Russia can put on hold its formal withdrawal from the Intermediate-Range Nuclear Forces (INF) treaty until the United States does it first or it could use another available opportunity, such as the coming announcement of the operational readiness of the U.S. missile defence facility in Romania. No matter when Moscow decides to do so, it will blame Russia’s withdrawal on the U.S. and its NATO allies. To discourage Russia from operational deployment of the missiles, forbidden now under the treaty, the Alliance should commence consultations on specific response options. It should also intensify its strategic communication to make it clear that the demise of the INF treaty would be the sole result of Russia’s actions.

In absolute numbers, France has been relatively spared by the large increase in asylum requests in 2014–2015 in comparison with other EU countries. However, tensions in the country regarding the potential for integration of the refugees has led to general agreement among the main political parties for the need to halt inflows of so-called economic migrants. This indicates, that France will seek to limit its recent declaration of support for solidarity towards asylum seekers, notably by enforcing the EU’s return policy.

Hungary’s decision to seal its borders has led to the opening of a new migration route through Croatia and Slovenia. Although the migration policy objectives of the Western Balkan countries are similar, the authorities in each do not cooperate, but compete, thus undermining neighbourly relations. Croatia is in a particularly difficult position, as its opportunities for effective action are limited due to the parliamentary election campaign. The stability of the Balkan route is dependent not only on the strategies of individual governments, but also on whether Germany and Austria will close their borders; such a decision would cause a domino effect that would force transit countries to work to dissolve the migration route.

W szczególnie trudnym położeniu jest Chorwacja, której skuteczność ogranicza kampania przed wyborami parlamentarnymi. Stabilność szlaku bałkańskiego jest uzależniona nie tylko od strategii poszczególnych rządów, ale także od tego, czy Niemcy i Austria nie zamkną swoich granic; ich decyzja wywołałaby efekt domina, który zmusiłby państwa tranzytowe do działań w celu likwidacji tej trasy migracyjnej.

In Ukraine’s local elections, scheduled for 25 October, the most important battle will be between the strongest parties of President Petro Poroshenko’s Solidarnist (Solidarity) and former Prime Minister Yulia Tymoshenko’s Batkivshchyna (Fatherland). The latter is again a top Ukrainian politician and certainly wants to play an increasingly important role, an ambition which may result in conflict with the president. The election results will reveal the strength of Ukraine’s pro-reform and pro-European groupings. The EU should continue to support Ukraine’s reforms, including local government changes, because it involves not only improving the functioning of the state but also is part of the implementation of the Minsk agreements.

W ciągu ostatnich dwóch miesięcy rosyjskie siły zbrojne prowadziły intensywne ćwiczenia, m.in. manewry „Centrum 2015” i „Tarcza Związku”, które były największymi sprawdzianami gotowości bojowej rosyjskiej armii w tym roku, a także „Słowiańskie braterstwo” oraz międzynarodowe zawody wojskowe. Scenariusze ćwiczeń wskazują, że Rosja wzmacnia siły szybkiego reagowania, by poprawić zdolność do interwencji poza swoimi granicami, zwłaszcza w Azji Centralnej, postrzeganej jako region zagrożony niestabilnością. Jednak demonstrując zdolności do podejmowania misji ekspedycyjnych, a zarazem zwiększając obecność wojskową w Syrii, Rosjanie sygnalizują także Zachodowi wolę powrotu do statusu jednego z głównych rozgrywających na Bliskim Wschodzie, np. poprzez budowę nowej koalicji, wymierzonej w Państwo Islamskie.

Islamist terrorism is one of the main security threats to Western Europe. Poland and other Central and Eastern European countries, which are at far less risk, are able to utilise the experiences of their Western European partners and enhance the scope of their counter-terrorism measures to include preventing and combating radicalisation and recruitment to terrorist organisations. This will enable the “new” EU Member States to construct comprehensive counter-terrorism strategies before the terrorist threat escalates, rather than after, as was the case with Western Europe.

Pozwoli to na skonstruowanie spójnej strategii antyterrorystycznej przed eskalacją zagrożenia terrorystycznego, a nie – jak miało to miejsce w Europie Zachodniej – w jej następstwie.

Moldova’s biggest protest in decades, organised by the civic platform Dignity and Truth, is turning into a permanent demonstration. On the one hand, the protest shows a more mature society capable of self-organisation and increasing its demands for reforms. The opposition, sponsored by Russia, is likely to capitalise on any opportunity to exacerbate the political crisis and win ground. The EU has to walk a thin line between shielding grass roots protest and persuading the government to re-start reforms immediately, especially in the justice and banking sectors.

Georgia’s aspirations to provide its army state-of-the-art equipment stem from two factors: the perceived necessity to deter Russia from undertaking additional aggressive actions that could lead to further disintegration of the country’s territory and, at the same time, Georgian participation in military operations abroad. The ongoing crisis in Ukraine and annexation of Crimea by Russia have made Georgia realise that increasing the costs borne by a potential aggressor requires further rebuilding the country’s military capabilities destroyed during the 2008 war. Negotiations between the European Commission, the EU Council and the European Parliament on the new Inter-institutional Agreement on Better Regulation are unlikely to be concluded, as originally planned, before the end of 2015. An overview of the positions of these three parties reveals conflicting approaches to how the EU legislative process should work. It also exposes a clear case of power play between the institutions, and poses the question of whether EU policymaking should evolve in a more political or technocratic direction. It is in the interest of Poland, as a member of the Council supporting the community method, to advocate for more expertise in EU policymaking, but not to the detriment of democratic principles of EU governance.

Negocjacje nowego porozumienia międzyinstytucjonalnego w sprawie lepszego stanowienia prawa, prowadzone przez Komisję Europejską, Radę i Parlament Europejski, raczej nie zakończą się w 2015 r., jak planowano. Każda ze stron ma inne pomysły na usprawnienie europejskiego procesu legislacyjnego, co uwidacznia grę o wpływy między instytucjami unijnymi. Rozstrzygnięcie tych różnic zadecyduje, czy proces stanowienia prawa w UE będzie mieć bardziej polityczny, czy technokratyczny charakter. W interesie Polski, jako członka Rady wspierającego metodę wspólnotową, jest promowanie niezależnych ekspertyz dotyczących kształtowania polityki unijnej przy jednoczesnym zachowaniu demokratycznych zasad sprawowania rządów.
