Summary/Abstract: Global crises have exposed the vulnerability of international supply chains and highlighted their strategic role in economic stability. The COVID-19 pandemic, the war between Russia and Ukraine, and the tariff measures adopted by the US in 2025 have disrupted production networks, trade flows, and access to critical resources. This article argues that supply chains should be considered strategic policy instruments that ensure adaptability and continuity at both the local and global levels. Using a qualitative approach based on literature, policy documents, and institutional reports, the study examines three case studies corresponding to these crises. The findings indicate that resilient supply chains require coordinated legislative frameworks, infrastructure, financial support, technological integration, and human capital readiness. Multi-level governance and digitalization enable supply chains to function as adaptive systems, maintaining operational continuity under conditions of disruption. The study proposes a multi-level perspective-strategic, operational, and technological-positioning supply chains as policy instruments for crisis management and long-term economic resilience.
