The purpose of this paper is to examine the way in which the experience of the Holocaust can be represented, embodied and even relived in or through music. The category of experience thus serves as a main methodological tool in this survey, helping to reconstitute the process of expressing it through music, specifically in Arnold Schoenberg’s A Survivor from Warsaw Op. 46. A related point to consider is the composer’s engagement in the fight for human rights just before the World War II, a fact that is not yet widely recognized. A brief overview of Schoenberg’s religious, social, and political environment is followed by the history of the Survivor’s… origins, analysis of its literary text, and, finally, interpretation. While discussing the ethical limits of the Holocaust representation, the opinions of Theodor W. Adorno, Ernst van Alphen, Berel Lang, and Giorgio Agamben are consulted.

The debates about the relation between the national and European identity have recently gained a new impetus as a result of the growing national populism within the EU. In this regard, the article aims at elaborating the points of resemblance and dissonance between the identity-patterns of the two collective identities construction. In addition, it raises the question about the relation between national and European identity – do they compete with each other or they are parts of a bigger postmodern identity mosaic? In the first part of the research the main structural elements taking part in the National identity construction are discussed making a parallel with the European identity composition. In the second part of the text a more detailed analyses on the ethnic and civic model of identity construction is offered revealing two levels at which European identity is being created. Given that the majority of the academic work on the topic is more statistically or case orientated the article might be of interest due its fundamental approach.

SEASONAL WORKERS BEFORE THE COVID-19 ERA: ANALYSIS OF THE LEGISLATION WITHIN THE CONTEXT OF EASTERN EUROPE

This paper analyzes the phenomenon of the seasonal workers in Europe before the Covid-19 pandemic and discusses the legislation for intermediation job intermediation agencies in several East European countries such as Bulgaria, Romania and Poland. Additionally we discuss the typical patterns for seasonal migration in European context. We also analyze the situation of seasonal workers in Scandinavia (the berry picking activity in Sweden), in Spain (the orange picking in the Mediterranean regions) as well as the Ukrainian seasonal workers in some of the Visegrad-4 countries (Poland, Czech Republic and Slovakia). Finally, we briefly discuss some novel approaches which might be used as regulation mechanisms.

It is said that Data and Information are the new oil. One, who handles the data, handles the emerging future of the global economy. Complex algorithms and intelligence-based filter programs are utilized to manage, store, handle, and maneuver vast amounts of data for the fulfillment of specific purposes. This paper seeks to find the bridge between artificial intelligence and its impact on international policy implementation in the light of geopolitical influence, the global economy, and the future of labor markets. We hypothesize that the distortion in the labor markets caused by artificial intelligence can be mitigated by a collaborative international foreign policy on the deployment of AI in the industrial circles. We, in this paper, then proceed to propose a disposition forth essentials of AI-based foreign policy and implementation, while asking questions such as: could AI become the real ‘invisible hand’ discussed by economists?

A democracy is built on free and fair elections. India is one of the world's most populous democratic countries. In 2018, the Indian government launched a new electoral bonds scheme to fund elections. Electoral bonds influence election funding and make it easier for corporate entities to conceal political donations by concealing the bond’s buyer and beneficiary details. The new electoral bonds scheme lures companies and facilitates money laundering. The present article critically evaluates the electoral bonds scheme by analyzing the various acts and statutes. However, the Indian judiciary evaded its role as guardian of the constitution and final interpreter of the constitution by not deciding the cases pending in court. The scheme provides an unfair advantage to the ruling party. Anonymity and secrecy harm accountability in a democracy. The new election funding scheme undermines transparency and fair elections. This new election funding scheme has exacerbated the situation in Indian democracy. This new mechanism of election funding keeps voters in the dark about whether the governing party favors corporate donations.

Everyone is born equal and expects to be treated similarly before the law in cases involving criminal activity and other obligations. It is problematic to have some people immune to legal consequences because they enjoyed special treatment in the eyes of the legislation meant to protect them. The issue we must bring up is crucial, as there is always the need to conduct a thorough investigation into the commission of crimes to secure justice. However, the tendency is that as far as immunity is on the individual concerned, this would frustrate the prosecution process. In this vein, it was proposed that this study investigate how immunity relates to today’s state of the law. We will look at an analytical approach to determine if immunity’s status has changed due to the rise of modern legal science. The paper overviews the legal framework adopted in Ukraine concerning immunity given to certain public servants.

Nieposłuszeństwo obywatelskie w Europie w okresie pandemii COVID-19

The purpose of this text is to take up an analysis of forms of civil disobedience, occurred during the pandemic in Europe. Referring to works of such authors as H. Arendt,J. Habermas, J. Rawls we argue that civil disobedience, more or less contextual and varying, depending on the phase of the pandemic and on the country, has lead to the crisis of representative democracy and to the crisis of the art of governing (in technical and strictly legal terms) of the expert type. In the same time, civil disobedience has been a manifestation of the vitality of a democratic life. Disobedience can be seen as a sovereign political act – a consequence of a conviction that trust agreement between the ruling and the governed has been broken. Thus the disobedience aims at fixing it. In this sense, the civil disobedience became the collective reflective moment of democratic life in the meaning of U. Beck (2001).

