Improving education has been and continues to be a necessary condition in any society. Education contributes to increase the level of civilization, to develop the individual personality, but also to increase the level of the economic development. Organization and subsequent reorganization of the Romanian education system has been pursuing desiring to adapt better it better to the labor market needs and to adapt it to the international education system. The management strategies which are applied in this area should be considered adapting it to flick domestic and international labor market conditions to the new education methods and techniques, used at the international level. The new trends desiring to transform the economy into a green economy require increased investments in education, in order to train the specialists in new green areas.

Leadership could be seen as a process to achieve company’s goals through company’s people. In any company and also in banks and central banks, leadership could register notable performance as a result of harmonization between formal and informal organization of the company. Maintaining a dynamic and optimal balance for ensuring the simultaneous attainment of individual aspirations of employees and company objectives should be a goal and a permanent preoccupation of the management team. Nowadays,leadership of the central banks have to face a multitude of issues that concern accountability and credibility of monetary authorities. In this regard, one of the essential characteristics that determine and influence leadership of a central bank was to ensure that the degree of central bank independence from the political authorities of the country concerned. Before and during the international financial crisis, NBR has faced some important and difficult periods, watershed might say, in terms of the proper functioning of his leadership. These include: adopting the strategy of monetary policy based on inflation targeting, the speculative attack on the currency in the period 17 October to 5 November 2008 and the liquidity crisis of Romanian banks with foreign capital.

The article substantiates the urgency of the problem of risk-oriented management of the enterprise in a pandemic COVID-19. Factors of business destabilization in crisis conditions and specific factors of business destabilization due to the COVID-19 pandemic are characterized by parameters: scale, speed of distribution, duration, labor shortage, external coordination, availability of infrastructure. Specific types of risks, which are caused by the transformation of trends of informatization and digitalization of business in the conditions of coronary crisis, are substantiated. The structural and logical scheme of identification and quantitative assessment of enterprise risks in the conditions of COVID-19 pandemic spread has been developed. The methodical toolkit of complex risk assessment, which is based on the construction of the RISK-navigator matrix, takes into account the basis of local risk assessment by groups: sales, logistics, competence, social, communication, information, digital risk, risk of unforeseen competition, reputation and allows reasonable assessment to the negative consequences of the COVID-19 crisis. The study argues that the advantage of the RISK-navigator matrix is the collection of information on risk control for certain segments and the selection of an appropriate method of reducing each of them based on the development of an effective program of measures to minimize them and the possibility of risk movement to identify risk characteristics. Identification of dynamic, pendulum and migratory risks that are most critical for the enterprise. A scale for assessing the company's vulnerability to the negative consequences of the COVID-19 crisis has been developed, which determines the level of risk (catastrophic, critical, acceptable) and proposes basic measures to minimize risks and increase the margin of safety in a pandemic. A system of risk management standards has been formed, the implementation of which in the practical activities of domestic enterprises will allow to form an effective system of risk-oriented management.

The article is devoted to the study of the conceptual apparatus of the enterprise's competitiveness, to the generalization of the theoretical and methodological foundations of the management of the competitiveness of the economic entity, as well as the development of practical recommendations for the formation of an effective system of strategic management of the competitiveness of the enterprise of electrical installation services. Based on the compiled list of meaningful characteristics of the concept of "enterprise competitiveness", a definition of this category is proposed, which should form the basis of the creation of an effective management system for the competitiveness of an electrical installation enterprise (EMP). The situation of the electrical installation services market in Kropyvnytskyi and Kirovohrad region was studied. The list of competitive advantages, that are characteristic to the most successful companies of the studied region at the present time is highlighted and the factors of their competitive success are determined. Algorithms for evaluating competitiveness of EMP and its services are proposed, which will allow timely detection and early overcoming of shortcomings in the production and financial activities of the enterprise; prevent the threat of bankruptcy and strengthen the company's competitive position on the market. It has been proven that a prerequisite for the successful functioning of EMP on the market in conditions of intense competition is the establishment of a system of strategic management of its competitiveness. For its formation and successful use, the main elements of the system were defined and characterized: object, subject, subject of management, system type, main subsystems, principles and functions implemented in it, management mechanism. Special attention is paid to the principles on which the EMP competitiveness management system should be based, as they serve as the basis for detailing the structure, functions, subsystems and stages of the enterprise's strategic management system.

