This book brings together a collection of research essays mapping the intersection between gender and security in Bosnia and Herzegovina today. The idea for the book emerged through numerous discussions, both formal and less formal, that we as editors undertook over several years. These discussions addressed the extent to which security-type activities, related to gender, carried out by numerous organisations, have had an impact on and in communities in Bosnia and Herzegovina. We became concerned by a seemingly prevalent opinion in current literature on gender and security that gender still remains a poor relation in international security documents and policy. Thus, we wanted to create an opportunity for researchers and activists in Bosnia and Herzegovina to articulate ideas and concerns that would go beyond perceiving gender as a mere guideline, through focusing on the effects of gendered security as experienced in everyday life. Therefore, our guiding question in these discussions was and continues to be: what phenomena do researchers and activists feel to be relevant and pressing when it comes to the intersection between gender and security in Bosnia and Herzegovina today?

Sandžak, deo Srbije na tromeđi sa Bosnom i Crnom Gorom, gde živi najveći deo bošnjačke manjine u Srbiji, više od dve decenije je na udaru državne represivne politike u cilju marginalizacije te manjine. Odnos prema islamu i Muslimanima u Jugoslaviji počeo je da se zaoštrava i dobija neprijateljski prizvuk još osamdesetih godina prošlog veka, kada srpska elita pokreće kampanju protiv Muslimana i iznosi tezu o „islamskom fundamentalizmu koji preti da uništi Jugoslaviju“. To je bila priprema za genocid u Bosni, čije su posledice osetili i Bošnjaci u Sandžaku. Odnos prema muslimanima nije se suštinski promenio, ali se pod pritiskom evropskih organizacija kao što su Savet Evrope, OEBS i EU, država uzdržava od otvorene represije. Međutim, sada primenjuje druge metode poput kriminalizacije pojedinaca ili grupa (vehabije), ali pre svega, konstantnim podrivanjem Islamske zajednice (IZ) kao jedine institucije koju Bošnjaci imaju i koja je inače, od ključnog značaja za njihov identitet. Značaj Islamske zajednice za Bošnjake je izraz potrebe za religijom koja doprinosi jačanju vlastitiog identiteta i doprinosi integraciji društva. Potreba za jačanjem identiteta je i razumljiv odgovor na dugogodišnju diskriminaciju i „nevidljivost“, kao i policijski teror, otmice i likvidacije tokom rata u Bosni. Islamska zajednica je takođe, ključna identitetska matrica za bošnjačku zajednicu u odsustvu drugih institucija. Zbog toga je i bila na udaru Beograda i beogradskih „službi“, sa ciljem da se temeljno destabilizuje. To je dovelo do cepanja Islamske zajednice i podizanje tenzije unutar bošnjačke zajednice što može, ako bude potrebno, da se brzo pretvori u kriznu tačku.

On 14 November 2009, Europa Nostra, the Pan European Federation for Cultural Heritage, organised a Forum bringing together one hundred heritage professionals and interested members of the public from across Europe at UNESCO Headquarters in Paris to discuss possible ways forward in the protection of the cultural heritage in Kosovo. // While recognising the scale of deliberate heritage destruction in the recent past, the continuing threats and state of disrepair of many historic buildings and sites, both listed and non-listed, the preparatory meetings generated positive energy and some optimism for the future. Among the individuals with a heart for cultural heritage there is a genuine will to get to know one another and to act together for the benefit of the safeguard of the cultural heritage in Kosovo, as an integral part of Europe’s common cultural heritage. The discussions yielded a wealth of practical ideas and initiatives that could be deployed to bring to life the hopes and ideals expressed at the Forum. // The publication contains the transcripts of the recorded speeches and discussions during the Forum.
