Summary/Abstract: The contemporary state develops public organisations under conditions of instability, which is reflected by the forms of their financing. Public-private partnership is a main factor of effective governance, but its fate in Bulgaria is unclear. The financing of the political parties and the frequency of the electoral effort demand clear rules for the maintenance of the public organizations in order to achieve governmental stability and effectiveness.
