Summary/Abstract: The practice of Luxembourg and some other countries (such as the Netherlands and Ireland) luring large multinational corporate groups to relocate their financial and administrative centers to their territory in exchange for a preferential tax regime has long been known in professional and academic circles. The so-called “Lux Leaks” affair, which began in November 2014 and was triggered by the revelations of a group of 80 investigative journalists from 26 countries within the framework of the International Consortium of Investigative Journalists (ICIJ), based in Washington, D.C., brought increased media and public attention to this issue.
