The current issue of Acta Baltica Historiae et Philosophiae Scientiarum is dedicated to philosophy and history of technology—fields that have been gaining rapidly increasing attention catalysed by the ongoing digital turn with its deep impact on almost all walks of our lives. However, discussing technology cannot remain limited to the digital aspect only; fundamental philosophical approaches, problems and novel perspectives have to be addressed as well. Thus, a part of this issue is dedicated to the philosophical analyses of both scientific and everyday technologies—the postphenomenology of imaging technologies and philosophical questions surrounding digital technologies. Globalization and education reform is becoming an important topic across the international arena. In response to global pressures for reform, national educational systems' quality is increasingly being compared internationally, and education changes are introduced. For example, uniformity of global curricula, instruction, and testing might result from worldwide trends such as the TIMSS (Trends in International Mathematics and Science Study) and PISA (Programme for International Student Assessment). Also, the growth of English language usage and immigrants might contribute to a growing uniformity of global educational practices for the global economy (Springer, 2008). Nevertheless, there is considerable criticism of the ever-increasing global uniformity in education because ignoring differences in contextual capacity and culture at the national and local levels will result in unintended and unexpected consequences for educational practice (Carnoy & Rhoten, 2002).

Modern society, which is experiencing dynamic changes due to the new global challenges, is definitely looking for solutions in science and education. The life of many generations has proved that no matter what problems humanity faces, their solution requires intellectual effort, a scientific approach and a quality education system as one of the most effective means of disseminating ideas, knowledge and values. At the same time, such a situation always leads to the thorough attention to the phenomenon of education, in particular higher education. Great expectations and hopes cause significant demands and fundamental tasks that the society puts forward to the academic community. Satisfaction of these requirements and the solution of such tasks is probably not possible without self-analysis and self-reflection, without identifying those problems that inhibit the development of education itself, decrease its functionality, and discredit its status as the spiritual basis of social life. Therefore, we will further try to formulate our vision of current issues and current challenges in higher education.

The universal vote, legislated in most European countries a century ago, is the political gift made by the governors to all the poor and uneducated social blankets that took the hard part to the Great War. The introduction of this new mechanism of legitimizing the authority put an end to the tradition of the censitaire suffrage, which had been the basis of the liberal and conservative democracies of the second half of the 19th century. The right to vote has been hotly debated in political and intellectual circles for about three decades, generating serious doctrinal positions in both the followers’ camp and that of its contestants.

This article aims to analyze the evolution of diplomatic relations between US and EU in the military and defence dimension after the beginning of the president Donald J. Trump term. In the last years the statements of the american president have begun to be increasingly contradictory and different from the EU’s interests. He promoted a number of new giudelines that influenced american foreign policy and he said that the motto of the american foreign and domestic policy will be „America First”. The EU has begun to no longer see the US as an undeniable ally and has begun to promote a series of policies aimed at improving European cooperation in the military sector in order to become more independent and autonomous to the US in the military field. This study is based on the process tracing research metodology and this paper attempts to provide an answer to the research question: how the US-EU diplomatic relations evolved in the military dimension after the 2016 elections? This article focuses on the component of NATO and to the posibility of creating an European Common Army, this hypothesis has been influenced by the controversial statements and the new guidelines of the american foreign policy. So, the cooperation in the military field between US and EU in the last years can be described as a strained cooperation more than a friendly one.

The article deals with the result of the European Parliament elections of May 2019. European policy has been dominated for a long time by two political families, center-right and left but this coalition has been replaced by one that includes also a new European political party, Renew Europe. The fragmentation of the national political spectrum, the emergence of a new cleavage (sovereignists – globalists) gave way to the fragmentation of the European political spectrum. This iscalled “overlapping fragmentation” that have a double meaning (fragmentation at the European level determine fragmentation at the national level). The “overlapping fragmentation” is the ground for an updated procedures pitzenkandidaten, that is named spitzenkandidaten 2.0. Another consequence is the change of the French-German engine with many medium power en gines were different Member Statestake part.

On March 24 of this year 2020, the World Health Organization (WHO) reported that the United States had the potential to become the new epicenter of the coronavirus pandemic, due to the data presented that infected more than 42,000 people in the United States at that time. President Donald Trump dismissed the seriousness of the growing threat of the virus. He trivialized the emergency by saying it was a "farce" from his political rivals. Today, May 23, according to the data from the Coronavirus Resource Center at Johns Hopkins University, there are more than 5 million confirmed victims in the world and of these more than 1,6 million in the United States alone, with more than 98 thousand deaths.

This contribution aims to outline the main doctrinal and political elements of the unionist project conceived by the "founding fathers" of the Romanian nation and state. The local modernizing elites created and implemented, starting with 1848, during three generations, a political project that aimed at perfecting the ideal of uniting all Romanians within the borders of the same state. This "country program" reflected the progressive ideas of the nineteenth century, which promoted the concepts of nation and national state. The local modernizing nobility, during seven decades (1848-1918 / 1919), created a state (Romania), started the modernization process in the spirit and according to the dominant models of the era, managing the miracle that at the end of the Great War unified territories inhabited by Romanians who in 1848 were part of three multinational empires: Ottoman, Tsarist and Habsburg.

Scientific (academic) writing is continuous activity of every scientist (researcher), and therefore needs to be regularly advanced. Thus, it should be wrong to assume that writing proficiency is achieved once and for all. The skills of academic writing are essential for the independent acquisition of scientific knowledge and for disseminating the acquired information, i.e. sharing knowledge with others. On these grounds, it is worth remembering that a fully completed research paper, the clear results of the conducted research and specific and valid conclusions act as prerequisites for writing a good scientific article etc. Another trivial but important point is that writing an article (or other research paper) is barely a study itself, but only the presentation, dissemination and publicity of the findings. Consequently, even properly carried out research (exploration, examination etc.) and the obtained significant results may fail to be appropriately presented, and the importance of the produced results may simply ‘disappear’ in a poor description.

