wymiar sprawiedliwości nie miały raczej istotnego znaczenia dla funkcjonowania armii austro–węgierskiej. Stanowią jednak materiał pozwalający na zbadanie reguł rządzących w poszczególnych jednostkach wojskowych wspólnej siły zbrojnej z punktu widzenia szeregowego żołnierza. Analizując tego typu sprawy można również zapoznać się z problemami, które dotykały niższych stopniem żołnierzy; przede wszystkim można wniknąć w sprawy rodzinne, majątkowe oraz osobiste żołnierza, przeciwko któremu toczyło się postępowanie karne. Badanie przebiegu postępowania karnego, przy wcześniejszym zapoznaniu się z przepisami regulującymi wojskowe postępowanie karne wraz z wojskowym kodeksem karnym, umożliwia dokonanie analizy prowadzonego postępowania od strony zachowania norm formalnych.

HASTANELERİN SÜRDÜRÜLEBİLİRLİĞİNİN BİBLİYOGRAFİK ANALİZ TEKNİĞİ İLE İNCELEMESİ

With this research it is aimed to reveal the literature view on the sustainability of hospitals by examining the thesis studies conducted in Turkey on green/sustainable hospitals and to be a guide for researchers who want to research the subject. In addition, in line with the thesis studies carried out, it is aimed to reveal the views on the sustainability of hospitals in Turkey. The research included bibliographic and descriptive content analysis of master's and doctoral theses related to sustainable hospitals. The research was carried out using the database provided by the National Thesis Center. Although the theses on sustainable hospitals in the National Thesis Center are carried out in many different departments, it has been determined that they are mainly carried out in architecture and business. It has been determined that the most researched content in theses is to evaluate hospitals' compliance with sustainability criteria. In line with the results obtained from the studies carried out, it has been determined that the criteria for the sustainability of the hospitals differ. Although the green hospital evaluation form is primarily used in the thesis studies on sustainable hospitals, it has been determined that different evaluation tools are used in general, and a standard evaluation tool is not used. In addition, it was determined that a total of 161 hospitals (the same hospital may have been evaluated more than once) were examined in the studies, and the majority of these hospitals were state hospitals. Researchers have observed that researchers focus on different issues in evaluating the sustainability of hospitals. It has been understood that compliance with legal criteria is considered important in terms of being a green hospital in the examined hospitals. It has been concluded that there are various obstacles related to the sustainability of hospitals. According to the results obtained from the research findings, various suggestions were developed for the researchers.

Archiwum kościoła św. Michała Archanioła w Michaliszkach (Białoruś) – los kolekcji na tle wydarzeń historycznych

In an institutional sense, there are no parish archives in Belarus acting as independent institutions that perform the function of collecting historical documentation, storing it in an appropriate manner and making it available to researchers. This is due to a number of factors: the suppression of monasteries and closure of churches in the 19th century, the several waves of nationalization of church property, and the persecution in the 20th century. Therefore, the discovery of a collection of documents in a church in the village of Mіkhalіshkі, which survived despite historical sociopolitical events, although not in its entirety, can be regarded as a unique event.In this article, an archive is understood as a collection of documents related to the history and activities of a church, parish and/or monastery and kept in the church. According to the preliminary arrangement and inventory created, the archive includes 41 folders, most of which consist of a single document (e.g., a record book or inventory). The article analyses the evolution of the documentary composition of the archive, characterizes the groups of available documents and determines their information potential

Archiwum Biura Dokumentów 2. Korpusu – zadania i wyzwania

Artykuł stanowi prezentację założeń i działań Biura Dokumentów 2. Korpusu oraz dalszych losów jego spuścizny archiwalnej. Biuro było jednostką łączącą zadania ewidencyjne i archiwalno-badawcze z zadaniami propagandy politycznej zmierzającej do przekonania opinii publicznej krajów anglosaskich, że Rosja sowiecka jest reżimem o charakterze totalitarnym. W założeniu twórców Biura miało to wpłynąć na stanowisko aliantów zachodnich wobec kwestii wschodniej granicy Polski na przyszłej konferencji pokojowej. Przeprowadzona przez nie akcja ankietowa to największe zrealizowane przedsięwzięcie instytucji. Na podstawie kwestionariuszy i ankiet zebrano w sposób zaplanowany i usystematyzowany relacje jeńców, internowanych, łagierników i osób deportowanych po 17 września 1939 roku, którzy wstąpili do armii Andersa. Efektem prac jest ponad 30 tys. różnego typu sprawozdań i ankiet znajdujących się w zbiorach Instytutu Hoovera w Stanford w USA. Stanowią one fascynujący zapis konfrontacji polskich obywateli z rzeczywistością sowieckiej okupacji i Związku Sowieckiego.

