Ovládnutie priestoru strednej Európy nacistickým Nemeckom znamenalo zásadnú zmenu vnútropolitických pomerov na Slovensku, resp. v Česko-Slovensku. Len časť politického spektra mohla na domácej scéne ďalej pokračovať v aktívnej politike, pričom mnohí tak činili už pod novou politickou značkou. Niektorí politici sa ocitli pred možnosťou voľby medzi pôsobením v rámci úzkeho priestoru vymedzenom pre politiku totalitného štátu pod patronátom nacistického Nemecka a odchodom do emigrácie či ilegality. Často sa potom stávalo, že bývalí politickí súpútnici pôsobili v politických štruktúrach dvoch štátov, ktorých existencia sa navzájom vylučovala. Pomyselná hranica medzi dvoma politickými svetmi niekedy viedla aj naprieč jednotlivými rodinami.

Slovenská žena v Spojených štátoch amerických na konci 19. a začiatku 20. storočia

In the end of the 19th and beginning of the 20th century women were increasingly becoming a part of the working process in industry, cultural sphere and services. In 1900, about one fourth of women was paid labourers and out of them around 90% worked in agriculture, while the rest 8 % in domestic production and trade. Working women had to face lower wages and bad working conditions. Before the mass migration to America in the end of the 19th century/ men used to go and work to other parts of Austria-Hungary or elsewhere in Europe for shorter periods. Women took over responsibility over households for a longer time. Mass migration of men from Slovakia resulted in a decrease of the number of men. The changed demographic situation affected lives of single women in the villages. In the United States, women had much better life conditions and opportunities. American women enjoyed such respect that was unheard of in other countries. American girls working in the factories had several better job options opened to them. Poor women from big cities or wives of immigrants came to their places. The language barrier restricted their opportunities. At first, however, Slovak women did not enjoy such respect as American women. It stemmed from the fact that they came from poor social classes of agricultural workers, daily labourers who worked in mining, metallurgical and engineering industries. Apart from domestic chores, women would help their husbands with their hard work in mines. American public looked with interest at this beha¬viour, but it degraded position of Slovak women. Contempt for Slovak community stemmed from their poor housing habits. The Slovaks called it the burder system, the name originated from boar¬ding houses, hostels of Slovak immigrants. They were wooden one-storey small houses where mar¬ried workers lived on the ground floor and so-called burden or hurdingosi on the first floor. They occupied several rooms without any other furniture but beds. Several or them would sleep on one beds, that were in fact simple wooden bunks. Why did women start to migrate over the ocean? The reason is simple: they did not have anybody to marrv, because all suitable men from their village region, especially from the counties in eastern Slovakia left for the States.American women did not have the best reputation as housewives, therefore they liked to hire maids and servants for domestic works. Hundreds of Slovak girls were employed in textile facto¬ries. First, fraternal and supportive societies and associations were created, followed by national societies and Slovak woinerťs organizations. There were men behind foundation of the first wo¬men’s beneficial societies such as V. P. Rovnianek and Š. Furdek. Slovak women in the USA had deep social empathy and attempted to improve education of their women. By social work they even tried to help the poor in Slovakia. It was also Slovak women religious orders that showed merit in improvement of education of Slovaks in the States, as well as their cultural and religious life. Slovak women in the States felt inadequate and admired representatives of Živena, the Slovak womens beneficial society in Slovakia. They wanted to resemble women from Živena and did not realize that it was also their activities that left significant trace in the life of Slovaks in the United States.

Education Outcomes from Migration and Remittances in Albania and Macedonia

This study looks at the impact of migration and remittances on the educational outcomes of the children left behind. The paper analyses this impact by examining the cases of Albania and Macedonia, countries that have experienced substantial outward migration. The paper tests the hypothesis of whether migration and remittances have a positive effect on the children's education. To test this hypothesis and the mechanism by which migration and remittances affect children’s schooling, empirical specifications were used, including a fixed effect model and an ordered probit model, which analysed the effect of parental remittances and migration experience on the educational level of children generally and for girls’ and boys’ education levels separately. The study uses the most recent empirical surveys conducted in Albania and Macedonia that gathered information on the socio-demographic characteristics of children, migration by household members, household income and expenditures, as well as remittances and their allocation to household consumption. The paper shows that parental experiences of migration have an important effect on the educational attainment of children in both Albania and Macedonia, whereas remittances only have a significant effect on the education status of children in Albania. The results of this study demonstrate that, in the case of Albania, having a migrant parent and remittances more positively affect the education of girls than of boys. This difference in the case of Macedonia is insignificant. The main message for policy makers is that providing a more gender balanced education supply would reduce gender inequalities in terms of years of schooling and educational attainment.

