Przyczynek do analizy przejrzystości i skali outsourcingu politycznego w Polsce

RESEARCH OBJECTIVE: The main research objective of this publication is to present the transparency and scale of the political outsourcing phenomenon in Poland in the years 2007–2019. THE RESEARCH PROBLEM AND METHODS: The key problem raised in the article is the external advisory activity that supports ideologically, pro grammatically and medially political parties in the course of their current activities. In the theoretical part was used method of critical analysis of the literature. In the empirical part was analyzed available data on the website of the State Electoral Commission THE PROCESS OF ARGUMENTATION: The reasoning will be based on the presentation of definition of political outsourcing and the criterion of its ethical evaluation. Then an attempt will be focused to answer the question whether political outsourcing is transparent in Poland. Finally will be presented the expenses of Polish political parties on outsourcing activities in the years 2007–2019 RESEARCH RESULTS: The analysis has shown that consulting activity for polish political parties is conducted in not transparent conditions for a statistical voter and a researchers of this phenomenon. Generally available data contain limited information on the practical identification of entities providing this kind of activity. Simultaneously the scale of this phenomenon proved by the empirical studies was so wide that it requires further detailed research. The article is intended to be a contribution to intensify the discussion on the methods and purposes of spending parties subsidies on outsourcing services. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The conclusions contained in the article, both from the theoretical perspective and on the basis of empirical research, may be useful in the interdisciplinary discussion on the way of spending budget funds allocated to subsidize the activities of political parties in Poland. In conclusion, the authors signal the need to establish a comprehensive system of public information flow. Statistical voter-taxpayers should be able to verify the entities providing consulting services to political parties and the scope of their contracts.

Polarized disinformation. The coverage of US presidential election by Polish TV

RESEARCH OBJECTIVE: Analysis of how the 2020 US presidential election was covered and framed by Polish television news programs, and whether the polarization of media and politics in Poland was reflected in the studied content, influencing its bias. THE RESEARCH PROBLEM AND METHODS: The analysis of the cover age of the US presidential campaign by three nationwide TV news programs – TVN, TVP and Polsat by using content analysis with elements of framing analysis and comparative analysis. THE PROCESS OF ARGUMENTATION: The article consists of four parts: the first explains the methodology of the study, the second discusses how presidential elections are covered and framed and what influences the national media being interested in covering foreign events. The third part presents the results of the study, and the last contains the discussion and conclusions. RESEARCH RESULTS: The coverage was dichotomous and there was a correlation between the political affiliation of the media and their choice of framing. The media used a combination of game, strategy and conflict framing that highlighted differences between Trump and Biden in terms of the election results and their personal attributes. We found that the electoral rivalry was portrayed as a conflict between the candidates and that the Polish media constructed “enemy” images of candidates and voters depending on their political sympathies. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The polarization of media and politics in Poland was reflected in the coverage of the US election. The broadcasters placed Polish political conflicts in the context of the US campaign. It shows that foreign events may be covered by national media through the prism of political bias.

RHETORICAL ARGUMENTATION AS A PUBLIC ACTION: THE CASE OF VOLODYMYR ZELENSKYY’S PRESIDENTIAL RHETORIC

The article examines speeches delivered by Volodymyr Zelenskyy and focuses on analysis of rhetorical strategies implemented by the current Ukrainian President in the aftermath of Russia’s full-scale military invasion of Ukraine. The authors drew attention to the usage of political correctness and political incorrectness as tools of rhetorical argumentation identified in speeches of Ukrainian President. To illuminate this area, they made an attempt to assess the efficiency of Volodymyr Zelenskyy’s „going public” strategy in terms of the rhetoric efficiency in order to state and promote official position of Ukrainian authorities on the international arena.

The aim of this article is to present various grammatical forms of expressions to persons in texts being part of contemporary political discourse, and to analyse them in the light of current morphological standard included in new edition of „Ukrainskyi pravopys” of 2019, as well as to compare them with morphological standards specified in previous edition of „Ukrainskyi pravopys” of 1993. Normative grammatical forms of expressions to persons are of particular interest. Changes in use of the vocative included in new „Ukrainskyi pravopys” are characterized, and also their application in contemporary Ukrainian political discourse. Main deviations from the standard in creation of forms of expressions to persons are listed and described. The reasons of ignoring by Ukrainian politicians one of prescriptive morphological standards of contemporary Ukrainian literary language, i.e. using of vocative in expressions to persons, are uncovered.

