The opinion of the Civil Law and Private International Law Department in the Silesian University on the Proposal for a Council Regulation on jurisdiction, applicable law and the recognition and enforcement of decisions in matters of matrimonial property regimes (on December 20-th, 2012) is presented in the paper. The text focuses on conflict of law issues. The most important changes are proposed in art. 19, 20, 20b, 22. The most difficult issue to be solved is connected with the effect of matrimonial property regime in respect of third parties. This problem cannot be solved without the introduction of the European common register of matrimonial property regimes. The proposal of the formal requirements of a matrimonial property agreement is also criticized. The form of the agreement should be regulated separately in the Regulation without referral to the national legal systems. It should also ensure the objective information of the date of the agreement (for example official certification of the date).

Local and regional government are complex organizations, operating under varying environmental conditions. Their functioning and development depend on factors both internal and external. Environment creates conditions in the form of development opportunities and threats. More and more business in the management and administration of less exclusively defined area. More and more thinking about demanding customer service that is citizen (voter) and less to treat him as an object of local government influence. Important in the process of building a decision (both for the policy and for the electorate) is appropriate communication. Building belief in the power and usefulness of the current regulations that constitute its presence is convinced of its usefulness and as such goes fitness for a particular time basis. Political communication is an appropriate platform for exchange between politicians and the public, the potential buyers of the product. It serves communication and competition between political parties which issues its product to the market policy. Political communication is not only one of the mechanisms of political marketing, but it is an important plane relationship between the government and the public, allowing both parties to the transaction on the political market to obtain the relevant information of interest and sellers. This is done in analogy to the economic market where clarity is precise acceptance of the offer by the fact of its acquisition or rejection. Marketing communication in professional services is an issue extremely important and unique (specific), as the basis for her client builds their expectations of intangible product that no communication could then be created. In other words, communication is carried out in a company providing services in order to realize the benefits as well as to attract new customers.

In this article we draw attention to some expressions of prosocial behaviors in Poland. Changes in morality, described by sociologists are in statu fieri and there are a myriad of possibilities for their development in different directions. Discussion will focus on a few selected issues related to prosocial values, and there are: the conflict between self-interest and the interests of others, trust in people, declared help of one’s neighbor, religiosity and prosocial attitudes. The collected empirical data speak in favor of a hypothesis about changes taking place in Polish society: from communitarianism (prosocial attitude) to individualism (selfish attitude), and from the declared prosocial values to practical individualism. It seems that from an axiological perspective, prosocial values are more widely disseminated than are the selfish behaviors, especially when we consider the question of helping others.

The paper focuses on the transformation of human capital in the Silesia province and the formation process of the creative class. In the first part are described some theoretical assumption of human capital and creative class, and the history and specifics of the most important social groups in Silesia. In the second part the authors cite the main results of their research conducted in 2010–2011. In interviews, entrepreneurs, experts and policy makers recognized the existence of regional professionals and active individuals who operated at the level of enterprises and local communities. This confirms the assumption of the enclave nature of the formation process of the creative class in Silesia.

Another reform of education forces all the education system employees to learn new ministerial regulations, a new syllabus, changes in terms of the education content, and new books. However, it is worth to consider whether these changes are actual or apparent ones, how to educate teachers of the youngest pupils in the face of continuous reforms in higher education, and from which perspectives to show the priorities of education. This paper is an attempt to both reference the academic knowledge on the functioning of the human brain to the ways of working proposed during classes with the youngest pupils within the framework of the Polish philology education, and prepare teachers to teach in the school of tomorrow. These reflections will be supported by the postulates of neurodidactics, which indicate the need of different learning by children called digital indigenes or digital immigrants, and the theory of five minds by Howard Gardner.

Since the beginning of 1977 groups of students begun to participate in courses organized outside the official educational institutions. This was due to the censorship of official university curricula in humanities and social sciences, especially in literature, history, philosophy, sociology and economy. At the beginning the unofficial courses were organized within the network of academic ministry. The Flying University started its operation in the spring of 1977 in Krakow and in the autumn that year in Warsaw by organizing public lectures and seminars in private apartments. On January 22nd 1978 several outstanding Polish scientists signed The Founding Declaration of the Society of Scientific Courses. The main goals of the initiative – which remained unrecognized by authorities – was not only to organize and patronize independent teaching, but also to grant scholarships and to publish books in samizdat. The activities of the Society were backed by the Catholic Church, but the communist authorities tried to suppress them. The author of the paper describes the circumstances in which both the Flying University and the Society of Scientific Courses were organized.

The main goal of the article is to show problems around the concept of globalization and globoeducation as well as education dilemmas. It is important for education issues to be familiar both from the past and to see it in the present and to think about the future, that this vision should accompany all forms of globoeducation and social life. The wider theoretical opening has opened the model of globo education and glo boeducation of Robert Woźniak, introduced to schools and other institutions (eg to private and public schools and kindergartens). Currently, the educational sys tem has problems with subjectivity, as well as globalization, manipulation and neoliberalization, as well as compatibility phenomena of local and European ed ucational systems (knowledge of languages, operation of electronic devices, communication and others). These problems will be absorbed by the education's globality, or give a new position. Virtuality becomes not only a category, it is also hyper actual in a specific place, school or laboratory, constituting an unprecedented leap of civilization. The times of breakthrough determine the new school model, increase its functions and responsibility. Contemporary school becomes an instrument of empowerment, humanization, creativity and democracy. In the presented article, I present the thesis concerning the area of educations. The first concerns broadly understood globalization processes carrying alongside the benefits of limitation and danger. The second one presents the chances of school education in the conditions of neoliberalization. The third part deals with the di lemmas of the subject of education, which approximates the multidimensionality of globalization processes to homogenize the world.

