This paper studies the efficiency of tertiary education expenditure by a comparison between EU Member States in Central and Eastern Europe with respect to the effects related to the quality of education obtained through the application of the Data Envelopment Analysis (DEA) method. The paper introduces a new approach to measuring the outputs of tertiary education expenditure related to realization on the labour market and welfare. The results of the study show that, among seven CEE countries, EU member states, only in Romania efficiency of tertiary education expenditure is observed, while Bulgaria shows the largest deviation from the efficiency frontier.

The article clarifies the concept of 'new media', not in their new forms. The newness lies in the opportunity to use and expand the functions of the 'old' media through innovative technologies. The educational effects of the application of interactive media are presented. The means of communication related to social media (emails, forums, blogs, podcasts, web or internet telephony, chats, virtual classrooms) are reviewed.

This article discusses the competitiveness beyond its economic nature, infl uenced by the concept of sustainable development, and expanded to the issues of environmental in the centre, it is a crucial objective for the economies, reinforced by the common European challenges and context of development. In this sense, the study‘s purpose is to analyse the development of Bulgaria through several key factors of infl uence in the three directions. Based on them, specifi c recommendations are proposed to achieve sustainable competitiveness primarily through the achievement of high added value by stimulating intellectual capacity and increasing management effi ciency. Further, it is open a discussion about a new stage in the development of the competitive race, marked by „shared“ (cooperative, solidarity) competitiveness.

The paper presents an assessment of the opportunities for the Bulgarian economy and the Bulgarian business to move towards sustainable development under the concept of corporate social responsibility. On the part of CSR supporters, the concept in question is not just a channel for a transition to sustainability; they identify it with sustainable development. This paper is not intended to deny the concept of CSR, but to specify the limitations to CSR on the road to sustainability, on the one hand, and the defi cits related to CSR adoption in business management practice in Bulgaria. Based on a theoretical analysis within the system approach, the relationship between the two is interpreted: the concept of CSR and the concept of sustainable development. The main challenges to the process of CSR transformation into a means of transition to sustainability have been identifi ed. Results from a representative empirical study by other authors on CSR issues are also commented on.

The rationale for investment and fi nancial decisions for business development in the real sector of the economy at risk is based on the development of their theoretical foundations. Particular attention is paid to the peculiarities of the business risk assessment in the real economy compared to the risk in the fi nancial sphere. To this end, we analyze the risk factors in different sectors of the economy that determine the opportunities for diversion of future business outcomes and also the specifi city of the main risk management methods. In this respect, key risk measures for the different activities and the theoretical criteria for assessing the risk decisions used in the decision-making process in the fi nancial markets take the cornerstone.

The report examines the peculiarities of the behavior of transnational corporations in the context of globalization and continual changes in international corporate relations. The differences between traditional and non-traditional projects, as well as changes in the types, forms, dynamics and structure of the corporate model are analyzed in detail. The focus is on the specifi cs of managing non-traditional corporate projects and anti-crisis management tools. The conclusion is that the most effective organizational form for fi nancing and managing anti-crisis projects is through the creation of an investment structure such as corporate deposit funds.

Badatelský zájem o polský jazyk, literaturu, dějiny a kulturu má v českém vědeckém prostředí dlouhou a bohatou tradici. Jeho počátky sahají do období českého národního obrození a jsou spjaty především se snahou o hlubší poznávání slovanského světa. Ten byl v této době vnímán jako blízký a přirozený kontext, v němž se utváří a rozvíjí také vlastní český národní život. Motivace tehdejších badatelů vycházela zejména z myšlenky slovanské vzájemnosti, která vyplývala ze složitého politického a národnostního postavení slovanských národů v rámci habsburské monarchie.68 Ve slovanském kontextu byla v centru pozornosti tehdejších českých intelektuálních elit především problematika ruská a polská, jež se stala spolu s národní filologií základem celé české slavistiky. Pro další vývoj českých slavistických, resp. polonistických studií byla významná skutečnost, že prvotní buditelsky a emotivně založené slovanofilství postupně získávalo kritický a vědecký charakter. Navíc ustupovalo pojetí Slovanů jako víceméně jednotného národa o několika kmenech a nářečích a začalo se prosazovat vnímání slovanského světa jako souboru svébytných a rozdílných národních kultur. Důsledkem změny paradigmatu byl také proces diferenciace a profilace slavistických bádání.

No social issue has attracted as much attention as homosexuality did. In Romania, scientific research on attitudes towards gay men and lesbian women is still poor.This paper summarizes the main findings of an exploratory study that aimed to determine the social representation of homosexuality among 375 Romanian university students. The participants completed a standardized task based on free association technique. The responses were analyzed lexically and semantically to differentiate the associations from a qualitative perspective. The structural approach was based on prototypical analysis.The results highlighted four dimensions of the social representation Romanian students have about homosexuality: a) a common representation (e.g., a different sexual orientation, boys/men, attraction between two persons of the same sex); b) a dimension related to desirable values of human existence (e.g., love); c) a pathological dimension (e.g., mental illness, abnormality/deviation); d) a religious dimension (e.g.,sin).

This paper reflects the theoretical and practical ideas following the role of the symbol in visual communication and comprehension the transmitted message. The aim is assimilation of essential knowledge needed in the process of visual communication of architecture students in higher education institutions. The paper provides a clearer picture regarding the perception of visual language, comparing the cultural universe of the sign. The semiotic system, the signs and symbols that are conveyed over time are thoroughly analyzed. We propose to show how the theoretical positions are applied to the material of different visual forms, especially architectural.