The aim of this article is to reconstruct the basic assumptions of Anatol Rapoport’s (1911–2007) general systems theory. An in-depth study of his works and the unique materials collected in the archives of the University of Toronto served to achieve the goal. Additionally, the archival search made it possible to supplement his biography with previously unexplored information. The analysis proved that A. Rapoport highlighted two important themes that find application potential in contemporary political systems research. These are semantics and the network structure of the system.

The article notes that in the public consciousness and state propaganda, the image of the enemy was not clearly defined, which led to a blurred perception of external danger. The political leadership of the USSR understood that it was necessary to turn the thinking of the Soviet people, i. e. the need has ripened for the birth of a new image of the enemy, which should be different from what was formed in previous wars. The old propaganda dogmas about the international solidarity of workers and peasants have been shattered against harsh reality. The propagandists of the USSR at the beginning of the war did not need a special search for documentary evidence of the atrocities committed by the invaders. Until the end of the counter-offensive near Moscow on December 5, 1941 — January 7, 1942, bewilderment and fear were frequent in the minds of Soviet soldiers. The mobilized soldiers who were at the front for the first time had no idea about the enemy. The enemy, who conquered many states of Europe, and approached the walls of the capital, was perceived as a machine that could not be stopped. In 1942, Soviet agitators entered with numerous photographic materials and film documents, in which there was evidence of reprisals against children, women, and the elderly. The negative characterization of the enemy was expressed in the epithet — “animals”, the Soviet people learned to hate the enemy.

This study aimed to evaluate citizen satisfaction with e-Government (eGov) services in Turkey amid the COVID-19 pandemic and identify the key factors influencing satisfaction levels. Data were collected from a random sample of 396 citizens residing in Usak, Turkey, who utilized eGov services throughout the crisis. Factor analysis and multiple linear regression methods were employed to examine the gathered data. The results revealed that the performance of eGov services and citizens' trust in the government were significant predictors of satisfaction with eGov services in the context of a pandemic. These findings offer valuable insights into enhancing eGov implementation in Turkey and suggest potentially beneficial strategies for nations with similar eGov infrastructures and socio-economic development. The broader implications of these findings for both practical applications and future research are subsequently explored in this study.

Функціювання української мови набуває особливого значення в умовах повномасштабної російсько-української війни. Мова – це важливий складник національної ідентичності, потужний продуктивний засіб, завдяки якому утверджується народ, збагачується національна культура. Мета статті – описати та систематизувати інноваційні процеси в сучасній національній лексичній системі української мови, що розвивається під час російсько-української війни. У статті представлено нові ресурси мовомислення – неологізми й оказіоналізми, що вербалізують нинішні події воєнного часу в Україні і нагадують про тісний зв’язок історії та мови. Зроблено екскурс лінгвістичних напрацювань про мову як зброю; обґрунтовано необхідність нової номінації; розглянуто приклади й визначено основні функції неолексем; відзначено емоційно-експресивний складник у такому словотворенні; закцентовано увагу на активному функціонуванні неологізмів у мові; окреслено перспективи вивчення неологізмів на тлі сучасних подій в українському суспільстві та світі. Методи дослідження. Для наукової інтерпретації фактичного матеріалу послуговуємося такими загальнонауковими методами, як спостереження й аналіз мовного матеріалу. Використовуємо описовий метод, прийоми компонентного і лінгвостилістичного аналізів. Висновки. Фактичний матеріал статті засвідчує, що слово є особливою зброєю на мовному фронті. Утворення й активне функціонування нових лексичних одиниць у воєнному дискурсі – це своєрідне віддзеркалення подій сучасності; яскравий вияв словникового багатства української мови і високий інтелектуальний потенціал українського народу; засвідчення динамічності, безперервності й унікальності мови як живого організму.

