There were number of unique economic events taking place in the EU during 2016. The“Panama papers” once again fueled the discussion over more harmonized tax policies within the EU. Apple was told to pay back to Ireland 13 billion euros of “unlawful state aid” – with the Irish government strongly opposing such a windfall revenue, choosing to defend its tax sovereignty instead. The ECB decided to phase out one of the world’s most worthy banknotes – the 500 euro note. The Comprehensive Economic and Trade Agreement with Canada – CETA – was signed in October, after 7 years of negotiations and a number of delays, while a similar deal with the US – the TTIP – barely inched forward. The European Commission imposed further anti-dumping duties on Chinese steel products, responding to the repeated outcries of struggling European steelmakers.Yet the economic tone of the year was played by well-known instruments. The Euro zone financial system, deficits, quantitative easing, and, of course, the Greek crisis,will remain topics of the day for months to come.

Slovensko v krízami poznačenej Európskej únii

Rok 2015 bol v Európskej únii poznačený krízami. Bolo ich hneď niekoľko naraz – menová, migračná, kríza solidarity, integračná kríza – a počas celého roka vytvárali nestabilné politické prostredie, v rámci ktorého členské štáty vrátane Slovenska museli pôsobiť. V tomto kontexte a pod tlakom okolností sa postoje členských štátov značne rôznili. V roku 2015 možno v prípade Slovenska hovoriť o zvýšenej asertivite krajiny v otázkach európskej politiky. V rámci takmer dvanásťročného pôsobenia ako členská krajina Slovensko nikdy nezohrávalo takú výraznú rolu vo formovaní opozície voči európskym iniciatívam. Išlo najmä o migračnú krízu, v rétorickej rovine to bola aj kritika reštriktívnych opatrení EÚ voči Rusku. Pri nemenej dôležitej situácii s hroziacim bankrotom Grécka a možnosťou jeho vystúpenia z eurozóny Slovensko zastávalo jedno z najstriktnejších stanovísk, tentoraz však v súlade s postojmi väčšiny členských štátov.

Rok 2015 mal byť znova o Grécku, ale nakoniec ekonomika pripravila aj iné prekvapenia. Od prvého januára 2015 získala eurozóna 19. člena – Litva sa napriek čoraz vlažnejšej podpore eura medzi obyvateľmi akýmsi samospádom do eurozóny dostala. Oveľa väčšie napätie však bolo cítiť v súvislosti so zmenou počtu členov smerom dole.

Udalosti v Kyjeve, na Kryme, v Donbase a prepad cien ropy v roku 2014 spôsobili globálne problémy, ktorých následky si možno len domýšľať. Finančný kolaps Ukrajiny sa zdá byť nevyhnutný. Pár mesiacov po bombastickej zimnej olympiáde v Soči (ktorá stála toľko čo všetky zimné olympiády dokopy) sme svedkami rovnako bombastické- ho spľasnutia „uhľovodíkovej“ bubliny, ktorá má potenciál stiahnuť nielen Rusko, ale aj Venezuelu, Nigériu či ťažobné sektory vo vyspelých krajinách. Problémy Európy s jej percentami HDP hore-dolu okolo národných deficitov sa aspoň načas zdali byť detskou hrou. Napriek tomu všetkému však na záver roka 2014 vývoj v Grécku a Európe pripomenul rok 2010 a jej vlastné vnútorné starosti. Už bezmála zabudnuté témy sa vrátili ako bumerang. Pritom rok 2014 už vyzeral takmer ako rok zmeny k lepšiemu, aspoň čo sa (nielen) dlhovej krízy týka.

