The Authors try to evaluate the Agricultural Property Agency’s (APA’s) operationsto date regarding the implementation of its statutory tasks, disposal of property and theimplementation of tasks related with the formation of the agricultural system. From thevery beginning of APA’s operation, 3.3 million hectares of land have been permanentlyallocated, of which 2.7 million hectares through sales, which was the predominant form ofthe property transfer. Infrastructure of state farms taken over by the Agencywas also subjectto privatization. At present, after the legislative amendments (the Act of 2016) long-termlease is the leading form which enables agricultural land cultivation without engagingfinancial means. Currently, the tend of reducing the area granted for lease was stoppedby leasing available land and limiting the sales of land, the area of which exceedes 2 ha.The analysis was based on the data of the Agricultural Property Agency’s reports, internalstudies and available literature. The presented results prove the Agency’s huge involvementin the process of privatisation of agricultural property and other processes which concernstate-owned property and real estate in the private market.

In pursuing this goal, they often recover traditional knowledge and practices rooted in a precapitalistic rural past, when, as they believe, the relations with the Other (community and nature as well) were more satisfactory than in contemporary industrialized society.

The quality of life of residents of a satellite degraded city district as part of urban development policy

The purpose of this article is to assess the quality of life of the residents of a degraded satellite area of a city. It is considered in the context of urban development policy – as the result of decisions and as a challenge for long-term development. The research was based on a case study, which is the district of Opole referred to as Metalchem. It is characterized by an isolated location in the city structure as well as economic transformations. The study was based primarily on an analysis of source materials and results of a survey. The results show that the assessment of the quality of life is inconsistent. The living conditions are good, but satisfactory fulfillment of social needs is lacking. The residents of the studied area feel that their quality of life is lower than that of other residents of the city. This situation is the result of three main factors: insufficient access to public services, an ingrained negative image of the quarter, and a lack of coherence and continuity of the policy regarding this area. Research shows that the quality of life of the residents of degraded and satellite districts depends on the management and investments in the area, on the area’s perceived status within the city, but primarily on a consistent implementation of spatial and economic policies. Ensuring cohesion and integration between the satellite districts and the city center as well as other districts is also important.

“The Meadow is the Mother of the Field.” Comparing Transformations in Hay Production in Three European Agroecosystems

This research compares the production of hay in three historical European agroecological systems: in northern Romania, central Sweden and eastern central France. We analyse hay production in relation to the entire production system, the local natural conditions, and the variety of ways by which hay production was transformed over time. We found broad commonalities, but also discovered significant differences in each of three historical trajectories. Introduction of fodder crops, crop rotations and mechanization are important drivers of changes in all three areas, although the timing, sequence and causation vary from place to place. There are significant differences in the organization of farm labour, in the role of beef and dairy production, the role of political reforms and the climatic constraints of outdoor grazing which affected the transformation of fodder production. This paper highlights the potential of an integrated, interdisciplinary approach for better understanding the complex interaction of people, their social and economic contexts, and their environment.

The objective of this study is to explore the Europe 2020 development strategy, from Romania, trough qualitative methods and the correlation analysis trough quantitative methods of the European Funds present in Romania in the period 2007-2010 with the strategy's indicators. From the indicators presented by the European Union for the Europe 2020 development strategy, the following indicators were chosen: "Total expenses for Research and Development as % of GDP)", "Renewable energy share of the total energy consumption", "Early school leavers rate" and an analysis of the correlation with the "Total available allocated budget of the European Union financed projects, arithmetic mean per project" indicator, using Pearson's correlation coefficient and determining also the algebraic average, range, absolute deviation, mean absolute deviation, standard deviation, skewness and kurtosis.

In the global context, emphasis is strongly placed on the attempt to render extractive mining and energy industry profitable with the help of improved or innovative technologies. Yet, in the field of mining energy there occurs a noticeable gap between the operational levels of highly developed, underdeveloped or emerging countries. The last have more flexible laws related to environment. The development of new technologies and cooperation to improve the situation of those in operation are topics for technical and commercial approach, but the demarches were marked by economic, contextual circumstances. Worldwide including Romania, they require a central qualitative and strategic parameter, in what concerns the the mining and energy technologies, to be taken into account, namely international competitiveness.

Assessment Methodology for Resource-Efficient Development of Organizations in the Context of the Green Economy

The paper deals with the problem of forming comprehensive methodology for determining the level of economic, social and environmental performance of all organizations. The system of indicators that allow an individual to make a forecast of the development of economy under the conditions of its transition from “brown” to a “green” one is proposed by authors. These indicators can be grouped into three categories: indicators of economic transformation, indicators of progress and well- being, and indicators of resource efficiency. An assessment methodology for resource- efficient development at the macro level was created in accordance with the international standard of the Global Reporting Initiative and methodology for sustainable development of the industrial organizations. This methodology is based on specific categories of indicators of organization’s sustainable development, such as the indicators of economic sustainability, social sustainability and environmental sustainability. The main stages in the formation and implementation of the methodology in the performance of an organization are presented in the given paper.

