SKRIVENA EKONOMIJA U JUGOISTOČNOJ EVROPI: IMPLIKACIJE NA MONITORING I JAVNE POLITIKE ZA DOBRO UPRAVLJANJE

SKRIVENA EKONOMIJA U JUGOISTOČNOJ EVROPI: IMPLIKACIJE NA MONITORING I JAVNE POLITIKE ZA DOBRO UPRAVLJANJE

Author(s): Author Not Specified / Language(s): Serbian

According to the authors of the policy brief, not declaring in full or partially economic activities in SEE remains widespread in virtually all areas of government – permissions and licenses, labour contracts, social security, taxes and custom duties. It signals a persistent gap between formal and informal institutions and lack of coherent enforcement of rules. Corruption pressure is higher towards those engaged in the hidden economy. At the same time their susceptibility to corruption is also higher, confirming the institutional incongruence. The immense diversity of the scale (from 19 % in Croatia to 81 % in Kosovo), prevailing patterns (no written contracts in Turkey, non-payment of health care contributions in Kosovo, envelope wages in FYR of Macedonia and Bulgaria, non-formalised business in Albania), formal vs informal wage average (higher formal wages in Bosnia and Herzegovina, Albania and Turkey and lower in Kosovo and Bulgaria) requires country specific tailor-made policies and sequencing of reforms.

Was that an occurrence of 'freedom euphoria', or 'a natural process of science internationalization'? What are the results from that process? What are the 'losses' and the 'benefits'? Who was the one 'to lose' and who - 'to win'? What are the perspectives?

Bulgarian Fiscal Policy in the Stabilization Program

Bulgarian Fiscal Policy in the Stabilization Program

Author(s): Nikolai Gulubov / Language(s): English

The first changes (after the most important political change on November 10, 1989) toward a pluralistic society and market economy appeared in 1990. In that year for the first time Bulgaria began its fiscal year (which coincided with the calendar year) without a budget prepared and approved by Parliament - due to the complicated economic and political situation. In 1990 alone. Parliament voted the state budget twice (the second budget was an updated version of the earlier one and its basic indicators were even worse). The actual implementation, in turn, was a less successful version of the second budget. This tradition was followed throughout 1991 and will obviously prevail as well in 1992.

Good Stories of Foreign Investment

Good Stories of Foreign Investment

Author(s): Daniela Bobeva / Language(s): English

The purchase of the Bulgarian state enterprise MAIZE PRODUCTS SPLTD is the first privatization deal completed in Bulgaria under the Transformation and Privatization of State and Municipal Enterprises Act. Being the first privatization deal, it has been accurately analyzed among experts, politicians and state privatization bodies. A year later it can be said that it has been a successful contract for both parties - the Bulgarian side and the Belgian group. This contract turned to be a good start for the Bulgarian privatization and the inflow of foreign investment. As Bulgaria is in the initial phase of attracting foreign capital, the prevailing investors in the country are the big multinational companies. This is the case of AMYLUM. Privatization process is one of the main mechanisms for channelling long-term large-scale foreign investment into Bulgarian industry. The biggest investors in the country turned to be the buyers of the large-scale Bulgarian enterprises. A mention should be made that foreign investors find investing in the country through privatizing more preferable. This way they are more confident about their investments. Practical problems about establishing a joint-venture in terms of the participation of each of the parties - appraisal, management and staff issues.,are sidestepped in the privatization deal. The purchase of the Bulgarian MAIZE PRODUCTS SPLTD is a pilot case of inward foreign investment through privatization. It points out the main problems foreign investors face in the country as well as the comparative advantages of the Bulgarian investment opportunities.

BULGARIAN SMALL AND MEDIUM-SIZED ENTERPRISES AND THEIR PARTICIPATION IN THE ABSORPTION OF THE STRUCTURAL FUNDS OF THE EUROPEAN UNION

BULGARIAN SMALL AND MEDIUM-SIZED ENTERPRISES AND THEIR PARTICIPATION IN THE ABSORPTION OF THE STRUCTURAL FUNDS OF THE EUROPEAN UNION

Author(s): Author Not Specified / Language(s): English

After Bulgaria joins the EU in 2007 the country will receive access to the Structural Funds (SF) and the Cohesion Fund of the European Union (EU), which are the main instruments for reducing the economic and social disparities within the Union. The effective management of these proceeds entails good knowledge of the EU Funds’ requirements and thorough preparation at national, regional and local levels both by the public and private sectors, including the small and medium-sized enterprises (SMEs). In 2000 in Lisbon, the European Commission and the EU Member States agreed upon the ambitious goal that by 2010 the European Union would have to become the most dynamic knowledge-based economy in the world . The instruments and mechanisms to achieve this goal have been outlined in the Lisbon Strategy of the EU. In 2005, an interim review on the progress of the Lisbon Strategy was done, based on which it was concluded that the Union was falling behind in some of its basic parameters, and that the gap between the EU and the leading innovative world economies of the United States and Japan was broadening.

National bulletins present a critical analysis of energy security management in Bulgaria, Romania, Serbia and Ukraine, and highlight the major challenges faced by countries in their transition to more transparent and data-driven policy-making processes. The management of state energy enterprises in CEE is strongly influenced by political interference, violating their investment independence and regulatory oversight. This is particularly noticeable in Bulgaria and Ukraine. The political pressure to reduce electricity and gas prices in Bulgaria, Romania and Serbia further increases the vulnerability of their energy sectors.Strong dependence on a single source and route for gas supply is the most serious risk to energy security in all countries. In Bulgaria and Ukraine, this risk is exacerbated by their dependence on imported oil from the same source - Russia. While Romania, Bulgaria and Ukraine have made efforts for energy diversification, Serbia seems to support the current status quo, although it pays some of Europe's highest natural gas prices.

Проблемите в измерването на стандарта на живот: критичен поглед върху методология и инструменти

Проблемите в измерването на стандарта на живот: критичен поглед върху методология и инструменти

Author(s): Yavor Merdzhanov,Yordanka Sestrimska / Language(s): Bulgarian Publication Year: 0

Measurement tools are often used to evaluate social aspects connected to society. Such tools are used to create and implement different development policies. The measurement tools are used to estimate social indicators, such as the standard of living. However, it is also important to consider to what extent these tools can create an illusion of progress and stability. The different approaches and theories show that the social reality is multilayered and requires a deeper understanding to accurately reflect the social processes and social relations. The paper analyses a study related to the regional priorities of the districts in Bulgaria conducted by the Institute for Market Economics (IME) to check whether there is an inconsistency between the general and detailed results and the methodology used to analyse the data.

Удовлетвореност и качество на живот на българите на 50 и повече години. Представяне на резултати от SHARE, вълна 9

Author(s): Anna Tsacheva / Language(s): Bulgarian Publication Year: 0

This article examines the relationship between life satisfaction and quality of life among Bulgarians aged 50 and older, as well as the influence of selected demographic characteristics, psychological factors, and self-rated health on both dimensions as independent variables. The findings indicate that life satisfaction has a stronger impact on quality of life than the reverse, yet the two remain interconnected. Financial status, education level, and self-rated health have a greater influence on quality of life, whereas psychological factors – such as depression, guilt, and social isolation—play a more significant role in shaping life satisfaction. These distinctions emphasize the need for targeted policy strategies aimed at improving the well-being of the older population
