Summary/Abstract: The Second Minsk Protocol was signed in Minsk on 11 February 2015 by representatives of the OSCE, Ukraine, Russia and the so-called Luhansk and Donetsk People's Republics. However, the signing of the document was preceded by diplomatic negotiations between the leaders of France, Germany, Russia and Ukraine. The Second Minsk Protocol is a revision of the previous agreement of 5 September 2014, which failed to prevent the escalation of fighting in south-east Ukraine at the beginning of January this year. Given that the Second Minsk Protocol in many cases repeats the mistakes of the previous agreement, it was expected to be ineffective. Its ineffectiveness was demonstrated by the successful separatist offensive in the Debaltseve basin area. Nevertheless, the international community does not yet have a better tool for de-escalating the Ukrainian conflict. The Second Minsk Protocol consists of twelve main points, which are analysed in this briefing paper.
