Summary/Abstract: This document presents the results of regional research conducted in Serbia, Bosnia and Herzegovina, and Montenegro (2024–2025) on the links between the use of ICT in migrant smuggling and the legal and institutional responses of states under the Convention on Cybercrime and the UN Protocol against the Smuggling of Migrants. The study, based on fieldwork, interviews, and comparative legal analysis, highlights how smugglers increasingly rely on digital tools for recruitment, communication, logistics, and financial transactions, creating major challenges for law enforcement and justice systems. The findings emphasize the need for harmonized legislation, stronger investigative capacities, and integrated approaches that combine cybercrime and migration policies to effectively address digitally facilitated smuggling.
