Summary/Abstract: Human rights are universal rights or enabling qualities of human beings as human beings or as individuals of the human race, attaching to the human being wherever he appears, without regard to time, place, colour, sex, parentage or environment. They are really the keystone of the dignity of man. In their quintessence they consist basically of the one all-inclusive right or enabling quality of complete freedom to develop to their fullest possible extent every potential capacity and talent of the individual for his most effective self-management, security and satisfaction.
