Is economics a science? On scientific cognition in social sciences, in economics in particular

The article consists of four parts. Part one refers to the theses presented by Z. Czerwiński in the article "Is economics a science?" Parts two and three concern the methods of scientific cognition in social sciences introduced by C. Menger in the dissertation "Untersuchungen über die Methode der Sozialwissenschaften und der Politischen Oekonomie insbesondere". Part two presents Menger’s typology of resource allocation sciences with reference to the division of the phenomena into two classes, i.e. individual and general ones. Part three describes two directions of theoretical research, and indicates their significance in explicating the phenomena occurring in the field of resource allocation processes. The last part contains the summary along with the key conclusions.

Bulgaria has long-standing traditions in the production of honey and bee products, which are a prerequisite for the varied and rich honey-growing vegetation in the Balkans, creating excellent conditions for the growing of bee families. The paper presents the development of beekeeping sector in the country by analyzing statistical data and own survey. On this base are outlined the trends and recommendations for the development of the sector. The purpose of this report is to review the status of beekeeping sector in Bulgaria and analyze the structures in it. On the basis of the analyzed information are proposed general conclusions and recommendations for the future development of the beekeeping sector.

For the conditions in Bulgaria the investment in social entrepreneurship may become a key factor in providing employment and development of entrepreneurial initiatives leading to sustainable rural development. Social entrepreneurship is a paradigm that can be seen as one of the solutions to reduce poverty, migration, depopulation and retention of the working population in rural areas. The research aims to reveal the role and benefits of social entrepreneurship for sustainable rural development through analysis of the factors and barriers to its application. It is important in rural areas to create suitable conditions for building social enterprises with a large scope covering all vulnerable groups of the territory. In this context, the logical connection between the factors of social entrepreneurship is discussed which takes into account the peculiarities of rural areas in Bulgaria in connection with its application. Some of the most important factors, challenges and constraints that have been analyzed are economic, social and institutional. The results show that sustainable rural development can be achieved in solving socially significant problems with the means and approaches of social entrepreneurship and its promotion in rural areas.

Labor resources are one of the most important territorial factors of regional development, in particular rural development. Labor resources are a crucial prerequisite and a condition for deepening the processes of territorial specialization and concentration. The significance of labor resources for achieving high levels of economic growth is conditioned by the perception that labor is the most important demographic condition for economic development, including in rural areas. In this context, the aim of the project is to analyze and assess the population size and dynamics as a primary factor determining the potential of labor resources in rural areas of Bulgaria. To achieve the goal, literary sources, statistics and analysis are used. Key results, conclusions and recommendations are summarized.

During the current EU CAP programming period, the significant institutional and public support for organic production has led to an increase in the base and number of people employed in this specific sub-sector of Bulgarian agriculture. There are necessary investments to transform all traditional production practices and to open up entirely new holdings and they have created a variety of forms of risk that must be managed associated with them.The purpose of this paper is to assess the impact of diversification of organic production on rural development. Organic farming is the sector that most easily perceives new trends in the sustainable rural development process and the ecological approach to agriculture. In addition, it faces a number of social, economic, administrative and environmental problems. The increasing role of organic production within the European Union has led to a thorough study of the problems facing the sector. At the same time, Bulgaria recorded the largest increase of organic farming areas from all countries in the European Union for the period between 2010 and 2016. On the other hand, the tendencies for negative socio-economic development of rural areas, including the lower levels of economic activity, alter the potential of the sector of organic farming in the country. The article aims to show that organic farming is a successful alternative that contributes through its innovativeness and higher added value to the attractiveness of the sector and the engagement of younger producers. The results demonstrate that organic farming could boost rural competitiveness and support the socio-economic development of those areas.

While rural development is closely bound to the social and economic challenges due to the high levels of rural unemployment, out-migration and the growing levels of social exclusion; sustainability of the rural growth is also significantly dependent upon policy commitment to protecting and strengthening their unique natural assets. Their very advantage – water resources, land, biodiversity and ecosystems – are threatened from the inefficient land use, deforestation and the landscape changes, contaminated water resources/ damages from human activity, and urban growth. This present paper tackles two key imperatives – economic stability and sustainable development in rural areas through: analyzing diversification of economic activities, such as the common obstacles and opportunities ranging from institutional policy, the regulatory framework; type and degree of inclusiveness of the business models adopted; type of dependencies and relationships among the value chain components to build a sustainable network of practices on a regional level in order to insure the green growth of rural communities. By doing so we will also identify the driving factors that could advance key intervention points and policy mechanisms; and facilitate the quality level and excellence of the rural stakeholders and institutions to active integration and strong eco-view on rural sustainability.

