The subject matter analyzed in the article is "Computer crimes" - Chapter ninth "a" in the Criminal code. These crimes are new to Bulgarian criminal law and were incorporated in the Criminal code with his latest variation. Computer crimes are described in art. 319a-319e. The author made general characteristic of the computer crimes and characteristic of each particular crime, embrace in Chapter ninth "a". The distinction between computer crimes and "document crimes" (art. 308), "robbery" (art. 199), the crime according to art. 216, paragraph 3 and "computer fraud" (art. 212a).

The article focuses on the vital importance of prompt and efficient service of court documents abroad. It pays attention to the national rules of the Civil Procedure Code and to some of the bilateral contracts signed by the Republic of Bulgaria so far. The provisions of the Hague Convention on the Service Abroad of Judicial and Extra-judicial Documents in Civil and Commercial Matters are discussed from the theoretical and the practical point of view. Some reservations made to the application of the Service Convention by the Republic of Bulgaria are criticised and proposals for the development of national law are made.

It is created by contract for creation of an assurance fund and a mandatory registration in the district branch of the National Security Institute. One of the most important aspects of the activity of the European Court of Justice is its interpretative jurisdiction to give preliminary rulings under Article 134 EC (and corresponding provisions of the other Treaties - 150 Euratom and 41 ECSC). The effect of these articles is that any question of Community law in issue before a national court may be authoritatively determined by the Court of Justice if that question is referred to it. The aim of this article is to be reviewed in detail certain aspects, concerning the system for preliminary rulings which comprise the following questions: legal sources and nature of the procedure for preliminary rulings; need for such a system; who can refer and which are the national courts entitled and in some cases obliged to make a reference.
