Summary/Abstract: The debate on the future of the EU and the new budget is going through the difficult questions of whether cohesion policy can bring the necessary consensus among member states and whether its refocusing will be enough to convince everyone that it is the right ingredient for a better internal market, a secure and strong union. For some of the poorest regions in the EU, European solidarity is a key tool for investing in skills and qualifications, but is it possible to be more social and more competitive at the same time?
