Summary/Abstract: The legal and institutional frameworks in the countries of Southeast Europe are insufficiently developed, inadequate and do not encourage the development of social economy and social entrepreneurship. Experiences of "good practice" from Croatia and Serbia point to elements in a disincentive environment that enable the success of social entrepreneurship practice.