During the 1980s of 20th century, socialist Yugoslavia faced various social problems, which disintegrated the fragile tissue of Tito's state- political legacy. In the early 1990s, when the unstoppable phase of dissolution of this country began, national-chauvinist quasi-elites surfaced, with the aim of realizing their great-nation ambitions in a period of general unrest. Although in this whirlwind of social events the possibility of military intervention by the JNA was used as an indispensable threat factor, the behind-the-scenes political agreements of republican leaders were often much more effective in achieving certain goals. Sometimes conducted in public, and sometimes secretly, such negotiations violated the authority of state bodies and made their existence meaningless. In this context, one can certainly observe the most famous separate negotiations from the beginning of the 1990s on the territory of the disintegrating Yugoslavia, conducted between Slobodan Milosevic and Franjo Tudjman. Although due to the lack of transcripts we have no insight into the details of these talks, many close associates of the Serbian and Croatian presidents, as well as participants in various political sessions, clearly indicate the presence o f a high degree of mutual agreement on the division of Bosnia and Herzegovina. However, today, three decades after Karadjordjev and Tikves, there is a reasonable suspicion that it was just a double political game of Slobodan Milosevic, who entered into such talks with Croatian President Franjo Tudjman, not to divide Bosnia and Herzegovina with him but to confront him with the Bosniaks and thus weaken the front against Serbian hegemony in Yugoslavia. In this paper, the author sought to shed light on these events through statements by Tudjman and Milosevic, and addresses by their close associates and participants in numerous political talks, and thus help to take a more relevant view of Bosnia and Herzegovina's positioning in Serbian and Croatian politics in the early 1990s. year of the 20th century.

The article discusses Borut Pahor’s political career from his first steps when entering the Communist Party to the moment he prematurely ended his mandate as the prime minister of the Republic of Slovenia. By studying a wide range of media reporting, from online articles and interviews to appearances in entertainment shows, the author discerns certain constants in Pahor’s political engagements that put him, as an individual, in a unique as well as outstanding position in the otherwise rather polarised Slovenian political landscape. Due to his proverbial differentness or exactly because of it, his efforts to bring together both opposing political camps, as noted by the author, have been fairly unsuccessful but still appealing to the majority of the public, as demonstrated by numerous public opinion polls in the last two decades as well as the fact that he is the most “trophy- -winning” politician in the history of the Republic of Slovenia.

Percepcja Organizacji Jedności Afrykańskiej w świetle zachowanych dokumentów Departamentu V i Departamentu II MSZ PRL z lat 1963–1989

The aim of the article is to analyse documents concerning the Organisation of African Unity that were created in Department V and Department II of the Ministry of Foreign Affairs of the Polish People’s Republic in the years 1963–1989. Polish diplomats, since the creation of the OAU, were monitoring the organization’s activities in the context of changes taking place on the African continent. The 1960s and 1970s were a period of hope for the intensive development of African integration and relations between the newly established states and socialist countries. Poland, like other socialist countries, with the USSR at the forefront, perceived Africa as an area of a two-bloc rivalry with Western countries. The interest of Polish diplomats in the OAU and Africa decreased significantly in the 1980s due to the political and economic crisis in Poland and the socio-economic problems on the African continent.

Фразеологизмы публицистического дискурса как маркер национально-культурной специфики

The paper deals with the phraseological units of the political media discourse in terms of reflecting the national and cultural specifics. As the subject of the study, the phraseological units of English and Russian journalistic discourse with similar semantics that grab the headlines and fill the front pages of the newspapers are chosen. The analysis showed that an English idiom assumes an active position of the subject and has predominantly positive connotation, and a Russian idiom on the front pages of the newspapers assumes a passive position of the subject and is often used for discrediting. On that basis, a conclusion regarding the national-cultural specifics of the relationship «subject – media» is drawn. English idioms reflect the concept of the modern Western world, according to which publicity (popularity) created by the media is the key to success. Russian phraseology is based on the long-established Orthodox tradition of condemning worldly glory and pride. The paper suggests that in connection with the changes in modern Russian society under the influence of the West, the calques of English phraseology can be found in the Russian journalistic discourse.

The paper examines the reflection in the phraseology of current political events and processes, such as hacker attacks of Russia and their influence on the result of the US presidential election. The analysis of phraseological neologisms that have arisen in the English and Russian languages as a reaction to these events has shown that the main source for similar expressions are politicians’ statements, which, through the media and social networks have become widely known and fixed in language. In connection with the transition of the media in an electronic form the neogenic potential of modern media discourse increases much. It concluded on this basis that modern journalism is one of the main areas of new fixed expressions emergence and intense replenishment of phraseological store.

Mnoho studií spatřuje v internetu nadějný potenciál, jenž může být využit ve prospěch participační demokracie, politické komunikace a rozvinutí principu kritické veřejnosti – první pokusy s využitím internetu při volbách či referendech byly učiněny ve Spojených státech, Švýcarsku či Estonsku – ale také ve prospěch sociálního a kulturního rozvoje (Clift 2003; Ester – Vinken 2003; Lévy 2000).

