Summary/Abstract: Manual represents an additional effort to enable and improve the development of services for the protection of mental health in the community in the Republic of Serbia. It was created as part of the two-year project "Civil Society Campaign for the Effective Protection of Persons with Mental Disabilities" jointly implemented by the Helsinki Committee for Human Rights in Serbia and the International Aid Network (IAN), with the support of the Embassy of the Kingdom of Norway in Belgrade. The project in question was primarily intended for the staff and managers of four health institutions that have already established or are on the way to establishing mental health services in the towns of: Kikinda, Vršac, Kragujevac and Sombor, but the experiences gained during this and numerous other projects were also used for the preparation of this manual, which aims to offer potentially new solutions for the establishment and improvement of other mental health services in the community.