The article is devoted to the study of the current state, problems and prospects of the tourism industry development in Ternopil region. The functioning of the tourism industry is considered one of the priorities, as an important structural element of the development strategy at the state and regional levels to ensure qualitative tourism services, the image of the country and regions improvement at the international arena and increase revenue part of the budget. The branches of economy that depend on the tourism development are identified. It is proved that the development of tourism, along with production, is an important factor in ensuring socioeconomic growth and sustainable development of rural areas. The need for state support and stimulation of tourism development and related industries was emphasized. Restraining factors are characterized, in particular, infrastructure underdevelopment, which interferes the solution of many issues that arise in the process of business events preparing. It is proved that Ternopil region has a strong natural-recreational and historical-cultural potential. The nature reserve fund, the dynamics of tourist flows have been studied. The most important tourist brands of Ternopil region are highlighted. Attention is paid to the importance of business, event and eco-tourism in the local economic development context of territorial communities and outlined steps to determine the prospects for their implementation. The need to support the tourism business in the region by local authorities has been proven, which will contribute to the development of this activity type. Attention is focused on the rational and optimal use and territorial combination of natural conditions, resources and historical, architectural monuments of the region according to the vector of major and promising tourist destinations development in the region. A number of measures have been proposed, the implementation of which will contribute to the effective progress of the tourism industry in the region. It is stated that at the present stage of productive forces development it is the progress of the tourism industry that can ensure the growth of the region's economy, help create new jobs, become an important source of the budget filling.

Bank Gospodarstwa Krajowego is a Polish development bank – the only such institution in Poland. Its mission is to support the sustainable socio-economic development of Poland. The subject of activity of Bank Gospodarstwa Krajowego is the implementation of tasks related to the management of government and EU funds and programs created, entrusted or transferred to BGK on the basis of laws or concluded agreements. These are in particular tasks related to the operation of over 30 funds and programs, such as the National Road Fund or the COVID-19 Prevention Fund. The activities of the funds of Bank Gospodarstwa Krajowego affect the basic elements of public finance in Poland, e.g. the principle of openness, transparency, detail, unity or transparency. This impact is assessed rather negatively. The above does not change the fact that the funds are an instrument that makes the financial economy more flexible, the practical importance of which has recently increased significantly. This makes it necessary to attempt to standardize the position of the funds in relation to public finance in the current sense. The analysis covered by the study refers in particular to selected Funds of Bank Gospodarstwa Krajowego, i.e. the COVID-19 Prevention Fund and the National Road Fund. The set goal implied the need to use a dogmatic research method, as well as a legal analysis of acts of generally applicable law.

The seller’s adjustment to the buyer or the buyer’s friendly attempt to haggle with the seller in different languages could help optimise a transaction. Communities with traditional market vendors, such as the Hoștăzeni, the Pems, the Swabians and the Fribourgers provide a touch of local colour to the markets in their respective cities. For the local world, they still symbolise a world of goods and production that is starting to disappear. The ethnic fairs and markets’ changes in form, volume and the target audience can hasten their disappearance.The above is the case with Christmas markets, which, unfortunately, are almost identical in many of the towns that host them. What makes multilingual markets different? The appeal to the consumer, and the inter-relationships built up over time. In the markets, the customer for the buyer, the client is the absolute target. Very often, the customer becomes interested in visiting the place as a socio-linguistic interaction corner. We all go to the market to talk to each other; we all go to the supermarkets to quickly buy goods. This richness lies in the discourse of the vendors, in the way they adjust their language and non-verbal skills.This study is devoted to similar discourses in multilingual markets and some contradictory ones, where multilingualism joins polyglossia. It also looks for the difference and similarities in how these acts of language ensure the existence of the markets, thus influencing their evolution and the presence of customers by applying certain linguistic and sales performances.

