Program for Judicial Reform in Bulgaria

The Program for Judicial Reform in Bulgaria has been drafted by eminent Bulgarian lawyers within the framework of the Judicial Reform Initiative (JRI). The latter benefits from the combined efforts of State authorities, representatives of influential non-governmental organizations, and experts who offer their expertise in order to ensure further successful development of judicial reform in Bulgaria. The first draft of this Program was presented for discussion to the principal stakeholders of the JRI at a workshop in July 1999 from major stakeholders in the reform process such as the Ministry of Justice; the Supreme Judicial Council; associations and guilds of the legal profession; concerned non-governmental organizations; representatives of the media; independent legal experts and the Bulgarian citizenry. The amended and revized Program incorporates the comments, suggestions and notes provided and is representative for the state of the Bulgarian judiciary and the legislation as to May 2000.

PROGRAM FOR JUDICIAL REFORM

The Program for Judicial Reform developed in the frame of Judicial Reform Initiative was recently redesigned according to the recommendations, suggestions and notes received from the organizations concerned and was updated as to the end of March, 2000. The structure of the Program is based on the consensus priorities and the main directions of the judicial reform as follows: • development of the professional skills of the magistrates; • court administration reform; • further improvement of the reform’s legal basis; • opening of the Judiciary to society. The Program was published in separate brochures both in Bulgarian and English languages. A Policy Forum to endorse the Program was held in May, 2000. It brohgt together over 100 representatives of the executives, the Judiciary, international and foreign organizations, and experts as well.

In November 2001, Vitosha Research conducted the first national representative survey among the adult population of Bulgaria on "Street Dogs as a Social Problem" with a sample of N=784. The problem with street dogs has long excited the Bulgarian public as there is no consensus on how to solve it. Perennial debates and the lack of effective, acceptable solution led to a polarization of opinions and blocking most of the initiatives.
