Summary/Abstract: Population ageing is one of the most significant long-termstructural trends shaping contemporary societies, including theCzech Republic, with far-reaching implications for social cohesion,labour markets, healthcare systems and pension sustainability.Although core international human rights treaties formally applyto all individuals, they often fail in practice to address age-specificvulnerabilities, discrimination and ageism.This policy paper analyses the main arguments for and againstthe adoption of a new UN Convention on the Rights of OlderPersons, drawing on the findings of the Open-ended WorkingGroup on Ageing and the recent UN decision to launch anintergovernmental drafting process.It highlights potential benefits such as greater normative clarity,enhanced visibility of older persons as rights-holders, and strongermonitoring mechanisms. It also considers concerns related toduplication, implementation capacity and fragmentation of thehuman rights system. Particular attention is paid to intersectionalrisks, especially those affecting older women.The paper concludes by assessing the evolving position of theCzech Republic and outlining key policy implications for itsengagement in the negotiations.