The concept of financialization expresses the point reached by the financial sector through liberalization with the implementation of neo-liberal policies in the post-1980 period, and it has become a subject of recent studies. Studies focusing on the effect of financialization, especially on the distorting effect of income distribution, reveal that this factor is neglected in mainstream studies. The phenomenon of financialization, which first emerged in developed countries and then emerged in developing countries, changes the behavior patterns of companies, households and the state and plays the role of displacing the dynamics of today's capitalism. In this context, this study investigates the effect of financialization on the wage share in national income in Türkiye in the period of 1988-2019 with the time series analysis. The financialization index, which is used to represent financialization in the analysis, was originally obtained by using Principal Components Analysis within the scope of this study. According to the results of the analysis in which the ARDL cointegration approach is used, financialization in Türkiye plays a role in the erosion of the wage share after technological development and trade openness variables. Thus, according to the results, the transformation of the financial sector, which is largely exempt from regulations to financialization, has a distorting effect on the functional income distribution for the Turkish economy.

The paper is devoted to the importance of the agricultural sector for the development of the economies of the countries of the world. The role of agrarian enterprises in filling the country's GDP is determined, for example, in the GDP of Ukraine, the share of agriculture in the structure of GDP was 7-8% in 2010-2012 and 9- 10% in 2020-2021. The key problems of the agrarian sector of the economy of Ukraine are considered, among which the following are highlighted: loss of production potential of land areas, labor shortage, insufficient demand, unfavorable weather conditions. The state of mined territory of Ukraine is given. It was determined that the most mined territories are located in the South and East of Ukraine, a large part of which is currently occupied and cannot be demined. It was established that a significant problem is the destruction of infrastructure facilities of the agro-industrial complex of Ukraine due to the constant shelling, as a result of which a significant number of granaries, warehouses, factories were destroyed, supply logistics were disrupted, in particular, before the full-scale invasion, about 90% of grain and oil crops were exported by sea, whereas now the routes have been changed to rail and road, which not only increases the cost but also limits the number of deliveries. In the paper a change in the structure of employees in the field of plant and animal husbandry during recent years was showed, in particular, a decrease in their number in connection with the comprehensive mobilization of the population and migration processes. The results of surveys of 702 enterprises throughout the territory of Ukraine regarding the prospects for positive changes in the activity of the country's agrarian sector are presented. As a result, expectations have a pessimistic forecast in terms of changes in the volume of produced products, the volume of products sold on foreign markets (within and outside the EU), stocks of products suitable for sale, prices of products and the number of employees for both crop and animal husbandry in general. A set of measures is proposed, among them the following: to adapt Ukraine's agricultural policy to EU standards; to provide financing, as well as comprehensive assistance to the livestock sector, as the most affected and backward sector of the agrarian economy of Ukraine; introduction of modern methods of management of agricultural enterprises, focusing on the experience of the Western colleagues in overcoming crisis situations; continuation of the "grain agreement" as one of the main ways of exporting grain raw materials abroad; provision of mineral fertilizers, as well as the necessary agricultural machinery of low-income farmers; the application of a number of measures to overcome the existing problems should stimulate the financial flow to the agricultural sector, create conditions for the development of a completely new stage of the agrarian policy of Ukraine.

The development of rural areas is a complex and dynamic phenomenon, the effectiveness of which depends on food security and the economic activity of the population. The urgency of these issues is exacerbated by unprecedented challenges for Ukraine and the transformation of the legal field under martial law. The study aims to determine the factors and determinants of the development of human capital in rural areas in Ukraine, considering the experience of the EU countries in the conditions of global challenges. It is substantiated that the policy adopted in the state to ensure the development of rural areas based on the principles of inclusiveness should be based on balanced instruments, methods, and levers capable of minimizing external and internal threats to agribusiness. Essentially, people’s opportunities and abilities for economic and social activities, as well as for their own development, are critical. It has been proven that the determining factor in this process should be human capital. The motivation for economic activity in the village is singled out from personal factors. In its absence, all prerequisites for urbanization are formed. In this context, the upward dynamics of the indicator of the share of the urban population in the EU countries, which can become an obstacle to the development of business in rural areas, was analyzed and revealed. Attention is paid to the prospects of small businesses in rural areas. The relationship between the urbanization indicator and the human development index in Ukraine and the EU countries was studied.

