Summary/Abstract: The cornerstone of accelerated enlargement continues to lie in achieving visible progress and the ability of the candidate countries to meet the political and economic criteria for EU accession, their potential to adapt to EU rules through reforms in the rule of law, the fight against corruption, the protection of fundamental rights, and through the stability of political institutions and the convergence of economic differences. In parallel, internal discussions are continuing on institutional reforms to ensure effective decision-making and policies in an enlarged EU - on the abolition of unanimity voting on sensitive policy areas, on a larger budget, more own resources and strengthened instruments to address rule of law concerns.