Neo-authoritarianism is not inevitable yet, but the outposts of a political regime of this kind are being implanted by the ruling coalition.

THE REGIONAL DIMENSION OF CORRUPTION RISKS IN THE CZECH REPUBLIC IN THE LIGHT OF DECENTRALIZATION

The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

DIGITAL SOFT POWER DIPLOMACY: THE CASES OF GERMANY, ITALY, AND SPAIN IN THE COUNTRIES OF EASTERN PARTNERSHIP AND CENTRAL ASIA

The main objective of this article was to examine how Germany, Italy and Spain practice digital public diplomacy in Eastern Partnership and Central Asia countries in 2022, i.e., how they promote their countries through their embassies’ Facebook profiles. Three research questions posed by the authors were: 1) Which social networks and applications have embassies of Germany, Italy, and Spain used in the countries of Eastern Partnership and Central Asia to inform and communicate with different audiences?; 2) Which soft power tools were dominantly communicated by the German, Italian, and Spanish embassies on Facebook profiles in countries of Eastern Partnership and Central Asia during 2022 to promote their own countries?; and 3) Are digital diplomacy tools of Germany, Italy, and Spain, that they utilize to promote their own countries and communicate with the public of Eastern Partnership and Central Asia, following their foreign policy focus? The authors have used quantitative content and thematic analysis to answer these questions. The results were presented with the use of descriptive statistics. The authors’ findings indicated that digital diplomacy 2.0 is standard practice for Germany and Italy in Eastern Partnership and Central Asia. Less information was available regarding Spain’s digital diplomacy efforts. The research’s findings further demonstrated that Germany and Italy exhibit greater interest in the Eastern Partnership and Central Asian countries compared to Spain, which was concordant with their foreign policy focuses.

The rational choice institutionalism approach provides insight into political parties’ personal and institutional preferences in determining their strategic and technical-operational decisions. Institutional and personal preferences in political parties have shaped rational choices in selecting regional head candidates. Political party preferences provide rational choices based on the values they believe have shaped political responses to individuals and institutions. This study will examine selecting mayor and deputy mayor candidates in regional head elections. This study maps the preferences of political parties in determining their rational choices. The qualitative research method involves field interviews, online media analysis, and the examination of social media data. The data processing includes content analysis conducted using NVivo 12 Plus software. The study results indicate that political parties as political institutions are very centralized and pragmatic in determining the results of selecting regional head candidates. There are variations in the types of preferences of political parties in the candidates, namely systemic, practical, and normative preferences. Internal regulations support systemic preferences, practical preferences are determined by party procedures, directors, and selection criteria, and normative preferences are based on political parties’ ideology, values, and goals. Normative preferences will only become mainstream in the candidacy of political parties if party ideology strengthens and the candidate selection mechanism is transformed into a democracy-based selection.

The emergence of over-the-top (OTT) services has lately revolutionized the way people consume media content. These services have emerged as a significant disruptor in the media industry in recent years. With the advent of OTT platforms, various concerns have arisen over the censorship and regulation of content on these platforms. Accordingly, this paper has examined the current trends in censorship and regulation of OTT content through the perusal of various legal and regulatory frameworks in the United Kingdom, India, and China. It has probed into cases of censorship and examined various aspects of civil and political liberties. The analysis has revealed a persuasive connection between the degree of freedom of expression and creative freedom dispensed in each region. Lastly, the paper has provided recommendations for policymakers and other stakeholders on balancing the need for freedom of expression and access to information with responsible content management and regulation.

The EU-facilitated dialogue between Kosovo and Serbia, from its inception until today, has not realized the anticipated expectations and specified goals. Despite more than a decade of diverse engagement approaches by the involved parties, the situation remained precarious. The disputing parties persisted in their respective demands. Conversely, the facilitator/mediator primarily adhered to abstractly proclaimed declarations concerning integration perspectives rather than formulating instruments, measures, and strategies that could be imperative for a final settlement. The Russian aggression in Ukraine further complicated the dialogue, elevating the significance of geopolitics in the process. This paper aims to offer insights into the Kosovo-Serbia dialogue, emphasizing key factors and circumstances crucial for stability and the EU integration of the Balkans. The Franco-German proposal, recognized as an official EU document, holds particular importance. To achieve the paper’s objectives, the authors employed the methods of legal analysis, teleological analysis, description analysis, logical analysis, and comparative analysis.

This study investigates the significance of science diplomacy at the convergence of politics, diplomacy, and science, emphasizing its heightened relevance in contemporary geopolitics and economic development. The aim was to elucidate the role of science diplomacy in optimizing negotiation outcomes concerning international business contracts by examining students’ perceptions of its impacts in such contexts. A theoretical analysis was initially conducted to identify the main themes shaping our questionnaire by employing a comprehensive research strategy that combines quantitative and qualitative methods. Data collection was carried out through a survey using a five-point Likert scale. The study revealed the students’ positive evaluation of science diplomacy, indicating their recognition and appreciation of its utilization in enhancing negotiation outcomes over international business contracts. While political leadership remains crucial in economic negotiations, our findings underscore the significant impact of science diplomacy in promoting international economic relations and facilitating domestic companies’ access to global markets. This research significantly contributes to our understanding of the multifaceted role of science diplomacy in global knowledge dissemination and problem-solving. It elucidates the importance of science diplomacy in international relations and academia, emphasizing its constructive impact on addressing complex challenges.

