The current COVID-19 pandemic, as a powerful information weapon, is well on its way, if not already, to take the character of a religion. According to us, it is a false religion, because everything has become very pragmatic and prosaic. If the matter ended like that, it would be a kind of “biblical flood”. It is possible that the “supreme” has decided to exterminate a part of the world’s population by flood, certainly not all, but the question is, why is it so complicated and why does everything take so long. Has any “new” Noah already prepared the raft, and how much space is there on it! The objective question is, for how long, where,and to whom does this “rotten” humanism, which manifests itself in a couple of free “needle”stings, work? State donation!On the other hand, the uncertainty that comes with the time of an increasingly intense digital future produces different interpretations of where we are and what will happen. And while usually only a small number in an organization can clearly recognize a “burning platform”,for others it is, at best, just a little bit of smoke on the horizon.In this paper, given the many unknowns related to the corona crisis, we discuss more than we actually offer solutions on how to start the development spiral of the economies of less developed countries. As can be seen from the title of the paper, our starting position indicates that it is possible, but on a new paradigmatic basis, to trigger the momentum of digital transformation.The initial question is whether there is any hope that these economies, squeezed by the “yoke” of globalization, will turn the accumulated crisis into a real opportunity for their own economic revival that will deliberately, continuously and realistically increase GDP, living and working standards. For now, apparently, we have not predicted that the old Chinese curse “may we live in interesting times” will reach us.

The digital and green transformation, which is developing on global level at different speeds in the first half of 21st century, puts pressure on the Bulgarian port operators to change their innovation policies. This process is also influencing the competitiveness of ports in the context of the Bulgarian economy, which is still catching up with the average EU levels of GDP per capita, which are not members of the Eurozone. The purpose of the present study is to discuss the issue if the digital and green transformation, which is developing both on European and global level, is an accelerator or a limiter of the competitiveness of ports in countries with transition economies.

The draft amendment to the Constitution of the Republic of Bulgaria from 2023 contains numerous proposals that are within the competence of the Grand National Assembly. This conclusion is based on a comparison of the content of proposed changes with the established practice of the Constitutional Court of the Republic of Bulgaria regarding the "form of government" in the sense of Art. 158, item 3 of the operation of the Constitution. It is indisputable that the discussion needs to be changed in the Basic Law and if it is to be entirely political in nature. But in view of the basic constitutional principles - rule of law, people's sovereignty, separation of powers and independence from the judiciary, proclaimed in the Basic Law, the political decisions of this discussion should undoubtedly be in line with them.

The publishing business in Bulgaria is of great importance for the cultural and educational development of the country, but it is also a significant sector of the national economy with considerable social impact. In recent years, it has faced serious challenges and is undergoing a period of transformation driven by the rapid introduction of new technologies and accelerated digital transformation. The digital transformation in the publishing business in Bulgaria is gradually progressing, but the pace of development varies among different publishers. Assessing the extent of its development for the sector as a whole is complicated due to the lack of sufficient statistical data. At the same time, this assessment is necessary not only to compare the development of this business in our country with that in other countries but, most importantly, to identify its weaknesses and the challenges it faces. It is also useful for outlining government policies regarding the publishing sector. In this regard, the aim of this publication is to assess the level of digital transformation achieved in the publishing business in Bulgaria and to draw conclusions about its achievements and weaknesses. These conclusions will be useful for determining the directions for accelerating this process.

The subject of the publication is intellectual property in periodical printing as a segment of the publishing business. Book publishing is often presented as the entire publishing activity. The sector of periodicals is omitted, which forms a huge share of the publishing output and the most circulated one, covering the largest number of authors. The focus of the research is copyright protection in the publishing of newspapers and magazines in Bulgaria and the EU. Media diversity and freedom of speech are core values in the Charter of Rights of the European Union. Publishers of periodicals in the EU are facing new realities - copyrights are violated by Internet giants, platforms, news aggregators, etc., which also applies to the Bulgarian media. The long-term operation and prosperity of the diverse and economically successful magazine and newspaper publishing industry depends on ensuring effective protection of intellectual property. It is important to respect the publisher's right to create an enabling environment for newspapers and magazines, their websites and apps, especially for journalists, photographers, designers, etc., to continue working with high professional standards to provide news, audience analytics and copyright information.

The report presents the general and special principles of the EU law that should be observed when legislation of public procurement by the EU and by the Member States is passed, and those that are directly related to the implementation of such legislation. Related case law of the CJEU is reviewed. Adherence to the stated principles is important, on one hand, for guaranteeing the public interest in the Union and in the Member States, and on the other hand, for the functioning of the internal market and for the competition between the businesses operating in this market. The main role in the mentioned processes is played by the member states, which are obliged to transpose the legislation of the Union, and to ensure its application and enforcement in public procurement procedures, in compliance with the general and special principles established in the EU law.

Impact assessment originated in the USA in the 1970s. Subsequently, almost all countries in the developed world introduced various forms of regulatory impact analysis and assessment. In Bulgaria, impact assessment has been talked about since the beginning of the 21st century. The creation of a legal framework, methodological documentation and administrative capacity begins. Academia and some non-governmental organizations are actively involved in the noble undertaking. Various programs and projects are being implemented. However, during the first 15 years, there were no serious practical results. In 2016, the impact assessment received its (long-awaited) legal regulation. A series of by-laws and methodological documents follows. A certain administrative capacity is being formed. There are decisive steps in the right direction and the results (although still modest) are not long in coming. This scientific report is dedicated to the genesis and development of impact assessment, the current regulation and practical impact assessment in Bulgaria over the last 7 years.

The report aims to analyze some issues regarding the taxation of the profits of local legal entities with corporate tax under CITA as a result of the disposal of company shares and stocks. After analyzing the essence of the corporate tax, some of the main elements of the tax are also analyzed - the object of taxation, the subject of the tax and the rules for determining the amount of the tax liability (tax base and tax rate). The report places a major emphasis on the concept of "profit" in the accounting and tax sense. The specific rules for the formation and taxation of the tax profit resulting from the disposal of certain financial instruments admitted to trading on a regulated market are also specified.