Polityka zrównoważonego rozwoju gmin śląskich

After addressing more immediate problems following the self-governance regained in the 1990s after system transformation, local governments in Silesia began to feel the need to map out a comprehensive development strategy. One possibility for constructing a modern development strategy is to implement the concept of sustainable development. Practical implementation of policies based on the principles of sustainable development first requires local authorities to have the “political will” to implement solutions in accordance with this concept. The research done for this article was intended to help assess the progress municipalities in Silesia have made in implementing sustainable development policies. The basic research method used for the article was analysis of the data contained in the questionnaire “The policy of sustainable development”. The questionnaire was carried out by the Department of Social and Economic Policy at the University of Economics in Katowice in 2015. The results of the survey are complemented by an analysis of previously conducted surveys. Based on the studies, it can be concluded that progress has been made, if very slowly, in implementing the principles of sustainable development in local politics. The first studies, which were done in municipalities at the beginning of Poland’s post-communism transformation, point to approx. 5% of local governments trying to implement a policy of sustainable development in their communities. The share has risen to approximately 25% of the municipalities surveyed.

Usługi publiczne w polityce zrównoważonego rozwoju gmin − wybrane problemy

The aim of this study is to identify the main barriers municipalities face and the benefits they gain from implementing sustainable development from authorities point of view. The paper also presents the main directions and activities public authorities have implemented in technical and environmental public services. It also discusses the results of empirical research conducted in 2015 in municipalities in the voivodeships of Wielkopolska, Silesia and Podlasie. The main conclusion of the research is that effectively implementing sustainable development policy largely depends on the awareness and involvement of local authorities. The paper shows that in many municipalities, economic, social and environmental development factors aren’t balanced. Moreover, sustainable development programming and activity should improve the quality of life for inhabitants, but they often fail to leave the planning stage.

The aim of the article is to study the system characteristics of the theoretical foundations of environmental auditing. Aim of the paper is to define the goals, objectives and functions of an environmental audit of environmental and economic policies of enterprises.Today, among lawyers, environmentalists and economists have different definition of environmental auditing. Given the fundamental differences in the definition of "environmental audit" all approaches propose to consider in the legal, environmental and economic aspects. The theoretical approaches to reveal the essence of the concept of environmental auditing allowed to form their own definitions of environmental auditing.Environmental audit requires further development of the conceptual framework, methodological and organizational forms, an integrated system of scientific and methodological approaches to its implementation, which should be the subject of research in the future.

In article the existing problem of reflection in information system of the accounting of the enterprises of water supply and water disposal of the sums of unforeseen assets is opened. In this regard different types of assets which arise at the enterprise as a result of licensed and other activity are considered.As a result, the most widespread type of unforeseen assets for studied subsector – penalties for violation of the rules of using is established by water supply and water disposal systems. Besides in article the main legal preconditions and economic consequences of emergence of such assets are generalized.Negative information consequences which result from the wrong reflection of data on unforeseen assets in system of the accounting of the enterprise of water supply and water disposal are separately formulated. As a result real organizational and methodical recommendations (model) of adequate reflection of the sums of unforeseen assets in information systems of the enterprises of water supply and water disposal are offered. Changes in the order on accounting policies which provide use of the offered model of the account are offered. Positive consequences of reforming of system of the account with use of the offered model are also defined.

The economy of Smederevo sancak in general reflected the economic and political circumstances in this part of Serbia in the second half of the 15th and first half of the 16th century. The records show that it was a region rich in natural resources with agriculture as the most important and productive branch of economy. Its characteristics, in addition to the population structure, geographic and climatic conditions, were determined by the Ottoman system of government. Almost all field crops that were grown in the medieval Serbian state were also grown in Smederevo sancak in the second half of the 15th and first half of the 16th century, such as: wheat as the most common crop, barley, rye, millet, oats, hemp, cabbage, lentils, melon, onion. Naturally, certain areas had their specific crops, as the nahiye of Niš where rice was cultivated. Grain production was the main agricultural activity. Its level of development stimulated the growth of some trades. Milling trade was one of the most developed trades witnessed by the existence of numerous mills on fast rivers and streams of Smederevo sancak. An important place among the trades belonged to blacksmiths, who in addition to agricultural tools produced arms. Livestock raising was also developed in Smederevo sancak. It relied on pastures that were abundant in Smederevo sancak. The natural resources of this region facilitated the development of poultry breeding, bee farming, pig breeding, fishing, etc. The rural economy of Smederevo sancak in the second half of the 15th and first half of the 16th century was autarkic and self-reliant, and generally met the needs of consumption. Only some products, such as grain or wine were produced in large quantities and were marketed.

Environmental degradation in the world is increasing day by day. As a result, there is an increasing tendency for environmentally friendly practices to minimize the impact of environmental problems. As the environment is a crucial factor in in the tourism sector environment friendly applications are great importance. One of these applications is “Green Marketing”. The aim of this study is to examine the green marketing practices in the hospitality companies in the case of Doğa Residence hotels and to present the benefits that these applications provide. Green marketing applications of Doğa Residence Hotels have been analysed as a case. The questionnaire formulated for this purpose was applied to the managers of Doğa Residence Hotel and the observations and documents were utilized. In the direction of the obtained data, it has been seen that green practices have reduced the expenses of the hotel enterprises and help them to gain reputation. It has also been observed that due to the change in consumer demands and sensitivities, hotel enterprises are turning to green applications to respond to this demand.

Fundamental methods of the traditional urban ecology were gradually developed toward social area analysis and, subsequently, toward factorial ecology, which mostly employ inductive approach to define regularities in the social structures of the city. On the basis of the famous Chicago school, beside urban ecology, approaches dealing with behavioural processes and relevant administrative decisions in the context of spatial pattern and structure of residential zones, were developed. Both factorial ecology and behavioural derived from classical urban ecology, even though the proponents of the latter tend to set themselves apart from the Chicago school by criticising it. The last few decades were marked with the strong influence of social theory into urban literature, as well as with strict critique of the traditional ecological approach.