Koliko se poznajemo je istraživački projekt koji je realiziran u okviru Odjeljenja društvenih nauka Akademije nauka i umjetnosti Bosne i Hercegovine. Ovaj istraživački projekt je sociološko istraživanje međusobnog poznavanja studenata katolika, pravoslavnih i muslimana u BiH kao preduvjet za dijalog i izgradnju kulture mira. Rat vođen u Bosni i Hercegovini (1991—1995) u nekim periodima poprimio je i religijsko/konfesionalne karakteristike. Dovelo je to do još veće međusobne udaljenosti između katolika, pravoslavnih i muslimana (a u popisu 1991. godine 96,6 % stanovništva se tako samoidentificiralo).

In the last two decades (2001–2018), there has been a more intensive development of historiography in the area of Tuzla Canton. This was especially contributed by the Department of History of the Faculty of Philosophy, University of Tuzla, but also by other institutions, as well as individuals. Department of History since its founding in 1993/1994. made a significant contribution to the development of historiography, and especially to the study of the history of Tuzla and the region. Historiography relating to Tuzla surrounding region has undergone some transformation in this period, in the sense that a significant step towards a more systematic study of the past of Tuzla and its region has been made. This applies especially to modern period. Topics from these periods have attracted the attention of a significant number of historians as well as researchers in other scientific fields. Therefore, we considered it important to indicate in this paper what has been studied and what has been written, what is the relation between historiography and other scientific disciplines, and what has been achieved in the study of the past of Tuzla and the region. During the period (2000–2018), dozens of historiographical and other works related to this area were written and published. They were published in the form of information-factorial reconstructions, reviews, monographs, syntheses, as well as numerous articles, discussions and contributions with various topics related to events, processes and phenomena from the mentioned periods of Tuzla’s past. These are works of unequal scientific reach. Some represent an important step towards more relevant illumination of the past of Tuzla and the region, while others are scarce with valid data on the same, and especially the methodological approach, to the issues addressed. Interpretations and evaluations in some historiographical works have been drawn from the rich treasury of archives, which is presented for the first time to the scientific public, while other works are the result of the analysis of sources of political, economic, statistical and normative character that were already published.

As an important turn in studying the area of northeastern Bosnia in our historical science we can characterize the doctoral thesis and later monograph “Tuzla and its surrounding in the XVI century”, which is still a pattern of monographic processing of a region in our science. In the late seventies and eighties, at last, it moves away from scientific framework that established by Ć. Truhelka and H. Kreševljaković. Consequently, in the study of the medieval history of the area of northeastern Bosnia several researchers have emerged like: A. Benković, M. Baum, Đ. Basler, B. Nilević, P. Živković, and Pavao Anđelić – which left the largest mark. The interdisciplinarity of research is present through ethnological processing of this area in the works of Milenko Filipović and Salih Kulenović. Should be noted that until aggression against Bosnia and Herzegovina in 1992, the most important event was launching of Članci i građa magazine by Museum in Tuzla (in 1958). Though, one moment leaves a large mark on the study of local historiography. That is a monographic treatment of particular areas in the Liberation War in socialist revolution. These projects opened the door to a local historiography. The poor scientific treatment of the area of northeastern Bosnia recognized by Academy of Science and Arts of Bosnia and Herzegovina four decades ago in the program DC XIII 2 (from 1986). However, at the time of the aggression against Bosnia and Herzegovina two projects of particular importance for the further development of historiography in the area northeastern Bosnia were created. Certainly, the opening of the Department of History and Geography, or History, at the Faculty of Philosophy of the University in Tuzla must have a leading role. Thus, in their works A. Kožar, B. Omerčević, S. Hadžić, S. Selimović, D. Bećirović, I. Šabotić and A. Jahić often refer to the subject matter of the specified area. The second project is magazine Gračanički glasnik where the initial duo O. Hamzić and R. Djedović, and later E. Šaković, have been printing, in double, for over two decades. In the initiative – publishing part we mustn’t forget the Archive of the Tuzla Canton and the Institute for the Protection and Use of Cultural and Historical Heritage of the Tuzla Canton, which bring together numerous researchers of the history of this area.

Aktualna globalna pozicija Bosne i Hercegovine potvrđuje nalaz prethodnih istraživanja da u našoj državi ne postoji jedinstven ili barem harmonizovan i efikasan inovacioni sistem, primjeren potrebama razvoja društva i ekonomije znanja. Prvi koraci u utvrđivanju razloga ovakvog stanja su SWOT analize položaja i uloge inovacionog sistema u okviru opšteg strateškog planiranja i sektorskog planiranja istraživanja i transfera tehnologije. Najvažniji rezultati dobiveni iz tih matrica su diskutovani u radu. Oni su potom uspoređeni sa rezultatima naših najnovijih istraživanja. Prvi rezultat je sažeta SWOT matrica inovacionog sistema. Rezultate razrade pojedinih faktora smo prikazali u detaljnoj SWOT matrici zasnovanoj na elementima snage. I ova matrica je pokazala da je ujednačeno i stabilizirano visoko obrazovanje najvažniji element snage inovacionog sistema. Zbog toga su obilježja univerziteta kao subjekta inovacionog sistema posebno razmotrena.

The current global position of Bosnia and Herzegovina confirms the findings of previous research that in our country there is no single or at least harmonized and efficient innovation system, appropriate to the needs of the development of knowledge society and the knowledge economy. The first steps in determining the reasons for this situation are SWOT analyses of the position and role of the innovation system within the general strategic and sectorial research and technology transfer planning. The paper discusses the most important results of matrices obtained and compares them with the findings of our latest research. The first result is a concise SWOT matrix of the innovation system. The results of the elaboration of individual factors we present in a detailed SWOT matrix based on elements of strength. This matrix also showed that uniform and stabilized higher education is the most important element of the strength of the innovation system. Therefore, the paper specifically discusses characteristics of universities as subjects of the innovation system.
