Summary/Abstract: In the context of the economic crisis and the subsequent austerity cuts in the defense budgets of the European NATO members, the North Atlantic Alliance has made considerable efforts to reverse the unfavorable trend of decline in European military capabilities by strengthening international cooperation. However, there has been no coordinated reduction of military capabilities across Europe. Two years after the launch of initiatives such as the so-called „NATO Smart Defense“ from the NATO summit in Chicago in 2012 or the European Union's Pooling & Sharing from the same year, some progress has been made. However, while the EU committed to developing capabilities in four areas of common defense in its December 2013 European Council summit, NATO's smart defense has so far produced only a few initiatives, mainly focused on streamlining existing capabilities.
