Summary/Abstract: The purpose of this, the second annual report of Group 484 on the state of human rights of refugees, displaced persons, returnees, asylum seekers and victims of human trafficking in Serbia and Montenegro, is to raise the level of understanding of the complex problem of forced migration among decision makers at all levels, to encourage public debate in the media, professional public and political forums on the problems of forced migration and the obligations of Serbia and Montenegro in this regard. Its goal is also to contribute to the expansion of the circle of civil society organizations, professional and scientific institutions, media and ordinary citizens who are actively advocating for a more comprehensive engagement of the state in the process of solving the problem of forced migration.