30 years after the fall of the communist regime, Romanian society has towards its past an ambivalent and contradictory attitude: on the one hand it brings a constant effort to manage social memory, whilst on the other hand it is „haunted“ by nostalgia for communism. In the Romanian case, the relationship to the communist past and arguments over its legacy have been problematic and created numerous controversies since December 1989. The years of transition, political instability but mainly the failure of the educational policies fed the nostalgia for communism. However, the substratum of such a phenomenon must not be interpreted only from the perspective of the political and economic disappointments which Romanian society has experienced in the last 30 years, but also as a failure of the educational policies of memorialising the communist past and shaping an adequate historical consciousness. ”Before it was better” is a part of a selective memory which suggests nostalgia for an economic and social stability without ideological connotations. For many Romanians ”communism was a good idea” because it had positively influenced their existence, while now the much-desired freedom was associated with chaos and instability.

Many countries around the world held elections during the Covid-19 pandemic. Although the topic of how the virus affected elections has been widely researched, the reversed question of how elections impact the way leaders respond to the pandemic has not drawn enough attention. This article aims to analyze whether elections facilitate or impede the fight against the Covid-19 pandemic. By looking at both advantages and disadvantages, the paper finds that although elections can be efficient tools to keep politicians in check and can give incumbents who seek re-election higher incentives to provide an efficient response, elections can also foster increased polarization, political opportunism, and disinformation, weakening citizens’ trust in authorities and endangering the fight against the Covid-19 pandemic.

This paper is an essay on the last moments of a new ideological movement, trumpism, and on the arrival of a new president, Joe Biden, at the White House. Without denying some of Donald Trump's accomplishments as a president (such as moving the US embassy to Jerusalem, brokering Israel's reconciliation with the Gulf countries, strengthening US policies toward China), I believe that his flaws and especially his pathetic response at the end of his term ruined some of the few good things that he did. In the paper, I analyze trumpism as an ideology, how it came to the events of January 6, 2021, with an attack on the Capitol, and what would be the challenges that the Republican Party will face in the next years. President Joe Biden took office with an open agenda to reset, metaphorically speaking, the White House, and to reverse Trump's decisions. I analyze some of the appointments Biden made for his staff and administration, what is expected from his policies, and what his solutions will probably be. I put a particular focus on Joe Biden's possible foreign policy, analysing the Putin-Xi-Biden triplet equation.

Suspension of disbelief occurs when theatre audiences embrace the actors’ version of normality. Suspension of civil liberties happens when governments tell citizens their normality is at risk. Both require consensus, a collective will to buy into the story being told. But consensus conflates stories within stories, seducing us into a group understanding that blurs boundaries, that focuses on the moment. These have been troubling days for those engaged in strategic communications. The line between crisis communications and strategic communications has faded. The tactical has supplanted the strategic. Consequently, the short term task of securing people in danger stands increasingly at odds with retaining their compliance over the long term? [...]

Educational tendencies are certain regularities outlined in the development of ideas related to education and upbringing. They show some perspectives that can be predicted by describing models, planning research on future processes as well as taking preventive actions. Trends are more, than tendencies, related to the style of some types of research or their directions conditioned by social demand or the specificity of cultural changes at a given time and place. Contemporary science education tendencies are largely due to the globalization process, technology development, multiculturalism and human impact on the natural environment. The old slogans such as "Live globally, act locally", "Sustainable development in practice" or "Multicultural path to success" still seem to be a big challenge. We see a number of problems that remain unsolved, and even grow, in the situation of rapid development of knowledge, social change and global climate issues.

Writing and publishing scientific articles (research, review, position etc. articles) are referred to as responsible academic activities. Any scientist/researcher is somehow involved in scientific writing. Thus, this is a technique assisting the researcher with demonstrating individual performance. Most of the main scientific/research journals are published in English, and therefore scientific information is made internationally available by a wide audience and actually becomes accessible to every scientist and/or researcher. On the other hand, a valid point is that scientific/research journals are published in different national languages. Nevertheless, it should be noted that science policy has recently become one-dimensional and resulting in a blind orientation towards support for scientific/research journals published in English. As noted by Poviliunas and Ramanauskas (2008), national languages face a legitimate risk of becoming domesticated and to one degree or another being excluded from scientific, cultural, education and public areas of life. However, this is material for another discussion.

Scientific article writing is undoubtedly an inseparable part of academic activity. Every researcher/scientist, in one way or another, has to declare scientific research activity results, i.e., to publish in scientific press. If this is not done, it is considered that a scientific work is not finished regardless of the size of the research/experiments carried out and so on. Such information has to be completely understandable not only in the academic environment but also in society. Publications in the international and independent science journals acknowledged in the academic community show the real value of the scientist and his works. This does not mean in any way that the other level publications are not necessary (Lamanauskas, 2013). Every publication has its auditorium, purpose, aims and so on. Regardless of the type of publication broadly speaking, it has to be appropriately prepared.

Contemporaneity, defined as post-modernity, is a stage of civilization changes, which in its nature entails changes in the sphere of didactic and educational thinking and practice. The rapid pace of social change, shaping new interpersonal relationships, progressive axiological chaos, enforce a kind of revision of views on the school as a place and the role of the teacher in it. Over the past several decades, throughout the world we have been observing the role of education, which is increasingly seen as a factor affecting, to a large extent, the well-being, development and quality of life of citizens and the economic progress of the countries. One can also suppose that this process will shape the face of future times to an even greater extent. The persons responsible for the organization of education are therefore wondering what education will be most useful to young people in the future.
