Summary/Abstract: The first and most significant consideration in framing any charter of human rights today is that it must be on a global scale. In the past, there have been many civilisations but never one world civilisation. Two different conceptions of human rights could and sometimes did subsist side by side and because of lack of communication, could even be unaware of one another. Today such a state of affairs is unimaginable. Whatever happens in one corner of the globe has an almost immediate repercussion on other parts. Days of closed systems of divergent civilisations and, therefore, of divergent conceptions of human rights are gone for good.
