The total campaign against Turkic proceeds in the fifth century which is nowadays lead basically in three directions: 1. - Planting of such models of social development which will result of never getting us in a same row with other developed countries; - Entering dissonance to our outlook - to spiritual foundations, cultural, religious, national traditions to take away unity in ideas on the main thing; All this has resulted, and will lead to the further loss of ability to develop according to own interests; 2. Colonizers for prolongation of own safe life at an accelerated pace assimilate the shattered, defenceless Turks; 3. Globalization - Turkics are not ready for it; Kazakhs and Kyrgyz loses to hardworking Chinese on all positions, and osmanli turks as well started to concede aliens.We need a strategy - the program of social development, which by consolidation of Turkic super ethnos, calming the antiturkic processes, become similarly to elements in which we drowning, would lead to prosperity of the updated Turkic civilization. Such Program - the Turkic way of social development consists from twofactorial model of market economy and dahabic democracies. Such way, having kept our people to transform them through the Turkic Union, in the subject influencing development world civilizations. Our Union reaching from Mongolia up to Mediterranean sea, becoming a barrier in a way of the Chinese-Indian migration to provide political, ethnic stability of all Eurasia.

Türk, millî ve manevî kimliğini oluşturan tüm değerlerini tahrip ve yok etmeye yeltenenlere karşı en sert bir şekilde tepki vermeye hazırdır. Düşünce: Şiir, barındırdığı düşünce unsuru bakımından ideolojik bir şiirdir ve Türk-İslam ideolojisini hemen hemen bütün boyutlarıyla yansıtmaktadır. Ayrıca şairenin bütün millî değerlerle adeta onlarda fani olurcasına özdeşlemesi, onu bir millet mistiği hâline getiriyor. Olay: Şiirin yüzey yapısında belirli bir olay yok. Ancak derin yapısında Türk milletinin tarihte ve günümüzde yaşadığı, yüzyüze kaldığı bazı millî olaylara parça parça göndermeler yapılmaktadır. Varlık: Şiirde öne çıkan bir varlık anlayışı yok. Yalnız bayrak, vatan, toprak gibi somut nesneler, millî değerleri ve önemleri bakımından ele alınmaktadır. Bu da sezgici/idealist yaklaşıma bağlıdır.

GAGAUZ DİLİNDÄ EV HAYVANNARININ ADLARI

This article studies the agricultural terms exactly the names of domestic animals in the Gagauz language. The investigation is carried out on the historical comparative method. The author tries to determine the etymology of the names of some domestic animals. The investigations proves that the ancient Gagauz were busy cattle breeding and a great part of the animal names have common Turkic origin.

KÜLTÜREL KALKINMA YILLARINDA AZERBAYCAN EDEBİYATI (1946-1960’LI YILLAR)

1946-1960’lı yıllarda savaş ve onun getirdiği belalar, savaştakilerin kahramanlıkları bütün kültür alanları gibi edebiyatı da belirgin etkilemiştir. Birçok Azerbaycan yazarları eserlerini savaş motiflerine adamışlardır. İnsan his ve duygularını tavsif eden yazarlarsa kendiliğinde, ideolojik hizmete dayanan bazı eleştirmenlerin olumsuz eleştirileriyle karşılaşıyorlardı. Edebiyatı ideolojik çerçevelerden çıkmaya koymamak amacıyla Komünist Partisinin ideolojik meselelerle ilişkili karar altına alınmıştı (14 Ağustos, 1946). 24 Ağustos 1946 yılında çıkan karara göre tiyatroların dramatik repertuarı düzenlenmeliydi. (1, v.45) Bu ideolojik düzenlemeden kurtulamayan Azerbaycan yazarlarının savaş sonrası yaratıcılığında emeğin terennümünün ön planda tutulmasına rağmen, güzel sanat örnekleri yaranırdı. Bu dönemde verilen bütün edebi eserlerin, aynı zamanda lirik şiirin ana problemi insan kalbinin manevi gelişimiydi.

As a result of the Greeks’ policy directed against Turkish people in Cyprus, the island had been divided on two parts. The International Union tries to create the uniform state on island Cyprus. In this connection certain plans have been prepared and the referendum has been held. The Turkish side has voted for, and the Greek side against the referendum. The International Union understands that the Cyprian problem grows out of the Greeks’ policy. Now the Cyprian problem has lost its former sharpness, representing an obstacle for Turkey to enter the European Union.

The first half of XVIII century is one of the most interesting and rich with historical events by the period in history of Azerbaijan. The basic events of political and other character occurring during this period, have left deep traces in history of Azerbaijan and in certain degree have affected the further development of the country. The given period is also very contrast and dramatic. The beginning of the century is marked by strong people's liberation movement against the Iranian government and its representatives in Azerbaijan. Under the impact of this movement Shah’s power has reached a destruction condition in Azerbaijan, and in one of the major regions of the country - in Shirvan the end to the Iranian domination has come and bases of independent khanate have been put in pawn. Favorable possibility for full restoration of political independence of Azerbaijan, continuation and development of traditions of statehood has been created. However intervention of the strong next states, the Russian and Turkish empires, was given in those days by possibilities for statehood restoration in Azerbaijan.

ESKİ TÜRK DEVRİ’NDEN ORTA TÜRK DEVRİ’NE GEÇİŞ: TÜRKLERDE DİNİ-MİTOLOJİK SİSTEM

After the ancient Turkic period Oguz people have settled in Azerbaijan at the west of the Caspian Sea and from the east side in the Western Turkestan. Uygur and karluk people have taken places at the east of Turkestan, Kypchaks at the north of Turkestan. At the XI century the ethno-geographical parameters have extended to the Eastern Europe and the Asia Minor, and to the X-XI centuries the process of definition of geographical borders of Turkic ethnos comes to the end. The generated Moslem doctrine have been incorporated in the syncretic form with the national colour and perceived as the Turkic-ethnic thinking. The concepts and the gnoseological representations existing before the Moslem period were forgotten. As a result of it, the basic propagation of Islamic ideas passes from Arabs to Turkic.

Działalność Rady Ministrów Wspólnot Europejskich w dziedzinie kultury w latach 80. XX w.

The European integration processes have had over the years many shapes, faces and, masks. European politicians noticed, as late as at the turn of 70s and 80s of 20th century that culture can significantly influence the social life, economy, as well as international relations. At that time, however, they did not formulate any proposals of specific activity which could have lifted culture to supranational position, and the culture remained in the realm of national policies. In the early 80s, Ministers of Culture of the European countries, dissatisfied with cultural policy of the European Community, or rather lack of it, informally established intergovernmental Council of the Ministers. The council was announcing resolutions and recommendations for the European Commission, European Parliament, and European Council. The objective of this paper is analysis of the pioneering role of Ministers of Culture in integration processes at culture level. The research reveals that the intellectual and political work and influence of Ministers played a pivotal role in formulating the first paradigm of the Community’s cultural policy. They were also instrumental in creating first programmes directed to culture and cultural operators in Europe.
