Since the accession of Poland to the European Union, regional authorities have systematically developed strategic documents for regional development. This process is tedious and requires coordination with national documents, EU’s financial planning and Regional Operational Programmes. Development strategies are subjects of environmental consultations which is also the source of conflicts. The purpose of this article is to identify the difficulties which regional authorities were faced in the process of preparing strategies for development of the regions. The article gives the results of surveys carried out among the 16 Marshall’s offices in Poland in two periods of development planning i.e. in 2006, when there were prepared the strategies for the period 2007-2013 and in 2013, when there were works on documents for the period 2014-2020.

This article aims to support the argument that the potential of the creative class as defined by Richard Florida and being a key element of the creative industries sector is an important element for sustainable city development strategy. For the purposes of the study the following research approaches were applied: functional approach, methodology of the functional analysis, comparative analysis, expert approach, benchmarking. These approaches to a greater extent base on research literature, and to a lesser extent on diagnostic testing (assessment of the facts), combining them with the creation of models and patterns. The latter are the basis for the preparation of utility solutions that could serve as practical implications for the process of creation strategy for sustainable development of urban areas.

Problems of sustainable development are reflected in various documents and guidelines of the EU, including the Lisbon strategy. The article will address issues of regional development in relation to the objectives of the Lisbon strategy and the possibility of achieving them. The author analyzes the current stage of implementation of strategic objectives and the ability to achieve the objectives in 2020 in the region of Lower Silesia. Lower Silesia is perceived as a region with a high competitive position in the country. However, the region is diverse internally in terms of development problems and potentials. The Europe 2020 strategy sets priorities to contribute to the competitiveness of EU regions with the assumption that this development will take place in a sustainable way. At the regional level a document which forms the basis of policy is the strategy of development voivodeship. This article aims to identify those aspects of the implementation of strategic objectives in the region that require additional attention of regional and national authorities so that their implementation is as close as possible to achieve the stated objectives. The study used statistical data analysis and strategic documents of the EU and Lower Silesia.

The aim of the study was to determine the relationship between the absorption of EU cohesion policy funds and the level of sustainable development of Polish regions. The size of the EU funds absorption was estimated based on the database of the Ministry of Infrastructure and Development. The level of sustainable development of regions was determined by TOPSIS method using the indicators from Local Data Bank. There is no correlation between both values – Pearson correlation coefficient was only 0.18. There was also no significant correlation between the intervention of individual funds and the areas of sustainable development (with the exception of a moderate relationship between the expenditure of Financial Instrument for Fisheries Guidance and economic governance).

Celem artykułu jest analiza miejsca ekonomii i przedsiębiorczości społecznej w polityce nakierowanej na ograniczanie wykluczenia społecznego w Polsce. W pierwszej części przedstawiono definicje wykluczenia społecznego oraz znaczenie i funkcje ekonomii społecznej w rozwiązywaniu tego problemu. W drugiej części dokonano analizy strategii, programów i przepisów prawa dotyczących wykluczenia społecznego w Polsce. W przekonaniu Autorki przyjęte rozwiązania uwzględniają złożoność problemu wykluczenia społecznego. Ich realizacja jest jednak związana przede wszystkim z wydatkowaniem środków Unii Europejskiej. Kluczowym zadaniem pozostaje więc włączenie ekonomii i przedsiębiorczości społecznej do krajowych dokumentów ustawowych.

Przedsiębiorcy społeczni angażują się w rozwiązywanie różnorodnych problemów społecznych. Dzięki specyficznym cechom charakteru i ogromnej determinacji działania są w stanie przyczyniać się do wprowadzania zmian systemowych ukierunkowanych na łagodzenie różnego rodzaju napięć społecznych. Ich misją jest poprawa bytu słabszych (marginalizowanych, wykluczonych), którzy z jakichś powodów nie są w stanie sami walczyć o swoją sytuację. Mimo iż przedsiębiorcy społeczni działają z zupełnie innych pobudek niż przedsiębiorcy komercyjni – ich zachowania tak naprawdę niewiele różnią się od siebie. Realizują co prawda inne cele, ale sposób ich działania i pełnione funkcje są bardzo podobne. Wszyscy przedsiębiorcy (niezależnie od sektora działalności) są skupieni na realizacji określonych celów, kierując się silną motywacją wewnętrzną, ponoszą ryzyko działalności, wdrażają innowacje, są agentami zmian itp.

Artykuł jest próbą zaprezentowania obszarów współpracy podmiotów ekonomii społecznej z firmami w kontekście społecznej odpowiedzialności biznesu. Autorka wskazuje, jak strategiczne podejście firm i wdrożenie przez nie zasad społecznej odpowiedzialności biznesu pozytywnie wpłynęło na ich współpracę z przedsiębiorstwami społecznymi. W artykule omówiono możliwe, wybrane przez autorkę formy współpracy pomiędzy tymi podmiotami, płynące dla każdej ze stron korzyści oraz wyzwania, które niesie za sobą ta kooperacja. Firmy odpowiedzialne społecznie, które w swojej strategii realizują założenia społecznej odpowiedzialności biznesu są świadome swojego wpływu na środowisko naturalne i społeczeństwo. Jak zostało to szczegółowo ujęte w normie ISO 26000, jest to: „odpowiedzialność organizacji za wpływ jej decyzji i działań (produkty, serwis, procesy) na społeczeństwo i środowisko”, przy zachowaniu transparentnego i etycznego zachowania, które m.in. przyczynia się do zrównoważonego rozwoju, bierze pod uwagę oczekiwania interesariuszy, jest spójne z organizacją oraz praktykowane w jej relacjach. Dzięki takiemu podejściu pojawiły się również nowe perspektywy dla organizacji pozarządowych czy przedsiębiorstw społecznych, które poszukują do swoich działań partnerów, ale również klientów na rynku lokalnym.

We are studying the economic phenomenon of the unemployment in Maramures County of Romania. To obtain plausible conclusions regarding this study we apply different types of regression: the linear regression, polynomial regression, spline and Bspline regression. In this paper we focus on the numerical side of the research and we compare the predicted values, the graphic representation of the evolution, the future predictions and the errors generated by the regressions mentioned above. The calculations are performed in R, a programming language for statistical computing. An implementation in R is given.
