Summary/Abstract: Every year, October begins with convincing the Government of the Republic of Serbia that this year's report on Serbia's progress is "the most positive so far", "positive", "the most positive in the region". It is true that perhaps only the report from 2013 had a slightly positive and euphoric tone compared to the otherwise administrative, curt and bureaucratic Brussels dictionary, and it is no secret that this was thanks to the signing of the Brussels Agreement, which opened the way for the beginning of a true settlement of relations between Belgrade and Pristina. It is true that even that (convincing citizens and themselves) is not the best way to read the Progress Report.
