Summary/Abstract: There shall be freedom of creative expression, except in so far as harm thereby may be done to other people, or irresponsible or weak people may be seduced to acts which are harmful to themselves or to others. Restrictions for this purpose can be made only by constitutional authorities in consultation with and under the guidance of representative scientific and educational opinion, and must be subjected to periodic revision.
