Summary/Abstract: In connection with Russian actions in Eastern Europe, it seems that NATO enlargement has reached its realistic limits (perhaps with the exception of the Balkans). Although NATO still claims that the door to the Alliance remains open and that no third state (read: Russia) has a veto right, NATO's behavior on the issue of the Membership Action Plan (MAP) for Georgia is an exemplary example of the superiority of geopolitical considerations over a fair assessment of Georgia's transformation progress. The Alliance is slowly approaching the point where it will have to clearly state whether it still stands for the principle of free choice of alliance or whether it de facto recognizes Russia's sphere of influence. Further postponement of Georgia's approach to NATO clearly damages the Alliance's credibility, at least with regard to the Caucasus region. The July decision not to invite any other country to the Wales summit can therefore only be seen as a postponement of an unpopular issue that already resulted in a counterproductive dispute at the Bucharest summit. It is therefore possible that the era of NATO enlargement is more or less over and NATO is instead entering an era of great engagement in alliance partnerships.
