Summary/Abstract: The governments of the 16 federal states that send their representatives to the Federal Council (Bundesrat) change gradually during the terms of office of the Federal Assembly (Bundestag) and the central government. They are therefore always considered to be voting on its successes or failures. Even in the tense political situation that currently prevails in Germany as a result of the refugee crisis, they are only partially so. The federal states have important competences in the federal state, for example in the police, administrative, economic, cultural and educational areas. State elections therefore always (and above all) indicate how satisfied citizens are or are not with their regional representation, whose decisions directly affect their daily lives.
