Summary/Abstract: This paper analyzes and proposes the creation of a deduced IT system for the Health Contribution Fund in the Republic of Albania, based on blockchain technology. Relying on international practices of new digital innovations in the health sector and adapting them to the Albanian institutional and financial reality, the study argues that the introduction of blockchain technology tends to reduce financial abuses, strengthen institutional accountability, and increase citizens' trust in all mechanisms of the public health system. This research will use a mixed-methods approach, combining three main components (interview, survey, and legal/institutional analysis) and the design of a pilot project for practical implementation. The application of blockchain in healthcare in developing countries such as Albania is considered a practical guide for policymakers towards transparent, efficient, and citizen-oriented financing.