This study provided a theoretical framework explaining center-right opposition parties’ evolution in former Eastern Europe. It answered why post-communist center-right parties lacked consistent success and either became marginalized, altered their ideologies, or ceased to exist in the long run. By taking the Democratic Party of Albania as one of the exceptions to the rule and comparing it to the Homeland Union-Lithuanian Christian Democrats, we showed the discrepancy with much of the other center-right parties. We followed a most different systems design, where the dominant center-right party of Albania and the dominant one in Lithuania were compared. Although much different in history, political culture, and institutions, they had similar successful trajectories as dominant center-right parties. We argued that the success of these parties depends upon the durability of party labels as a critical determinant of a party’s success historically, which takes priority over party strategy, mobilization power, social base, and the behavior of the center-right party toward political institutions. Overall, we emphasized party labels as cues of party identification and success.

Russia’s invasion of Ukraine in 2022 triggered a conflict that has transformed international relations through drastic impacts on policymaking, energy politics, and alliances. Such impacts have produced severe multi-dimensional consequences for African countries that have yet to be sufficiently interrogated in the literature. In response to this gap, this paper examined the security implications of the conflict for African countries to offer a comprehensive analysis that considers the intersection of the conflict with contemporary economic, human, social, and political issues confronting Africa. In discourse using a qualitative approach and rooted in a theoretical perspective drawn from the Copenhagen School, the paper underlined the security implications as evident in the areas of food security and governance, buttressing that the proxy conflicts and power struggles associated with this war have exacerbated existing challenges related to food availability and interfered with the consolidation of democracy in Africa. The paper concluded that the war’s multi-dimensional impact potentially compounds political instability vectors. It generates dynamics capable of eroding social cohesion and fomenting social unrest in Africa, meriting its designation as an issue of great concern to African policymakers.

The article tries to shed light on the following three questions: what were the goals of the Jewish Zionist leaders in the conflict with Palestinians? What was the process of breaking out the conflict between Jews and Palestinians? What was the conflict over the years? The answerers come from Jewish Israelis, which I analyze based on the academic literature. The well-defined idea to settle Jews in their old homeland appeared with the emergence of Zionism. It was a revolutionary ideology since Jews left/were expelled from their country about 2000 years ago. But there was one problem that stood as a barrier. There were Palestinians living in the same place, some for centuries, who also began to develop their nationalism. This fact opened an intractable conflict between Jews and Palestinians that had lasted for over a hundred years until present time. The article points out to the most important events and processes that shaped the conflict from escalation to de-e scalation and again to re-escalation.

PRESENT AND FUTURE GEOPOLITICAL ROLE OF RUSSIA IN PUBLIC OPINION AND MEDIA DISCOURSE

The problems of constructing a new national identity and preserving Russia’s influence in the post-Soviet space have become now particularly relevant in the framework of the global confrontation with the West and special military operation in Ukraine. The purpose of the article is to analyze public opinion and political discourse regarding the geopolitical future of Russia in the context of modern conflicts of a regional and international nature.The empirical basis of the article is the results of the sociological monitoring How are you, Russia (1992–2024) and the data of content analysis of mass media during 2014 and 2022. The sociological monitoring survey allowed to study the dynamics of citizens’ perceptions of the geopolitical future of the Russian Federation and to trace the connection of the main trends with the indicators of consolidation of society included in the toolkit. The mass media discourse showed the strengthening of neo-imperial topics and allusions. The preservation of the integrity of the Russian Federation and its sovereignty in the long term does not cause doubts among population, even in the conditions of a crisis and an uncertain future associated with the formation of a multipolar world. Optimistic scenarios are considered, emphasizing the strengthening of Russia’s role in the new world order, and pessimistic ones, reflecting isolation models of development. Russia’s powerful progressive development in the future is associated with arguments and ideologems about Russia’s special path, the uniqueness of Russian civilization, which became one of the main topics in the Russian political discourse.

CHINA VS THE UNITED STATES: STRUGGLE FOR HEGEMONY OR THUCIDYDES’S TRAP

This article discusses the prospect of the transition of the Chinese-American rivalry into an open, all out war. The problem arises from the experience of history – two leading powers eventually refer to war in order to assume their, one of them, strategic and political primacy within the relevant international order of their time. The present situation – after a demise of the international liberal order – of confrontation between the US and China is being compared to the so-called Thucidydes’s trap, which is the reference to the Peloponnesian war. The author is challenging both the comparison and the inevitability of the war between the Big Two, without however totally excluding the possibility of some military demonstrations of their resolve to push for or to defend their global status.
