This paper explores the notion of social sensitivity. It argues that social sensitivity as specific attitude to the community and social relationships has both a historical/cultural background and an essentially pedagogical context. On this purpose, I first examine the concept of history and of the principles of education as developed by the philanthropists Lord Brougham, John Minter Morgan and some others in the 19th century. Contrary to a generally accepted idea during this period, in particular, in Lord Brougham's case, history deals with different phenomena, based on various observations, and that is why historical knowledge has regulative functions as compared to the rest of sciences. My concept of history as a social science is developed more fully and justified with references to diverse means of approaching. According to the philanthropists, in order to secure the largest share of public sympathy and support, education should be of the most general interest and utility. The human nature intends the cultivation of the feelings to precede that of the mind. This may be inferred from the fact that the social sympathy of the child may be awakened before the understanding can be exercised. In any event, one's relationships with others and one's understanding of oneself and others depend on the right pedagogical relationships at school and home during the childhood. For John Minter Morgan the education was a process of socialization. The conclusion which is drawn is that the educational project must be equally applicable to the delegation of the master's moral as well as intellectual instruction. In my opinion it is worth a debate.

The article aims at reconstructing the recent French debate on the ways of teaching philosophy at the secondary school. This debate is provoked by the raise of an increasing and already general feeling of crisis of the French model of teaching - eclipse of the subject of teaching, loss of any criteria, discouragement of both professors and students. Two are the main standpoints at stake in this debate. Each preaches a specific philosophy of teaching philosophy. The first one considers the professor and his students as real philosophers, and the classroom as a small laboratory of philosophy where new theories and interpretations are constructed and tested. The history of philosophy is just a start point destined to stimulate the creative and autonomous effort of the students. Philosophy is not locked behind the walls of its different traditions, it is rather a general capacity, inherent to everybody, of personal reflection and critical analysis. According to the second standpoint, we can not deal with philosophy without taking into account the fundamental topics of its history, without scrutinising its basic concepts. Making philosophy should be replaced by teaching philosophy. And if the main purpose of teaching philosophy at the secondary school consists of educating autonomous and responsible citizens, this autonomy and responsibility should be formed through the critical effort to find out relevant arguments supporting or refuting already existing philosophical theses.

The article examines the nature of the political ideology adopted by Tsar Symeon. It stresses upon the aspiration of the Bulgarian ruler, who proclaimed himself Basileus of the Romans, to become an embodiment of the early Bysantine concept of the 'ideal' emperor. By way of illustration the author highlights the importance of the Old Bulgarian translation from the end of the 9th and the beginning of the 10th c. of Exposition of Heads of Advice, a work addressed by Deacon Agapetos to the Byzantine emperor Justinian I (527-565). The image of Justinian as a god-elected, godlike and almighty emperor-philosopher, an embodiment of the supreme Christian piety drawn by Agapetos was practically readdressed by the anonymous Bulgarian translator to Symeon I . The inclination of the Bulgarian ruler to copy and follow the early Byzantine ideological models is suggested by the author as a possible explanation of the frequently noted orientation of the closely associated with Symeon Preslav writers towards early Christian and early Byzantine literary models. The reason for the absence of ecclesiastical veneration of the pious and highly-educated Tsar Symeon, the son of a prince-saint (Boris I - Michael) and father of a tsarsaint (Peter I), should be sought in the traditionally negative attitude of the Church to the idea of the godlike nature and almightiness of the emperor as well as in the fact that this Bulgarian ruler relinquished monkhood to take the power over his people.
