Summary/Abstract: In this paper, the attention is oriented on the reasons of low effectiveness of one of the most expensive policy of the European Union. Based on an examination of the Bulgarian practice in pursuing European cohesion policy – as an approach of decision making and determining national players in this process, in each of the six stages of the political cycle – weaknesses of the model, which has been established in Bulgarian during the first period of its participation, are identified. In addition, to identify adequate ways to remove these weaknesses the correct base is specified. It is worthy to underline, that evaluations are made in the light of the conditions of the useful exploitation of the financial support from the community to cohesion – which are deduced by economic science and presented in the rules and norms of the European Union.