Zastosowanie lecznicze i kosmetyczne wody różanej według dziewiętnastowiecznej literatury farmaceutycznej oraz medycznej

Floral water, also called hydrolate, is a secondary product of the distillation process of aromatic plants. In the Middle Ages, rose hydrolate, according to medical advice of the time, protected against plague spread by ‘miasma’. In nineteenth-century medical and cosmetic applications, rose water was often used as an aromatic and soothing ingredient, forming a base while giving the product the right consistency. It was also the main ingredient in eye medications (in Latin: Collyrium), anti-inflammatory ointments and cosmetic products, including perfumes, aromatic waters, nourishing creams, lubricating pomades and numerous fragrances. In the 19th century medical and pharmaceutical literature, rose water was seen as a mainly aromatic substance which added a pleasant fragrance to medicines and cosmetics. The aim of this article is to compare the recipes for medicines and cosmetics containing rose water from 19th-century apothecary’s manuscripts in the library of the Pharmacy Museum of the Jagiellonian University Medical College with the medical and pharmaceutical literature of the period.

Wkład Władysława Semkowicza (1878-1949) w rozwój polskiej dziedziny archiwalnej

The article presents the figure of Władysław Semkowicz (1878-1949), an outstanding historian and ardent social activist who contributed a lot to the development of the Polish archival field. He became involved in archival studies during his studies at the University of Lviv, when he was accepted as a deputy trainee in the National Archives of Town and Land Records in Lviv. From then on, W. Semkowicz spent most of his free time in the archives. He was a participant in the so-called Roman Expedition and researched archival resources in Lviv, Vilnius, Vienna, Wrocław, Berlin and Konigsberg. During the First World War, he evacuated with his family to Vienna, where, together with other Polish historians, he founded the Polish War Archives, which today can be considered one of the first Polish social archives. After the war, he started working at the Jagiellonian University, with which he remained connected until his death. W. Semkowicz took an active part in the formation of the Polish State after 123 years of partitions. He was appointed a member of the newly created Archive Council at the Ministry of Religious Denominations and Public Education and gave opinions on the draft Decree of February 7, 1919 on the organization of state archives and the care of archives. In the years 1921-1933, as a member of the Mixed Special Commission, he participated in negotiations regarding the recovery of Polish archival materials from Russia (USSR). During the Second World War, W. Semkowicz was employed in the State Archives in Krakow. In 1941, as a result of the decision of the Director of the Archives of the General Government in Krakow, Erich Randt, he was employed at the Institute of German Eastern Labor. During this period, he saved many Polish cultural goods by using sabotage for this purpose. This article analyzes the activities of W. Semkowicz in the field of archival science and is an attempt to prove his achievements in this field.

Materiały do działalności sejmiku kijowskiego z II poł. XVII w. w księgach grodzkich dawnego województwa kijowskiego

The holdings of the Central State Historical Archives of Ukraine in Kyiv include the castrum records of the former Kievan palatinate. In the mid-nineteenth century, they were collected by the Russian government and deposited in the newly created archive. Those records have been maintained since 1566, the date of the major legal and political reforms in Lithuania. In particular, they include the records of the second half of the seventeenth century, when the palatinate dietine was held in Włodzimierz. The Kievan nobility prevailed in their desires to preserve the castrum records from destruction, and to have a revision carried out after the wars with the Cossacks and Muscovy, in accordance with the constitutions of 1658 and 1661. Judicial reforms have also been necessary, since Kyiv (the traditional seat of the courts) remained in the hands of Muscovy. The article discusses the resolves of the Kievan palatinate dietines regarding the revision of records, and the results of the query of the Żytomierz, Owrucz, and Kyiv castrum records from the exile period. The state of preservation of those records is presented on the basis of contemporary sources. These records were compared with the information from the contemporary inventory and an archival query conducted by the author /Annex II/. The records of Żytomierz and Owrucz are preserved partially. The Kyiv records predating 1648 were seized by Muscovy. After 1684, new Kyiv records collections has been established, which is still kept in the archives in Kyiv. The sources for the history of the sejmik of Kyiv, which can be found in these books, are presented in the article.
