Summary/Abstract: This publication is as a product of “Civil Society Capacity Building to Map and Monitor Security Sector Reform in the Western Balkans” project which is financially supported by the Ministry of Foreign Affairs of the Kingdom of Norway. This is regional project involving 7 regional think-tank organizations from Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and it is being developed in cooperation with the DCAF (www.dcaf. ch). This paper is developed using the methodology originally created by the Belgrade Centre for Security Policy (www.ccmr-bg.org).
