Summary/Abstract: Moldova is often referred to as the winner of the Eastern Partnership (EaP) policy. This country is making the most progress in political and economic reforms supported by the EaP, as evidenced by both the European Commission’s regular evaluation reports and the results of monitoring by non-governmental organisations. However, critics point out that Moldova’s success compared to other partner countries does not mean a clear “success story”, but rather the inability and/or unwillingness of others to meet EU criteria. As the Institute of World Policy in Kiev states: “Moldova is the best student in the class, but the average progress of the class is quite low.” This is also due to the fact that Moldova is a relatively small country with a smaller population, which, including Transnistria, is about 4.1 million. Also, Moldova’s GDP per capita in 2012 was only 3,233 USD, which is low even compared to Ukraine.
