Summary/Abstract: The developed Integrated urban plans for recovery and development (IUPRD) by the end of the planning period 2007 to 2013, referred to the 36 largest cities of the country. In subsequent years it provides for developing such plans in further 31 cities. This means that the planning of urban development in 67 cities will form a network of urban poles in the national space as an indefeasible condition about the transition to a sustainable and balanced development. From the analysis of Methodological guidelines for developing and applying of IUPRD (2010 and 2012, Ministry of regional development and management) and the elaborated plans about Sofia, Blagoevgrad and Stara Zagora, there are determined problems and discrepancies that impose well-founded corrections and effective decisions about their overcoming. In this regard, proposals are made to improve the process of planning and management of urban areas in Bulgaria.
