Summary/Abstract: Is it really necessary for so many women and children to lose their lives in order to finally draw the attention of the relevant authorities, the media and citizens to the pressing systemic failures? Before a series of new promises and pompous new initiatives, which are just adding new floors to the ivory tower, it is high time for state leaders and relevant ministries to review the existing reports, recommendations and opinions of independent authorities and other expert bodies dealing with this topic.
