Summary/Abstract: Apart from any question of the relative values of different political systems, the problem is essentially to determine: (a) Whether the rights proclaimed have so far been fully and effectively attained; (b) Whether there are new rights which should be proclaimed; (c) Whether the attainment of the old and new rights is compatible with the maintenance of the present forms of social organisation.
