Summary/Abstract: The concept of structural reforms cannot be identified with a specific mix of changes. Their scope and depth vary depending on the initial institutional conditions of each state and the existing socio-cultural-legal context of a particular economy. A common feature is that these are reforms affecting the structure of the supply side of the economy and therefore require at least part of the population to be willing to adapt to new conditions, to change the established way of life (to change jobs, move, reassess the benefits of investments already made), which naturally provokes disagreement and resistance in the short term and leads to the need to have significant political capital that would allow the reforms to be implemented. The need to adapt to new conditions is immediate. On the contrary, the benefits in the potential growth of the population's living standards are set in the long term.