The present research aims to assess the impact of inventory policies on the Corporate Social Responsibility practices of companies listed on the Amman Stock Exchange. The companies included in the research belonged to manufacturing or related sectors in which holding inventory is inevitable. The sample size chosen for the research was 45 companies, mainly because of the availability of financial data from the period 2012 to 2022. The data for the research was extracted from the Amman Stock Exchange, and we utilized a regression-based ANOVA model for our analysis, containing the dummy variable to enhance the model’s validation and facilitate the statistical analysis, hence enabling a deeper understanding. We utilized. We also used the GMM model to validate our analysis. The financial variables of the research were based on the reported financial statements of the companies. The study explores the impact of the relationship between inventory policy and Corporate Social Responsibility on the different stakeholders, such as customers, employees, and environmental groups. We found that the CSR disclosure requirements also tend to have an impact on the inventory policies of these companies. Our results revealed that inventory levels are positively associated with satisfied customers. We found that the company’s total CSR and sales ratio do not have a straight-line relationship. It led us to conclude that inventory levels are positively associated with satisfied customers.

The aim of the article is to attempt to showcase the finances of ancient Japan during the Yamato [250–710], Nara [710–794], and early Heian [794–1185] eras and examine whether some of their principles and recommendations can be implemented in contemporary Polish finance. Ancient Japan developed a distinct and specific system of state management and financing based on rice, giving the utmost priority to maximising the interests of the aristocracy. Over the course of the analysed eight centuries, the country centralised, transforming from a federation of independent uji into the establishment and growth of the Ritsuryo State. The conducted research contributes to understanding the financial system in operation during that period and identifies factors contributing to the development and destruction of the Ritsuryo State and its finances. The literature analysis revealed that some legal recommendations from the 7th century are still relevant enough to be implemented in modern Polish finance. The research methodology involved a critical analysis of the subject literature, available mostly in English, including manuscripts and articles on the history and economy of Japan, as well as the history of Japanese law. So far Polish economic literature has paid little attention to the issues of ancient Japanese finance. This study represents one of the first attempts to fill this research gap. The article may be of interest to individuals exploring Japanese economic history, finance, and corporate governance.

The article addresses the topic of selected legislative actions initiated in the European Union in the last decade concerning corporate social responsibility (CSR) reporting. This has a direct impact on the shape of national legislation. CSR reporting has gained popularity in both theoretical and practical terms over the past few decades. Despite the increasing percentage of companies publishing CSR reports, it is essential to be aware that sustainable development reporting is a dynamic process that does not end with the publication of a document and is subject to changes, including legislative changes. CSR reporting can entail certain risks. One of the highlighted risks is greenwashing, which refers to using CSR reporting solely to improve a company’s image and reputation without a genuine connection between the reported information and the overall operational activities of the organisation. The article presents the essence of greenwashing and regulatory actions taken to eliminate this phenomenon. In the article, particular attention is paid to the Directive of the European Parliament and of the Council No. 2014/95/EU of October 22, 2014, amending Directive No. 2013/34/EU as regards disclosure of non-financial and diversity information by certain large entities and groups (EU Official Journal L 182/19) and Directive of the European Parliament and of the Council (EU) 2022/2464 of December 14, 2022, amending Regulation (EU) No. 537/2014, Directive 2004/109/EC, Directive 2006/43/EC, and Directive 2013/34/EU regarding corporate reporting on sustainability (EU Official Journal L 322/15). The initial condition for discussions on the nature and forms of greenwashing appears to be an analysis of the development of the concept of CSR, which constitutes the introductory part of the article.