Participatory Research with Romanian Roma Immigrants Living in Polish Settlements: Methodology, Results and Barriers

Systemic segregation and economic exclusion of Romanian Roma immigrants in Poland, starting in the 1990s, has deprived this group from the right to work, health care, welfare system and adequate housing. Roma encampments built from recycled materials represent the most radical forms of collective response to the problem of access to housing. A group consisting of sociologists and activists conducted the first Polish sociological intervention studies with this community living in Polish encampments. The final report has been created in cooperation with Roma people. These studies show problems which this community is facing, making it impossible for the authorities to further ignore the presence of these people in Poland. The result of this research has been used to support social change in this community, and continues to support claims made to local authorities to change their policy. In this chapter I focus on the analysis of existing forms of cooperation with this community and the challenges faced by people who want to enter into the emancipatory forms of cooperation with Roma immigrants, presenting the possible fields of cooperation and obstacles.

To this end, the report examines the fundamental notions of еquality and аntidiscrimination, emphasizing their utmost importance as catalysts for inclusion within public services and the indispensable roles they play in eradicating discrimination, marginalization and ostracization of individuals who want to avail themselves of such services but encounter various setbacks, ensuring they can access and navigate through them comfortably and with ease. In order to obtain an expansive understanding of the subject of inclusion, the report looks into the fields of gender equality, inclusion of migrants and refugees, inclusion of persons with disabilities and special needs, inclusion and e-governance, and inclusion and data protection. It identifies the main issues of ensuring inclusion within public services and it also elaborates on the various methods of guaranteeing such inclusion, accentuating on the multiple benefits ICTs have in this regard due to their widespread reach, as well as the versatility, simplicity and interactivity they provide. Incorporated into the report are examples of best practices on a global level, as well as checklists that summarise the main recommendations that authorities and private actors need to implement within their national frameworks in order to ensure the overall inclusion and equal participation of minorities, marginalized and disadvantaged people in the domain of public services.

ADAPTATION OF VIETNAMESE MIGRANTS TO SOCIAL CHANGES

Bratislava, one of the less globally interconnected cities before 1989, is being gradually transformed into a more cosmopolitan European city as a result of developing capitalism and Slovakia joining the European Union. The choice of restaurants and the offer of various foodstuffs and goods in Bratislava are much wider today than in the past. People can visit many “ethnic” restaurants, and we can also observe an increasing number and range of shops with “exotic” food from Asia and the Middle East. It is not a problem anymore to buy rice noodles, sushi, or spices from all over the world. Kebab fast-food, sushi bars, Asian snack-bars, and Chinese restaurants became a visible part of the public space. The transformation after 1989 and the subsequent social change affected to a various degree all layers of the population which adapted to the new living conditions. In this context, the change also affected migration between Vietnam and Czechoslovakia which was previously developing under the guise of friendly socialist countries. Even before 1989, Vietnamese citizens pertained to the group of migrants who could enter the territory of the closed socialist Czechoslovakia and their mobility was supported by both countries. The way the fall of socialism affected the lives and strategies of migrants living in Czechoslovakia in the breakthrough period are described in their individual stories that I sought to present in this study.

Since the aggression of Russian Federation in Ukraine, Europe experiences an influx of refugees coming from the neighbouring State. The response of private persons, non-governmental organizations, civil society and the Romanian government were prompt and oriented towards giving effect to the idea of international protection that vulnerable persons such as those applying for the status of refugee should benefit from. In order to put in place an effective framework of protection, the Government of Romania not only permitted access into the Romanian territory, but also adopted special legislation on temporary protection, in accordance with the measures undertaken by the European Union. The aim of this paper, on the one side, is to analyse the specific rules of International Law applicable to refugees, implications for the States and on the other, to emphasise the reasons for which the response coming from the Romanian authorities and society is an example of good practices.