Many rural areas face significant challenges related to depopulation, limited economic opportunities, poor infrastructure, and so on. The aim of the paper is to analyze the benefits of implementing water projects and their effect on rural areas in economic, social and environmental terms and to outline the possibilities for achieving viability. The first part of the report provides a theoretical overview of the benefits of the implementation of water projects in rural areas. The analytical part of the paper is related to respondents' assessments of: 1) the economic, social and ecological effect of water projects on the territory of the rural municipality; 2) the benefits to the economy and society of the implementation of water projects; 3) the distribution of the benefits from the implemented projects in the economic, ecological and social aspects.

The approach of the European Union to support the green economy and green jobs is continuing in this fiscal period 2014-2020. The development of green economy in rural areas contributes to this, regional policy and policies in the field of employment and the environment to work together for a more efficient use of resources and for the multiplication of positive effect on rural communities. Potential "green" activities, creating employment are the production of solar and wind power generation, biomass production and waste recycling. Large opportunities are also provided by the sectors directly related to ecosystems and biodiversity, such as agriculture, forestry and fisheries. “Green” jobs can benefit from Bulgaria’s unique soil, climate and genetic resources to produce quality food and other organic materials. This report aims to reveal the opportunities for creating green employment in rural areas.

Agriculture is a major driver of environmental externalities. With the aim of decreasing their intensity, different tools and assessment techniques are being developed. The Life cycle assessment (LCA) is a leading approach for evaluation of the environmental impact of various systems. Its application in agriculture has been steadily growing along with the improvement and further development of the underlying LCIA models, impact categories, indicators and factors. The aim of this report is to present the Life cycle assessment approach in the context of agriculture and to examine its applicability in the sector by making an overview of the main phases and impact categories of the approach, as well as the key critical areas relevant to its implementation in agriculture. In conclusion, the main strengths and weaknesses of the agricultural LCA are summarized and recommendations are made with regards to its optimal application in the sector.

In the literature, farm management is defined by the decision-making process of the farm regarding to the distribution and organization of use of the available limited resources in order to achieve its objectives. From this perspective, the management is an activity, which is characterized by distribution of restricted resources, balancing the efficiency and the efficiency of their use; working with and through the organization’s associates to achieve its goals. Through these decisions, the farmers must take into account the changes in the external environment.In the recent years, there are constantly increasing concerns regarding the climate changes and questions such as biodiversity loss, water and soil quality, which shows that agriculture, plays an increasingly important role in the sustainable management of natural resources. That is why, the CAP provides support for farmers for implementing measures that affect their economic achievement and the benefits to society, known in the literature as the CAP greening.

In recent decades environmental pollution and air quality become one of the most serious global problems faced by humanity. There is a relationship to this problem with each one of us with its actions and inactions. With a view to slowing down and reducing pollution rates, the responsible and interested countries introduce measures through environmental laws and policies, including those aimed at improving the quality of atmospheric air.The main aim of the paper is to systematise and analyze the main policies targeted at the environment and the protection of the quality of atmospheric air. The set tasks cover the analysis of the types of environmental policies undertaken at three levels: international, European and national. Оn the basis of the collected information, summarized conclusions are drawn.

The institutional structure of the forestry sector includes the following main elements: institutional entities at national, regional and local level and institutions in the forestry sector, which include: forestry policy, forest legislation, criteria, indicators, certification scheme. It can be seen as a system in which the individual components are in a direct relationship, interdependence and interaction. On this basis, the issue of the correctness and adequacy of the forest management decision-making at the highest level, the need to improve management and to make the necessary changes in the institutional environment. The review of literary sources and analyzes shows that problems related to institutional structure and change have not been fully resolved in both theoretical and practical terms.