Z existenčnej do bežnej krízy

Ekonomická situácia v Európskej únii sa po niekoľkých búrlivých rokoch v roku 2013 upokojila: pominula existenčná kríza, ktorá hrozila bezprostredným rozpadom menovej únie a bankrotmi členských štátov. Zachraňovať bolo treba iba pomerne malý a málo významný Cyprus, väčšina európskej politickej špičky mohla konečne stráviť leto na dovolenkách namiesto krízových samitov. Konečne bol čas aj na systémové riešenie krízy (vytvorenie bankovej únie) namiesto predtým prevažujúcich ad hoc rie- šení. Samotná kríza však nepominula. Podarilo sa síce odvrátiť bezprostrednú hrozbu štátneho bankrotu členských krajín z periférie EÚ, čo signalizovali klesajúce výnosy štátnych dlhopisov aj prémie na ich poistenie (swapy na úverové zlyhanie). Avšak fundamentálne ukazovatele reálnej ekonomiky (rast, nezamestnanosť, zadlženosť) sa výrazne nezlepšili, niektoré sa dokonca zhoršovali. A predovšetkým sa zväčšili už aj tak priepastné rozdiely medzi „severom“ a južnou perifériou Európskej únie. Kým sever (najmä Nemecko, resp. krajiny okolo nemeckého jadra a Škandinávia) naozaj ukazoval známky ekonomického oživenia (rast, klesajúca nezamestnanosť) a rozpoč- tovej konsolidácie (nižšie rozpočtové deficity alebo prebytky, pomalší rast, dokonca pokles verejného dlhu), na južnej periférii bol pravdou opak. Upokojenie situácie na trhu s dlhopismi problémových krajín teda nebolo dôsledkom zmeny ekonomických základov, ale iných faktorov. Najmä toho, že začal fungovať posledný protikrízový ná- stroj, slovná intervencia guvernéra Európskej centrálnej banky Maria Draghiho z leta 2012, a následne ohlásený (ale doteraz reálne nepoužitý) nový program priamych monetárnych transakcií (Outright Monetary Transactions, OMT). Okrem toho priaznivo pôsobili aj iné externé faktory: najmä pretrvávajúca hojnosť lacných peňazí na trhoch (v dôsledku politiky všetkých kľúčových centrálnych bánk na svete) a fakt, že nedošlo k žiadnemu veľkému geopolitickému stretu, resp. udalosti vo svetovej ekonomike, ktorá by viedla k vonkajšiemu šoku. Tieto faktory sa však postupne zhoršujú, čo môže podkopať krehký ekonomický rast v Európe. Éra lacných peňazí a nulových úrokových sadzieb sa pomaly (možno veľmi pomaly) končí a postupná eskalácia ukrajinskej krízy dostala EÚ do prehlbujúcej sa ekonomickej vojny s Ruskou federáciou. Pokračovanie oživenia ohrozuje aj krátkozraká politika mnohých národných vlád, ktoré získaný čas (opäť) nepoužili na zrýchlenie či aspoň naštartovanie štrukturálnych reforiem. Skrátka, príliš veľa faktorov negatívne pôsobí na krehké a asymetrické zotavenie, a preto kríza bude pretrvávať. Nedá sa vylúčiť ani to, že opäť prerastie do existenčnej krízy a trhy budú reálne testovať program OMT, čiže odhodlanosť ECB urobiť „všetko“ pre záchranu eura. Napriek všetkým týmto problémom je európsky integračný projekt pre okolité krajiny stále príťažlivý – signalizoval to vstup Chorvátska ako 28. člena do EÚ, ale aj rozšírenie menovej únie o 18. člena (pozvánka do eurozóny pre Lotyšsko v júli 2013) či pozoruhodná snaha väčšiny ukrajinskej populácie zachovať európske smerovanie krajiny (uzavrieť asociačnú dohodu vrátane dohody o voľnom obchode s EÚ namiesto vstupu do euroázijskej únie).

For this purpose, the model of five determinants (5-D model) by Heerte Hofstede for the measurement and comparison of national cultures and the leadership approach related to talent management is presented. On this basis, own assessments, conclusions and recommendations for enhancing the efficiency of management in a multicultural environment are formulated.