THE ECONOMIC ANALYSIS OF LAW AS AN ALTERNATIVE FOR THE DEFENCE OF INCLUSIVE MIGRATION POLICIES IN THE EUROPEAN UNION

The migration of human beings from one territory to another is a phenomenon that has been part of all eras of history. The contact between peoples has contributed to the formation of the populations of modern nation states, with their cultural heritage as a result of these interactions. Since Globalisation and the Information Society, migratory flows have intensified mainly to countries in the northwest of the world, as in the case of the member countries of the European Union, creating a multicultural environment that is contested by nationalist discourse. This discourse, fueled by the spread of fear that immigrants could harm nationals and the development of the country, has led to the growth of xenophobia in all the countries of the European Union. Xenophobia has a significant negative impact on the attempt to integrate the immigrant into the community of the host state and goes against the objectives of the Treaty on the Functioning of the European Union. It also makes it difficult to achieve the goals set out in the 2030 Agenda, such as those recommended in SDG 10 (reducing inequalities) and SDG 16 (defending peace, access to justice and effective institutions). It should also be noted that the defense of inclusive migration policies and the fight against xenophobia is based on various normative instruments at global, regional and national levels, but so far, they have proved ineffective in dealing with and effectively combating this type of structural crime. Xenophobia has grown in recent years in countries that have also seen an increase in the number of mi-grants. Based on this observation and the fact that the world economy is governed by capitalist ideology, in which economic power acts as an influencer in political and legislative decision-making, this paper aims to present Richard Posner's Theory of the Economic Analysis of Law as an alternative in defense of inclusive migration policies in the European Union.

In the history of the postwar Yugoslavian emigration, most often formed on antidemocratic, anti-Yugoslav, anti-Serbian, anti-Croatian, monarchist, or antimonarchist lines, and generally right-wing in orientation, the League “Oslobodjenje” [freedom] belonged to the smallest emigrant grouping – democratic and pro-Yugoslav. Struggling toward the democratic evolution of Yugoslavia, the League insisted that to achieve freedom from one party rule and economic, cultural, and political backwardness Yugoslavia needed to rely on its own political and national strengths. Help from abroad, from emigration, could have a secondary importance. Led by such principles, the League through its organ Naša reč supported every instance of critical, oppositional thinking in the country. For the longest time the most attention was given to Milovan Djilas, not only the first, but for many the only ‘true’ Yugoslavian dissident, but afterwards to many others who over several decades came into conflict with the Yugoslavian authorities, state and party leadership. Among these a particular place is accorded to Mihajlo Mihajlov, “dissident no. 2,” as he is often called. Assistance to dissidents in Yugoslavia became more prominent in the time after Josip Broz Tito’s death, when the dissident movement began to grow. Even though it usually could not be direct and concrete, this help was seen in those things that were most important to every dissident, the ability to make public their political views and get domestic and international attention. In this sense Naša reč was the most important paper of the Yugoslavian democratic dissidents.

Nowy pakt o migracji i azylu

In recent years, the scale of migration flows in Europe has necessitated additional reforms to control external borders and migrant flows. The European Commission has proposed The New Pacton Migration and Asylum, which is a set of regulations to create a fairer, efficient, and more sustainable migration and asylum process for the European Union. The new Pact agreed between the European Parliament and the Council in December 2023. The aim of this chapter is to set out the objectives of the new Pact on Migration and Asylum and the proposed changes to the migration and asylum system. Analysis of the EU legal acts and literature review are used as main research methods in the chapter. The results show that the new common approach to migration and asylum is based on solidarity, responsibility, and respect for human rights. The proposals set out in the legislative proposals that form part of the Pact include principles on the processing of asylum applications, the introduction of temporary emergency measures for crisis situations, the improvement of the EU fingerprint database for asylum seekers, the introduction of screening, reception conditions for asylum seekers, the creation of a permanent EU resettlement framework, the harmonisation of protection standards and the rights of asylum seekers. As planned, the new rules are intended to increase the efficiency of the European asylum system, which is crucial in the light of the predicted intensification of migratory flows worldwide.

At the same time, it identifies challenges such as social isolation, discrimination, and political tensions. A comparative analysis between Bulgaria and Germany is conducted, focusing on the effects of migration on both countries. In conclusion, the text emphasizes the need for international cooperation to ensure better management of migration flows.

The report analyzes the impact of Bulgaria‘s Schengen membership on migration flows. The full entry into the Schengen area from January 1, 2025 and the abolition of border controls with Romania and Greece will facilitate the crossing of people and goods, but will also create new challenges for the security of the external borders with Turkey and Serbia. The main elements of the study are the analysis of illegal migration, migration routes and the challenges and opportunities for eliminating risks for Bulgaria. The analysis shows that in 2024. there was a decrease in the total number of illegal crossings compared to the previous year. Despite the strengthened border control and cooperation with Frontex, the report emphasizes the importance of investments in new technologies and enhanced cooperation with the European Union (EU).

The report examines the situation of unaccompanied refugee children in Bulgaria over the last 6 years (2019 to 2024), covering the latest refugee wave to Europe. As children with multiple vulnerabilities, unaccompanied children seeking international protection need comprehensive support, including first and foremost a family environment and inclusion in the education system. Data show that in Bulgaria unaccompanied refugee children remain not only outside the education system, but also outside the protection system, whose role is to guarantee the fundamental rights of the child. Unaccompanied children are hardly recognizable as children from institutions, and the parallel system in place to guarantee their lives and well-being faces serious challenges to cope.
