Summary/Abstract: This paper examines the relationship between fiscal decentralization and poverty reduction in Albania, focusing on Has Municipality as a case study. The analysis reveals that, despite reforms designed to empower local governments, limited revenue capacity and high dependence on central transfers constrain effective service delivery. These structural limitations reduce the municipality’s ability to tackle poverty and foster local development. The findings suggest that strengthening fiscal autonomy, alongside targeted support from national and EU frameworks, is essential for promoting social cohesion and sustainable growth within the context of European integration.