Their power is amplified particularly in connection with the researches of public opinion, influencing the voters’ decisions. VIDEOPOLITIČKI OBRAT SVIJETA: IMA LI JOŠ ALTERNATIVE POPULIZMU?

Još 1989. godine znameniti talijanski politolog Giovanni Sartori prateći karijeru novih tipova karizmatskih političara u svijetu, a među njima su ključne uloge imali Ross Perot u SAD-u, Silvio Berlusconi u Italiji, Stanislaw Tyminski u Poljskoj, Fernando Collor u Brazilu i Bernard Tapie u Francuskoj, skovao je izraz videopolitika. Njime je nakanio usmjeriti pozornost na spoj poduzetničkoga menađera i medijskoga zabavljača koji se pojavljuje u svakodnevnoj političkoj borbi za naklonost publike odnosno glasača u liberalno-demokratskim poretcima. Ne slučajno, 1989. godina bila je svjetsko-povijesna prekretnica po svim značajkama. Rušenje Berlinskoga zida kao simbolički kraj ideologije komunizma u istočnoj Europi i ulazak u doba globalizacije kao trijade neoliberalizma u ekonomiji, politici i kulturi bio je istodobno i početak vladavine tehnosfere ili kibernetičke mreže događaja kojim se svi procesi životne interakcije između sustava i okoline svode na ubrzavanje protoka informacija. Otuda slijedi nužnost onoga što je Jean Baudrillard nazvao ekstazom komunikacije. (Baudrillard, 1988, Paić, 2020, 2022a). Nema dvojbe da je videopolitika danas u potpunosti zavladala onim što je još preostalo od tradicionalnoga pojma društva. Društvene mreže postale su mnogo više od dodatnog prostora za pojačavanje intenziteta političke artikulacije temeljnih ideja o načinu vladanja državom i preoblikovanjem društva. Njihova je nezamjenljivost u stvaranju novoga diskursa i dijaloga brze razmjene stavova uvjet mogućnosti nove vizualne kulture. U međuvremenu je spomenuti Sartorijev pojam proširen u sferi društvenih i humanističkih znanosti i to na taj način da uglavnom francuski politolozi za nove političke aktere složenih procesa u kojima se zbiva demokratski život razvijenih i nerazvijenih država i društava koriste izraz telepopulizam. Time dovode do krajnjih granica ono psihopolitičko i ideologijsko kad je riječ o suvremenim tendencijama u politici uopće.1 (Taguieff, 1997: 18, Paić, 2022b)

The principles of intra- and intergenerational justice, which are intended to ensure the development not only of the present but also of future generations, are the basis of the new development paradigm. Formulated in such an overall way, the new paradigm of development in various fields of science is explained, interpreted and realized. In the current academic literature, the new paradigm of development is embodied by the idea of sustainable development, which is equated with ecological development, integrated development, and others. Both sustainable and integrated thinking in the context of the new development paradigm is an important part of the development strategies of international organizations, states, and local governments at the regional level. The issue of sustainable and integrated development seems particularly relevant at the level of local governments which are responsible for the implementation of socially relevant tasks, while having at their disposal much more limited resources and legal instruments compared to the state. Spatial policy, which must combine the current needs of municipalities with securing the prospects of their development in the future, seems to be particularly important in this context. The aim of the article is to analyze and evaluate the implementation of the sustainable and integrated development policy at the level of local governments, based on the strategies of entities at various levels of local government, on the example of the Silesian Voivodeship and the Metropolis GZM.

The paper analyses whether TV debates after 2012 elections enhanced political dialogue and offered a credible platform for equal political treatment of political parties in the context of an unequal political competition and biased media (towards the ruling party). The subject of the paper is a detailed analysis of 22 ‘Word on Word’ election debates in terms of their issue framework, equality of participants, influence (through a case study of the 2022 election), the difference between parliamentary and presidential debates and the role of debates in the wider media environment. The author examines whether the debates encouraged changes in the media environment and whether they led to the improvement of media environment. Specifically, the purpose was to determine whether these debates could provide a credible platform for political dialogue or whether they are a democratic `façade`, as described by a part of the critically oriented public. The analysis takes into account the context that the opposition exists and that there are no systematic obstructions to its work and participation in the elections. On the other hand, the dominance of the ruling parties in terms of resources and the ability to influence the disintegrating processes in the opposition has led to unequal treatment and unfair political competition.

To solve these problems, the authorspropose ways to improve the digitalization processes in public authorities in Ukraine.The results of the study may be useful for authorities seeking to optimize their work andimprove efficiency through digital technologies.
