Wobec zwiększenia rosyjskiego zaangażowania na Bliskim Wschodzie oraz gotowości do walki z Państwem Islamskim, deklarowanej przez licznych rosyjskich ochotników walczących wcześniej na Ukrainie, można oczekiwać, że Rosja, oficjalnie zaprzeczając doniesieniom o interwencji lądowej, nie zawaha się przed ich użyciem w Syrii. Będzie to jednak obarczone znacznie większym niż na Ukrainie ryzykiem i może zaszkodzić Moskwie.

30 listopada w Paryżu światowi przywódcy otworzą 21. Konferencję Stron (COP21), podczas której ma zostać wynegocjowane nowe globalne porozumienie na rzecz walki ze zmianami klimatycznymi. Wydaje się, że istnieje polityczna wola jego zawarcia, rośnie jednak presja na negocjatorów, którzy mają do rozstrzygnięcia najtrudniejsze zagadnienia, jak długoterminowe cele redukcji emisji i adaptacji oraz finansowanie działań klimatycznych. O ile UE dąży do ambitnego porozumienia, o tyle dla Polski także jego słabsza wersja może oznaczać korzyści polityczne i gospodarcze.

The attacks in Paris are not the beginning of new terrorism in Europe. EU Member States have been threatened by such deeds perpetrated by individuals motivated by the Islamic State (IS), or IS returnees from Syria, for at least three years. Countering this threat proves difficult, and one could expect French pressure to see other Member States prioritise counterterrorism more in their security strategies. Central European countries, far less threatened by terrorism than their Western European counterparts, will also be forced to respond to such calls.

Scheduled for 22–27 November, Polish President Andrzej Duda’s visit to China will take place at a significant moment, just after a change of government in Poland, during the fourth “16+1” summit, and on eve of the fourth anniversary of the Poland—China strategic partnership. Reinvigorated in recent years, bilateral relations have resulted in intensive political dialogue but modest economic cooperation. The president should go to China with two main messages, one of reassurance that the PRC remains an important partner for Poland, and the other indicating a push for tangible economic cooperation.

Poprawa relacji w ostatnich latach zaowocowała intensywnym dialogiem politycznym, nie przyniosła jednak znaczącej zmiany w stosunkach gospodarczych. Warto, by prezydent zapewnił Chiny, że pozostaną ważnym partnerem dla Polski, oraz podkreślił, że duży nacisk będzie teraz kładziony na wymierne rezultaty współpracy gospodarczej.

This week, the president of the European Council, Donald Tusk, has officially launched a negotiation process between the EU and the United Kingdom on the latter’s proposals for EU reform. Yet the lack of precision as to the form in which British prime minister David Cameron would like the reforms to be implemented, as well as a fair dose of ambivalence in communicating his agenda to society, might have negative effects on the results of the British EU membership referendum. For this reason, more efforts need to be invested, both domestically and internationally, in providing British voters with credible information not only about the contents of the renegotiation but also on the “plan B” for the UK outside the EU.

The tragic fire in Club Colectiv in Bucharest shed light on the broader systemic problems of corruption. The resulting and quickly swelling public outrage fits in with a series of anti-systemic protests in Romania in recent years. A change of government resulting from the prime minister’s swift resignation will bring no immediate relief to an ailing system. For that to happen, more efforts are needed on all fronts: among the political elite, civil society, as well as Romania’s external partners. The latter can be important in preventing political destabilisation and promoting positive change.

Tragiczny pożar w klubie Colectiv zmobilizował wielotysięczne protesty i przyczynił się do dymisji rządu Victora Ponty. Ten najpoważniejszy od lat kryzys polityczny w Rumunii może doprowadzić do jeszcze większej wymiany elit i wyraźniejszych zmian w działaniu państwa, w tym do nasilenia walki z korupcją. Aby tak się stało, protestujący powinni wyciągnąć wnioski z poprzednich masowych demonstracji, które odbyły się w Rumunii w ostatnich latach. Z kolei UE i USA mogą wykorzystać roszady rządowe do zwiększenia nacisków na Bukareszt, by przeprowadził reformy wewnętrzne, obejmujące m.in. lepszą egzekucję prawa i usprawnienie dialogu władz z przedstawicielami sektora pozarządowego.