This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Ten Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 20 October 2017 was dedicated to the upcoming Bulgarian Presidency of the Council of the EU. The book begins with a welcoming speech by Ivelina Vasileva, Member of the National Assembly of the Republic of Bulgaria as well as chair of the Environment and Water Committee and deputy chairperson of the Committee on European Affairs and Oversight of the European Funds to the National Assembly. She highlighted the benefits for Bulgaria from its membership in the European Union supported by most recent empirical data. There was a progress noted in terms of infrastructure, regional development, Cohesion, competitiveness, employment effects, healthcare and environmental actions. Researchers dedicate attention to contemporary issues such as EU strategic goals, EU energy union and environmental policies. This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Four Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 3 October 2010, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The conference was opened with a keynote speech by Meglena Kuneva who used to serve in the European Commission and is a prominent figure in the Bulgarian political life associated with the European integration process and accession to the European Union. She highlighted that the Bulgarian membership in the European Union is a rare example of widely shared national consensus in the past 22 years. Meglena Kuneva presented arguments in favour of this membership while noting challenges that remain unsolved years after our accession – we shall understand better the signs given by Brussels as well as put an emphasis on the human factors. Kuneva shared the view that commitment and high ethical and professional standards are required when appointments are made for the EU funds governance on a national level. We shall be more active towards EU in our contribution, she concluded. The participants in the conference presented research about the multiple effects on the Bulgarian economy as a result of the EU membership and access to the Single market. Authors discussed the international competitiveness of the Bulgarian export industry, they dedicated analysis on the Bulgarian trade with the other EU member states as well as industrial concentrations among the countries sharing single market. The liberalization of the telecommunications market in Bulgaria, reforms in the regulations of the pension funds and public procurement is among the topics presented. Another group of academics discussed current trends in the global economy, regional and global challenges to the EU. Those processes would have implications on the entire EU bloc. This could be related to the role of the Euro as an international currency as well as the development of the economic and monetary union (EMU) within EU. Contributors review topics related to the real and nominal convergence of Bulgaria and other countries in the EMU and the Bulgarian contribution and participation in key EU policies. Some authors present research on the challenges and achievements regarding the absorption of the EU funds in Bulgaria and implementation of the operating programs. The aim of this book is to present the most important issues related to sustainable development (SD) and corporate social responsibility (CSR). They are discussed from a macro and micro perspective, both in the form of theoretical foundations of these concepts and practical examples of companies operating in Central and Eastern European countries that have implemented these ideas in their daily operations and translated them into corporate and functional strategies. The book consists of four parts. The first one is theoretical in its assumptions and is devoted to explaining the key concepts of sustainable development (SD) and corporate social responsibility (CSR). The authors describe the determinants of sustainable development in the contemporary world, including the most important ones, such as globalization, climate change, poverty, unlimited consumption, as well as limited access to natural resources - all in relation to the goals of sustainable development. The chapter also discusses the concept of corporate social responsibility (CSR), which is now recognized as the process by which business contributes to the implementation of sustainable development. How sustainable development (SD) and corporate social responsibility (CSR) are incorporated into the organization's strategies and influence the corporate strategy on the corporate and functional areas of the organization is presented in the last chapter of the first part of the e-book. The next part of the e-book helps readers understand the concepts of SD and CSR in the field of organizational strategy - in strategic management, and at the level of functional strategies—marketing, human resources, marketing research, accounting and operational management. The authors explain the reasons why companies need to consider the local and global perspective when setting SDGs, and the existence of potential conflicts within them. Taking into account the area of ​​marketing, the authors point to the increase in environmental and social awareness of all stakeholders, which translates into changes in the criteria for decision-making by managers and risk assessment. The issue of sustainability is also the subject of market research. Companies producing products and services, institutions dealing with environmental or consumer protection, scientists and students conduct many research projects related to, inter alia, much more. How to use secondary data for analysis and how to prepare, conduct, analyze and interpret the results of primary research in that area are discussed in detail in the next chapter of this section. The concept of SD also refers to the basic functions of human resource management (HRM)—recruitment, motivation, evaluation and control. They should take into account SD not only for the efficiency of the organization and long-term economic benefits, but also for ethical reasons. Thanks to the SHRM, the awareness and behavior of the entire organization can strongly express sustainable goals in the planning and implementation of the overall corporate strategy. The growing importance of the idea of ​​SD and the concept of CSR also resulted in the need for accounting and finance to develop solutions enabling the provision of information on the methods and results of implementing these concepts in entities operating on the market. This part of the book also examines manufacturing activities in the context of sustainability. As a result, many problems arise: waste of resources, mismanagement, excessive energy consumption, environmental pollution, use of human potential, etc. The chapter presents such concepts as: zero-waste, lean-manufacturing, six-sigma, circular production, design and recycling products in the life cycle as well as ecological and environmentally friendly production. The next two parts of the e-book contain examples of companies from Central and Eastern Europe that used SD goals in their strategies, questions and tasks for readers.

Burgas Free University is organising the International Scientific Conference “Blue Economy and Blue Development”. Two years ago Burgas was nominated as the European maritime capital of 2018, with the BFU to host the annual high level forum for the European Maritime Day. The forum is led by the General Directorate “Maritime and Fisheries” to the European Commission and the Bulgarian Ministry of Transport, and is a part of the calendar of the Bulgarian chairmanship of the Council of the European Union. Right after the official forum and as a fist side event, the Burgas Free University (BFU) is honoured to launch the International Scientific Conference “Blue Economy and Blue Development”. It will be held on June 1 and 2, 2018 and in its focus will be the economic, regulatory, technological and societal aspects of the development of the maritime and the water spaces.