Teza/cel: Celem artykułu jest odpowiedź na pytania, czy i w jakim zakresie systemy eksper­towe są stosowane obecnie w działalności bibliotecznej i informacyjnej. Zwrócono uwagę na nastę­pujące elementy procesu informacyjnego: gromadzenie, przechowywanie i opracowanie informacji (charakterystyka wyszukiwawcza dokumentu, instrukcja wyszukiwawcza), wyszukiwanie informacji (kwerenda informacyjna, pytania w języku naturalnym), przekazywanie i wdrażanie informacji. Metody badań: Przeprowadzono analizę literatury przedmiotu, zgromadzonej na podstawie kwerend w wybranych bazach danych. Wskazano kierunki badań nad systemami ekspertowymi, jako jednej z metodologii zarządzania wiedzą, wykorzystującej metody sztucznej inteligencji: rozwiązywanie problemów z reprezentacją wiedzy (generowanie, wartościowanie i zarządzanie wiedzą, ekstrakcja i synteza wiedzy w konstrukcji ekspertyzy), „samouczenie się”, ocena wydajności. Zastosowanie sys­temów ekspertowych omówiono na wybranych przykładach. Podjęto próbę określenia możliwych obszarów ich zastosowań w bibliotekach i ośrodkach informacji. Wyniki: Na podstawie zgromadzonych materiałów, opracowano stan badań nad systemami eksper­towymi. Omówiono słownictwo dotyczące systemów ekspertowych, prezentowane w przykładowym tezaurusie.Wnioski: Analiza ilościowa literatury przedmiotu wykazała znaczny spadek piśmiennictwa poświę­conego systemom ekspertowym po 2010 r. Tym niemniej systemy ekspertowe (eksperymentalne, eksploatowane) są stosowane w wielu dziedzinach. Przewiduje się, że systemy te znajdą zastoso­wanie w bibliotekach specjalistycznych, w zakresie gromadzenia i kodyfikacji wiedzy w wybranych obszarach specjalizacji.

The objective of the article is to discuss the problems and opportunities resulting from the adoption of folk stories related to various beliefs as the research basis. A low axiological status of folk beliefs results in research difficulties already at the level of field explorations. The article presents both the reasons for those difficulties and the research strategies applied by the researcher in order to reactivate a belief story. Paradoxically, the same factors that determine the difficulties related to collecting the story, open new research perspectives related to the level of the pragmalinguistic analysis of the collected texts. It is because folk belief stories include a clear pragmatic layer consisting of the narrator’s comments that reveal his/her attitude towards the beliefs.

The aim of this article is to demonstrate the differences appearing in French and Italian scientific texts and their translations into Polish. The specificity of the scientific text causes enormous difficulties faced by novice translators. On the one hand, one must faithfully reflect the merits of work, and, on the other hand, take care of the appropriate style of the target text. As Stanisław Gajda [1982] states, each discipline produces a completely separate language termed “scientific sublanguage”, and the basic difficulty in the case of translation by people not familiar with the scientific language seems to be the recreation of the specific nature of the scientific language of the source text in the target text. The multidimensionality and interdisciplinary nature of scientific translation should also be considered because only on the basis of interdisciplinary knowledge can the translator choose the appropriate translation strategy.

The article analyzes communication strategies that reveal the knowledge of and power over a memory narrative connected to The Warsaw Uprising – one of the most crucial events for Poland, and in the history of World War II. The interviews carried out with insurgents and civilians – participants of the 1944 events, constituted the base for the research. Over 1,900 verbal activities of people conducting meetings with witnesses of history were subjected to a detailed review. The authors of the article were primarily interested in these activities’ influence on the shape of the memory narrative. The interpretation of the collected material is accomplished within the confines of critical discourse analysis which focuses on the relationship of knowledge and power as manifested in specific ways language is used.

The article presents selected problems of the activities of the Polish political police in 1919-1939. The author disscused organizational changes and the operational work model of this formation and presented methods of activity, especially confidential intelligence, surveillance and observation. Much attention was devoted to issues of cooperation with informants and informers. Applicable principles in this respect were discussed. Attention was paid to the selection of secret colleagues. The problem of assessing the credibility of the materials they provide was highlighted. The basic tasks of the political police were discussed, taking into account existing security threats. It was noted that their the scope of tasks changed depending on the guidelines of state authorities.

The article concerns the Bibliography of the Achievements of Employees of the University of Silesia in Katowice in the last few years. Changes in the bibliographic database resulting from cooperation with external systems (local and government systems) are presented. Discussed Systems that affect the current shape of the database: Employee Portal, Polish National Bibliography (PBN) and Repository of the University of Silesia in Katowice RE-BUŚ. The following changes were presented: implementation of the MARC21 Format, application of the ministerial publication points in the bibliographic record, export procedures to databases (Polish National Bibliography and Employee Portal). The way of registering the ORCID number is presented and export of publications in the BibTeX format. The method of adding a link to the university’s Repository of the University of Silesia in Katowice RE-BUŚ was indicated.