„Banki groźniejsze niż tanki”. Mechanizmy gospodarczego nacisku Związku Sowieckiego na Polskę (1980–1981)

The article focuses on the economic blackmail used by the Soviet Union against the Polish People’s Republic (the PRL) during the so-called Polish crisis (1980–1981). In 1980–1981, the Kremlin achieved great efficiency in the simultaneous use of many foreign policy tools. To force the introduction of martial law by the Polish authorities, three basic methods of pressure were implemented: threats to use military intervention, support for the pro-Soviet faction of the Polish United Workers’ Party (the PZPR) and threats to cut off supplies of raw materials and financial aid. Compared to the economic, political and military consequences of a possible invasion of the Warsaw Pact troops in Poland, the use of those three tools was rather costless. Such a strategy could be used over a longer period of time and flexibly, depending on the development of the situation. Based on the conducted analysis – using the studies and available source materials – the threat to reduce supplies of raw materials was the most effective tool in the Kremlin Arsenal. The hierarchy of Soviet foreign policy tools adopted so far – from the most to the least important ones – was as follows: threat of military intervention, support for the pro-Soviet faction within the PZPR, then economic pressure. In fact, that order should be reversed. The most important tool in the Kremlin Arsenal was the sanctions – it was the threat of their application that finally pushed the Polish leadership to take action.

The article presents the economic aspects of Polish-British relations in the 1970s. Archival sources used were based on “Polish Diplomatic Documents”, a publication of sources. The United Kingdom at the beginning of the 1970s was Poland’s most important Western economic partner. Relations between the two countries at that time were influenced, among other factors, by British accession to the EEC. Over time, however, Albion lost its leadership position, as Poland’s chief Western economic partner, to West Germany. The article provides an answer to the question about the reasons for this change. The article consists of four parts. First, the basics of economic cooperation are discussed. The bilateral and multilateral factors influencing cooperation are then presented. The next part is devoted to trade between Poland and the UK, particularly its volume and structure. PRL authorities were attempting during the discussed period to rectify Poland’s negative trade balance, as well as the structure of this trade, which was a manifestation of the underdevelopment of the Polish economy. In subsequent parts, the article discusses the role of two symbols of Gierek’s rule in the 1970s (and which came about as a result of the economic relations between Poland and the UK), namely the purchase of licenses and the taking out of loans, the latter of which led to Poland’s debt crisis.

INTERNATIONAL TRADE POLICIES AND MARKETS

In this paper, is presented an overview of the evolution of international trade, emphasizing its role in enabling the international division of labor and a brief examination between Albania and Western Balkan countries foreign trade. The development of foreign trade is intrinsically linked to liberalization, which, in turn, fosters connectivity and mutual economic interdependence among nations. The performance exhibited in both exports and imports plays an important role in fostering sustainable development within the country's economy. Active engagement in these initiatives broadens Albania economy specialization possibilities but, simultaneously, necessitates a commitment to enhancing competitiveness. This development has been shaped by economic, social, political, and cultural factors, with significant advancements in recent decades due to industrialization, advanced transportation, globalization, and the emergence of multinational corporations. Trade indicators for each country serve as a reflection of economic development and mutual benefit. The international markets of foreign countries serve as platforms for both generating additional income through exports and fulfilling the domestic economy's requirements through imports.

INCREASE OF PUBLIC DEBT AND BUDGET DEFICIT AND THEIR SUSTAINABILITY

Taking into account the need to ensure a standard of living adequate for citizens, by providing jobs, infrastructure, housing, etc., governments seek to allocate resources for that purpose, most often exceeding the ability to collect revenues to state budget and thus leading to accumulation of budget deficits and, implicitly, to increased public debt. Economic growth is the most important instrument for achieving the social and economic objectives of a central government. All these elements aforementioned intertwine with the external economic environment, the evolution thereof, while negative effects such as the economic crises have a contagious effect on the economy and society in general. After the economic and financial crisis of 2007, the public debts of the states increased, and the sustainability of the public finances has become a matter of major concern.