The security vacuum in the Middle East and North Africa will have long-term negative consequences for the stability of Europe. Hence, NATO should adopt new policy on the Mediterranean, which will include investments in capabilities necessary for defence and crisis management missions, as well as for cooperation with partner countries.

Even though the army will retain ultimate control, and NLD leader Aung San Sui Kyi will not be next president, a more representative parliament will consolidate this nascent democracy and deserves strong support from the international community, including the EU.

After six years of painful recession, the main debate before the parliamentary elections in Croatia is how to repair the economy. However, the dynamics of the campaign are also influenced by the migration crisis that unexpectedly hit Croatia less than two months before the election. The ruling left wing and the right wing opposition have similar chances of winning, but the former has a greater ability to build a coalition. Regardless of the election result and the shape of the future government, the winning party will have to test its optimistic economic promises and, together with the country’s neighbours and the EU, find a common solution to the growing problem of the Balkan migration route.

Sześć lat bolesnej recesji sprawia, że głównym tematem przed wyborami parlamentarnymi jest naprawa gospodarki. Jednakże na dynamikę kampanii wpłynął też kryzys migracyjny, który niespodziewanie dotknął Chorwację na niespełna dwa miesiące przed głosowaniem. Rządząca lewica i opozycyjna prawica mają podobne szanse na wygraną, ale to ta pierwsza ma większą zdolność koalicyjną. Bez względu na wynik wyborów i to, komu uda się sformować rząd, zwycięska partia będzie musiała zweryfikować optymistyczne obietnice gospodarcze, a także – razem z sąsiadami i krajami UE – znaleźć wspólne rozwiązanie narastającego problemu bałkańskiego szlaku migracyjnego.

The ongoing clashes between the Afghan National Security Forces (ANSF) backed by U.S. troops on one side and the Taliban on the other in the Afghan city of Kunduz has exposed fundamental shortcomings in the government’s current counter-insurgency strategy as well as the weakness of the Afghan troops now deployed in the province. The enormous difficulty in regaining control over the city points to the need for re-evaluation of the current use of allied forces in Afghanistan, their rules of engagement, as well as the necessity of increasing assistance to the Afghan National Army (ANA). Moreover, the Afghan Ministry of Defence should be strengthened, training of ANA intensified and supplies delivered at a quicker pace. Losing control over this strategic province runs the risk the Taliban offensive will reach Kabul and other provinces. If it does, Afghanistan could become an arena of competition between various political forces in the country and once again entangle it in a long and debilitating conflict.

Starcia sił rządowych i wspierających je wojsk amerykańskich z talibami w afgańskim mieście Kunduz obnażyły zasadnicze niedostatki strategii zwalczania rebelii oraz słabość stacjonujących tam oddziałów afgańskiej armii. Ogromne trudności z odzyskaniem kontroli nad miastem wskazują na konieczność ponownej ewaluacji planu obecności wojsk sojuszniczych, reguł ich zaangażowania, a także zwiększenia wsparcia dla afgańskich sił zbrojnych. Utrata kontroli nad strategiczną prowincją Kunduz grozi rozprzestrzenieniem się ofensywy talibów na kolejne prowincje, a Afganistan znów może stać się areną rywalizacji różnych sił politycznych oraz uwikłać się w kolejny długotrwały i wyniszczający konflikt wewnętrzny.

Russia’s deployment of troops to Syria might become a turning point for the regime in Damascus, the regional balance of power and Western calculations. With its forces already active in Syria, the Russians might serve to defend cities that are the traditional bastions of Syrian President Bashar al-Assad but which are threatened by rebel offensives from mostly Islamist groups. Russia’s military presence in Syria serves its much broader regional and international goals. However, if the West were to drop its demand for Assad’s removal and include Russia in the coalition against the Islamic State the result might hold more negative implications for the situation there, as well as outside Syria.
